Under the warm sun and amidst the whispering teak forests of Gelephu, the vibrant colors of orange come alive — the unmistakable presence of the Desuups. With sleeves rolled up and hearts aligned in purpose, they work tirelessly on the sacred grounds of what will soon become the Gelephu Mindfulness City — a vision born from His Majesty The King’s profound dream for Bhutan’s future.

Each shovel of soil, each coordinated movement, and every drop of sweat shed by these guardians of peace carry deep meaning. They are not merely building a city — they are nurturing a dream, watering the very roots of mindfulness, unity, and compassion that define the Bhutanese spirit.

In the shade of the forest, their bright uniforms reflect dedication and discipline. The hum of teamwork echoes through the trees, blending seamlessly with the rhythm of nature. Among them, smiles, determination, and quiet pride shine — for they know they are part of something far greater than themselves.

The Desuung spirit, founded on service and nation-building, finds its purest expression here. The soil of Gelephu is being shaped not just by tools, but by love, loyalty, and the unwavering will of the Bhutanese people.

Hydropower Plants Under Assessment After Heavy Rainfall and Flash Floods

No Major Structural Damage Reported; Several Plants Shut Down as Precaution

The Ministry of Energy and Natural Resources (MoENR) has launched a nationwide assessment of Bhutan’s major hydropower projects following the incessant rainfall and flash floods that affected several parts of the country on October 4 and 5.

According to the ministry, the assessment aims to ensure the safety of critical hydropower infrastructure, project personnel, and nearby communities. Initial findings suggest that while the intense rainfall caused localized flooding and landslides in some areas, no major structural damage has been reported so far to any hydropower dams or powerhouses.

However, several hydropower plants have faced temporary disruptions in generation, while others have been shut down as a precautionary measure to safeguard equipment and personnel.

Tala Hydropower Project
The Wangchhu river saw a sudden and significant surge in flow — from less than 200 cubic meters per second (cumecs) at 4 AM to about 1,260 cumecs at Chhukha dam by 11 AM on October 5. The dam briefly overtopped around 7 AM when two of the four radial gates were partially open.

At the time, the Tala powerhouse was operating at 1,020 MW (+10%). All staff were safely evacuated, and no casualties were reported. Restoration and maintenance work will resume once river levels recede. One unit remains under rectification maintenance.

Status of Other Major Projects
Mangdechhu Hydropower Project: Operating normally under close monitoring.

Nikachhu Hydropower Project: Minor road blockages reported; no damage to dam or powerhouse.

Basochhu Hydropower Project: Operating with close monitoring.

Suchhu Hydropower Project: Shut down due to a transmission line failure.

Dagachhu Hydropower Project: Shut down as a precautionary measure.

Kurichhu Hydropower Project: Operating under close monitoring.

Punatsangchhu-II Hydropower Project: Shut down as a precautionary measure.

Chhukha Hydropower Project: Shut down as a precautionary measure.

Punatsangchhu-I, Khorlochhu, and other projects under construction: All site personnel have been accounted for, and no major damage or injuries have been reported.

Restoration and Safety Measures
Power supply in several regions has been affected due to damage to transmission lines and road blockages. The Bhutan Power Corporation Limited (BPCL) is working to restore supply, though accessibility remains a challenge in certain areas.

The MoENR is coordinating closely with the Druk Green Power Corporation Limited (DGPC), BPCL, National Center for Hydrology and Meteorology (NCHM), and the Bhutan Power System Operator to monitor river conditions, grid operations, and safety risks in real time.

Emergency preparedness protocols have been activated at all project sites. Technical teams remain on high alert to assess post-rainfall impacts and undertake necessary safety reinforcements.

Reassurance to the Public
The ministry has reassured the public that Bhutan’s hydropower infrastructure remains safe and secure, and that ongoing shutdowns are precautionary measures designed to prevent any untoward incidents.

Continuous monitoring and coordinated response measures are in place to safeguard both the public and Bhutan’s vital energy infrastructure. Further updates will be shared as assessments progress.
