What is the TR → PR pathway
The TR → PR pathway was a limited-time immigration program for certain temporary residents (e.g., foreign workers in essential or health occupations, or recent graduates) to apply for permanent residence.
It consisted of six streams: three for English-/French-speaking workers/graduates, and three for French-speaking workers/graduates.

If you are a temporary foreign worker and are wondering if you can apply now under a TFW-to-PR stream specifically:
No, you cannot apply newly under the TR → PR pathway; it’s closed.
If you did apply under that pathway and are still waiting, you can take advantage of the extended OWP policy (until end of 2026).
If you are seeking a route to PR as a TFW, you’ll want to consider other pathways (e.g., Canadian Experience Class, PNPs) and check eligibility carefully.
Because the rules have tightened recently (for example in the TFW program’s LMIA streams, low-wage caps, etc) — you’ll want to ensure you still qualify under whatever route you’re considering. For example: employers face more pressure, and some streams have stricter wage/LMIA conditions.

Changes / Reversals in PGWP (Post‑Graduation Work Permit) Eligibility
* On June 25, 2025, IRCC removed 178 programs from eligibility for PGWP (especially non-degree college/diploma programs).
* But on July 4, 2025, IRCC reinstated those programs — meaning the removal was reversed and those affected remain eligible through to early 2026 (or until the next update)

🔴 What changed (as of Jan. 21, 2025)
❗️Cook & Spousal Open Work Permit
Eligibility
• NOC / TEER: Cook is NOC 63200, under TEER
• New Rules Effective: January 21, 2025 (5:00 UTC).
• Eligibility Check:
• Only spouses of workers in TEER O, TEER 1, or in a limited list of TEER 2/3 occupations can apply for a spousal open work permit.
• The Cook occupation is not included in the eligible TEER 2/3 list.
• Result: As of Jan 21, 2025, a cook in Calgary (or anywhere in Canada) cannot sponsor a spouse for an open work permit, unless they fall under a special exemption (e.g., applying for PR, trade agreements).

In short: Before Jan 21, 2025 - cooks' spouses were generally eligible for open work permits.
After Jan 21, 2025 - they are no longer eligible under the new IRCC rules.

* Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP)have been launched to fill labour needs in rural / francophone‑minority regions. CIC News+1
* A new pathway for construction workers was announced (March 2025) to offer permanent residence opportunities — including for undocumented construction workers inside Canada. CIC News
* IRCC plans a new foreign labour stream / work permit for agriculture and fish processing.

🔴 Permanent Economic Mobility Pathways Pilot to Become Permanent
In the 2025‑2026 Departmental Plan, IRCC indicates that the Economic Mobility Pathways Pilot (EMPP) will be made a permanent pathway by the end of 2025.

This gives more stability to this refugee‑to-immigration pathway.
Applicants already in the pipeline may gain clarity or continuity.
