Keeping Canadaโ€™s electricity affordable and reliable

Alberta is calling on Canadians to oppose federal regulations that will make electricity more expensive and hurt grid reliability for businesses and families.

Alberta is launching a national advertising campaign to inform Canadians about the negative effects of the federal governmentโ€™s proposed electricity regulations, which will increase power bills for Albertans and Canadians, drive investment out of the province and put grid reliability at risk.

If left unchanged, Alberta will be forced to achieve net-zero in 12 years without stable sources of baseload power, like natural gas. This would increase the likelihood and frequency of brownouts and blackouts during Albertaโ€™s cold winters and hot summers, and negatively affect many other Canadians as well. Provinces and organizations from west to east have also stated that these federal regulations are simply not feasible.

โ€œCanadians need to know the risks they face if Ottawaโ€™s proposed electricity regulations move forward without any amendments. The federal government is choosing to ignore the facts about their transition, but we are not. All Canadians need to be able to rely on reliable and affordable electricity and we will continue to fight for that.โ€

Alberta is encouraging Canadians across the country to let the federal government know they cannot afford to pay more for a net-zero electricity goal, that could leave them without reliable power. Print, radio, television and social media advertisements will run throughout the country to urge Canadians to contact their member of Parliament to share their thoughts.

โ€œThe federal government has claimed that these regulations prioritize โ€˜reliability, affordability and sustainability.โ€™ This is a falsehood. In fact, the opposite is true. These regulations compromise the reliability of Albertaโ€™s grid, drive up costs for families and businesses, and will be impossible to implement in the next 12 years. The federal government is on a path that will lead to failure and Canadians who are already struggling will be the victims.โ€

Alberta has its own path forward. The province reduced electricity emissions by 53 per cent between 2005 and 2021 and will be fully transitioned from coal-powered electricity in 2024. Alberta will continue to build on this success through the Emissions Reduction and Energy Development Plan, which is the provinceโ€™s approach to enhance global leadership on emissions reductions, clean technology and innovation, and sustainable resource development. It includes actions that will help Alberta accomplish its own achievable target for a carbon-neutral power grid by 2050 without compromising affordable, reliable and secure energy for Albertans, Canadians and the world.

Next steps

The governments of Alberta and Canada met on Sept. 12 to kick off the Alberta-Ottawa working group to align the efforts of the Alberta and Canadian governments on emissions reduction and energy development. The group agreed to focus on the federal electricity regulations as a first priority. If alignment is not achieved, Alberta will chart its own course to ensuring the province has additional reliable, affordable and sustainable electricity brought onto the power grid. This will be accomplished by ensuring Albertaโ€™s electricity market has the proper signals to make investments in clean technology within a timeframe that makes sense to investors while also safeguarding affordability and reliability.

Quick facts

According to the Constitution of Canada, legislating and regulating the development of electricity explicitly falls within the jurisdiction of the province (Section 92A (1) (c)).
Albertaโ€™s grid had seven alerts during colder months in 2022 and had three alerts in summer 2023, underscoring the importance of having sufficient stable baseload power sources like gas, hydro and nuclear available year-round. Alberta will continue to rely on a diverse mix of intermittent and baseload options to prevent future blackouts and maintain a reliable grid.
Alberta will incur the highest costs of any province in Canada because of the federal electricity regulations. Albertaโ€™s government believes these additional dollars should come from the federal government, not the pockets of Alberta ratepayers.
The federal electricity regulations do not adequately account for regional electricity system differences, Albertaโ€™s energy-only market, the provinceโ€™s reliance on natural gas generation or the large industrial demand.
Modelling and analysis recently highlighted by the Public Policy Forum shows the federal electricity approach could cost Canadians more than $1 trillion.

The so-called protests held by the UCP operatives last week in Alberta were simply seeking to divide us and deny equal rights and existence to trans and gender diverse individuals in our society. They stoked fear in parents based on misinformation and for political gains.

Let me explain. During the most recent provincial elections, same people were campaigning for the UCP to โ€œsave your kidsโ€. Now that the UCP is in office, and in charge of education, theyโ€™re shifting their so-called protests away from the UCP and pointing fingers at everyone but the UCP.

They are the same actors who in past spread Islamophobia, brought in niqab ban, and barbaric cultural practices hotline. And, spreading misinformation, creating divisions, and othering a group of individuals is nothing new for conservative politics.

In Alberta, s. 58 of The Education Act requires school boards to give notice to parents โ€œwhere courses, programs of study or instructional materials, or instruction or exercises, include subjectโ€‘matter that deals primarily and explicitly with religion or human sexuality.โ€

It allows parents to opt their kids out of the courses that deal with religion and human sexuality if they so choose. Also, the UCP Minister of Education Demetrios Nicolaides has confirmed that โ€œAlbertaโ€™s curriculum does not include content related to sexual orientation and gender identity.โ€

Let me say this again. The Charter sets out and protects EVERYONEโ€™s rights and freedoms, including right to practice faith, freedom of expression and the right to equality. And, no individual or government organization can impose their belief system, values, or views on others.

I fully recognize that parents are concerned and I believe that parents have every right to be concerned about and involved in their children education. Letโ€™s share our concerns regarding education to those in charge and seek solutions that work for everyone.

Our schools and curriculum remains exclusive provincial jurisdiction. If youโ€™re concerned about it, letโ€™s hold the UCP government accountable. But, letโ€™s not normalize this deceptive and divisive politics masquerading behind these marches. Letโ€™s stand together for a safe, accepting and inclusive society for everyone.

Government launches panel to respond to E. coli outbreak
September 27, 2023

An external panel led by former Calgary police chief Rick Hanson will review food safety in kitchens that provide food in licensed child-care facilities across Alberta and make recommendations on how to better protect children.

Following the E. coli outbreak in Calgary, Premier Danielle Smith directed Minister of Health Adriana LaGrange and Minister of Children and Family Services Searle Turton to conduct a full assessment on this outbreak. Both ministers will work with the panel to find ways to strengthen legislation and inspection processes that govern food safety in food establishments serving licensed, child-care facilities.

The panel will also include (to a maximum of six members):

parents
licensed facility-based child-care operators
food service operators
food safety and public health experts

Investigation Update
The investigation into the cause of the outbreak continues. Public health officials have reviewed food histories of more than 1,150 children and 250 staff at the 11 affected child-care facilities. Officials also tested 44 food, five milk and five oat beverage samples, and examined food preparation and transportation protocols at the shared kitchen.

Investigators cross-checked their interviews with attendance records, combed through individual meal plans โ€“ some of which involved four separate meals a day and special menus โ€“ and examined kitchen controls and timing food delivery routes.

Based on the investigation, itโ€™s believed that the meatloaf and vegan loaf meals served for lunch on Aug. 29 most likely contained the infectious E. coli. Unfortunately, neither of these items could be tested as they were either eaten or discarded before the outbreak was identified.

Investigations are ongoing to help understand connections, if any, between the contaminated food and the violations identified in the Sept. 5 inspection of the shared kitchen.

Before the investigation report is released to Albertans, a third party will review to validate the findings.

Hospitalizations and cases
The E. coli outbreak continues to show signs of nearing an end, as only a small number of primary and secondary cases have been seen over the past week.

As of Sept. 26, there were a total of 351 lab-confirmed cases connected to this outbreak. Four patients are currently receiving care in hospital.

The number of secondary cases related to this outbreak is 37. Some cases of secondary transmission are common and expected in significant outbreaks such as this.

A total of 1,084 children connected to the outbreak have been cleared to return to a child-care facility.

I want to thank everyone who has cared for a sick child and is working to understand how the outbreak happened. This has been a remarkable amount and quality of work in a short period of time. I want Albertans to know we are doing everything in our power to answer as many questions as possible.โ€

Child-care facilities
As of Sept. 26, 1st Class Child Care Shawnessy and CEFA Early Learning Calgary South had their exclusion orders rescinded. In addition, JCC and Renert Junior Kindergarten had their exclusion orders rescinded on Sept. 25.

MTC Childcare centre remains under an exclusion order for the Promenade and McKenzie Rooms. Children may attend if they are symptom-free and have received a rescind letter from Alberta Health Services.

Families whose child-care program was fully closed, directly affected by a partial closure or exclusion order due to the outbreak declared on Sept. 4 may be eligible for a one-time compassionate payment of $2,000 per child.

Danielle Smith, our school and curriculum are in provinceโ€™s exclusive jurisdiction, meaning the province has full and exclusive control on whatโ€™s being taught in our schools.

These so-called protestors are spreading misinformation and telling parents that whatโ€™s being taught in our schools about sexuality, sexual orientation and gender issues is age inappropriate.

If itโ€™s so, Danielle Smith and the UCP government should say so, and fix it. Itโ€™s a huge cause for concern for many parents. If itโ€™s not the case, then the UCP must clarify and denounce this bigotry unequivocally.

87 years old

The Hindu Community is saddened to announce the passing of Sarla Pawa on August 22, 2023, with the presence of her family at the bedside.

Sarla, with a teaching background from Kenya, was active in many discussion groups most notably Hindu Study Circle and Interfaith group meetings. Her contribution will be missed.

As per her wishes, she was cremated on August 25th in a private ceremony in St. Albert, Alberta.

Albertaโ€™s new parliamentary secretaries have sworn an oath related to their new role during a ceremony at the Queen Elizabeth II building.

On July 13, eight new parliamentary secretaries were announced by Premier Danielle Smith. Parliamentary secretaries are important partners who will assist ministers in fulfilling initiatives the Premier tasked them with in mandate letters received last month.

In addition, the Premier has also named Justin Wright, MLA for Cypress-Medicine Hat as the governmentโ€™s Military Liaison, and Nate Glubish, Minister of Technology and Innovation and MLA for Strathcona-Sherwood Park as the governmentโ€™s Francophone Community Liaison.

โ€œEach of these individuals helps to further strengthen our government team. We are committed to moving Alberta forward and they are ready to get to work to keep Albertansโ€™ priorities at the forefront of our government. Iโ€™m excited to see what they accomplish, working closely with their ministers and ministries.โ€
