Minister of Children and Family Services Searle Turton issued the following statement in honour of National Adoption Awareness Month:
“Every child deserves a loving, forever family. Each November, Alberta’s government is proud to recognize the many Alberta families making a life-changing difference for children and youth by choosing to adopt.
“National Adoption Awareness Month provides an opportunity to highlight the many children and youth still looking for their forever home. The power to make a profound, life-changing difference begins with you. By offering children and youth unwavering love, care and support, you help lay a foundation for a brighter future.
“I am so grateful for all the adoptive parents who provide unconditional love and nurturing homes to young people in need. The impact of your actions doesn’t go unnoticed.
“Alberta remains a leader in adoption, making building forever families an easier, more affordable journey. Supports available to adoptive parents include an increased tax credit and a $6,000 subsidy to reduce adoption costs through a licensed agency by as much as 50 per cent.
“As an adoptive parent myself, being able to provide a loving home to a child in need continues to be one of the most enriching, meaningful things my family and I have done.
“It's never too late to consider opening your heart and your home to a child or youth in need. Information sessions are available in-person and online, and you can view profiles of children waiting for forever homes. I encourage Albertans, this month and every day, to consider adoption and to celebrate adoptive families. The Alberta Legislature Building will be white on Nov. 10 and the Edmonton High Level Bridge will be white on Nov. 13 to recognize Adoption Awareness Month.

Minister of Children and Family Services Searle Turton and Minister of Arts, Culture and Status of Women Tanya Fir issued the following statement on Family Violence Prevention Month:
“Family violence can take many forms and it threatens a person’s well-being, security and survival. This November, we’re raising awareness to ensure that families know that help is available.
“Alberta’s government is investing more than $88 million for family and sexual violence prevention including support for more than 50 women’s shelters and 15 sexual assault centres across Alberta. More than $9 million supports innovative family violence programs that engage diverse communities, including men and boys, as partners in stopping violence before it starts. This is all part of more than $188 million for gender-based violence prevention across Alberta, furthering Building on Our Strengths: Alberta’s 10-year Strategy to End Gender-Based Violence.
“We all have a role to play in ending family violence. You can make a difference by checking in with a friend, colleague, classmate or family member who may need support. Open conversations about healthy relationships help build understanding, set boundaries and create physical and emotional safety.

Prioritizing math and reading skills

Alberta’s government is introducing legislation to help schools identify and support students with complex learning needs.
Alberta’s classrooms are becoming increasingly complex, as more students join classrooms across the province with a range of learning needs, behavioral challenges and language barriers. Spotting these complex learning needs or struggles with reading and math early helps ensure every child receives the support they need to succeed.
To meet this challenge head on, Alberta’s government is proposing amendments to the Education Act that will prioritize reading and math screeners and ensure students that need extra help get the attention they need as early as possible. The amendments would require school boards and independent early childhood services (ECS) operators to:
• Conduct reading and math screenings for all students in kindergarten to Grade 3.
• Share screening results with parents to keep families informed and involved.
• Provide screening data to the department and make results available to the Ministry of Education and Childcare.
“Alberta’s classrooms are more complex than ever, and our teachers need the right tools to support every student. By identifying learning needs early, these screeners will help us address complexity head on and ensure that children with diverse and complex needs get the help they need to thrive.”

Screenings are short, simple activities that assess a student’s everyday reading and math skills to help identify where additional support may be needed. These screenings will help schools quickly identify students who need extra help with reading and math, before small knowledge gaps turn into bigger challenges that contribute to classroom complexity. By making screening a requirement, Alberta will ensure all schools follow the same process and act quickly to support students who need it.
Data from the screeners will also support provincewide efforts to understand and respond to complexity, complementing initiatives like the Aggression and Complexity in Schools Action Team and the province’s investment in classroom support staff.

Strong literacy and numeracy skills empower students to think critically, to engage fully in their communities and to adapt to an ever-changing world.”

By moving existing screening requirements from policy into legislation and adding a new obligation to report results to parents, Alberta’s government is reinforcing its commitment to building students' foundational skills, enhancing transparency and ensuring parents are informed and engaged in their child’s learning.
"Dyslexia Canada welcomes Alberta’s plan to introduce legislation requiring early reading screening for all students. Early screening is an essential part of an equitable approach to literacy instruction. When it is paired with time, training and support for teachers, it strengthens the education system’s ability to identify and respond to student needs, ensuring that children who require extra help learning to read receive it. Legislating this practice is an important step toward making sure that early screening becomes a lasting part of how we support every child’s right to learn to read."

Quick facts
• If passed, all legislative requirements would come into effect for the 2026-27 school year and would apply to public, separate, francophone, charter and accredited independent school authorities and independent ECS operators.
• In the 2022-23 school year, literacy and numeracy screenings became mandatory for students in grades 1 to 3.
• In 2024-25, the province enhanced screening requirements by introducing:
o fall and winter screenings for all students in grades 1 to 3, with a spring follow-up screening for those needing extra support
o mandatory winter screenings for all kindergarten children
• Under the proposed amendments, screenings for students in kindergarten to Grade 3 will continue to be administered within set three-week windows, following the same administration schedule.
• Budget 2025 includes $11 million to support math and reading instruction, with funding increasing to $13 million in 2026-27 and $15 million in 2027-28.
• Since 2021, Alberta’s government has invested $92.5 million to help students strengthen foundational reading and math skills.

إذا تم إقرار مشروع القانون رقم ٢، المعروف باسم "قانون العودة إلى المدارس"، فسيُعاد الاستقرار إلى نظام التعليم في مقاطعة ألبرتا، وسيُضمن للطلاب العودة إلى التعلم دون مزيد من الاضطرابات.
لقد عطلت الإضرابات المستمرة للمعلمين الفصول الدراسية في جميع أنحاء ألبرتا، مما أدى إلى تأخر تعلم الطلاب وتوسيع فجوات التحصيل الدراسي. وكل يوم تبقى فيه المدارس مغلقة، يخسر الطلاب وقتًا دراسيًا حاسمًا وانتظامًا ضروريًا ودعمًا مهمًا. سيُنهي هذا التشريع المقترح الإضراب ويُرسخ شروطًا معقولة لاتفاقية جماعية جديدة للمعلمين.

ينص قانون العودة إلى المدارس على تطبيق شروط الاتفاق المبدئي الذي أُقترح في سبتمبر ٢٠٢٥، والذي تضمن زيادة في الرواتب بنسبة ١٢٪ على مدى أربع سنوات، وتعديلات إضافية في الرواتب لتواكب مستويات الأجور في سوق العمل في المجال التعليمي تصل إلى ١٧٪ لمعظم المعلمين، بالإضافة إلى توظيف ٣٠٠٠ معلم و١٥٠٠ مساعد تعليمي. وستظل الاتفاقية الجماعية سارية من ١ سبتمبر ٢٠٢٤ حتى ٣١ أغسطس ٢٠٢٨.
صرح نيت هورنر رئيس مجلس الخزانة ووزير مالية ألبرتا قائلاً:
"الوقت مناسب الآن لتحقيق الاستقرار في العمل. يوفر هذا التشريع طريقًا إيجابيًا للمضي قدمًا رغم العام الدراسي المضطرب. إنه خطوة ضرورية وأكثر القرارات مسؤولية تجاه الأطفال والمعلمين وأولياء الأمور. وإذا تم إقرار مشروع القانون رقم ٢، آمل أن تُستأنف الدروس في أقرب وقت، اعتبارًا من يوم الأربعاء ٢٩ أكتوبر."
كان آخر عرض قدمته رابطة معلمي ألبرتا يتطلب ملياري دولار إضافية من الحكومة، وهو ما أظهر بوضوح أن النقابة لا تنوي التفاوض بطريقة معقولة أو تقديم عرض عادل.
صرح ميكي أميري وزير العدل والنائب العام في ألبرتا قائلاً:
"نعتقد أن تفعيل بند الاستثناء (notwithstanding clause) إجراء ضروري لإنهاء المعاناة المفرطة التي تسببها إضرابات المعلمين. لقد وصل هذا الإضراب إلى مرحلة تُلحق ضررًا لا يمكن إصلاحه بتعلم الطلاب. لن تتردد حكومتنا في استخدام كل الأدوات القانونية المتاحة دفاعًا عن مصلحة الطلاب."
يمثل هذا التشريع الطريق الوحيد المسؤول للمضي قدمًا لإعادة الاستقرار، وحماية الطلاب، وضمان تركيز الفصول الدراسية في ألبرتا مجددًا على التعلم. وتبقى حكومة ألبرتا ملتزمة تمامًا بتقوية نظام التعليم، ودعم المعلمين، ووضع نجاح الطلاب ورفاهيتهم في صميم كل قرار يُتخذ.

If passed, the International Agreements Act would protect areas of provincial jurisdiction in international agreements and treaties signed by the federal government. This legislation would make it clear that these international agreements are only binding in Alberta if implemented under provincial law.

This would replace the current International Trade and Investments Agreement Act that allows the government to declare approval of international trade and investment agreements.

يحدّد "خطاب العرش لخريف 2025" اتجاهاً واضحاً لهذه الدورة التشريعية: حماية الحريات، وتشجيع التنمية المسؤولة للموارد الطبيعية الوفيرة في ألبرتا، وتعزيز الخدمات الأساسية، وبناء ازدهار طويل الأمد لكل من يعيش في المقاطعة.

صرحت دانييل سميث، رئيسة وزراء ألبرتا قائلًة:
"عبّر سكان ألبرتا بوضوح عن أولوياتهم، وحكومتنا تعمل على تحقيقها. في هذه الدورة التشريعية، سنحوّل تلك الأولويات إلى واقع من خلال سياسات تعزز الرعاية الصحية، وتحسّن بيئة التعليم، وتحمي الحريات، وتدفع بمشاريع بناء الأمة التي ترسّخ دور ألبرتا كقوة دافعة في مستقبل كندا."

"مع انطلاق الدورة التشريعية لخريف هذا العام، يسرّني أن أؤدي واجبي الدستوري بإلقاء خطاب العرش. وأثق بأنّ ممثلي الشعب المنتخبين في المقاطعة سيعملون خلال الأسابيع المقبلة بجدّ وتعاطف واحترام متبادل لبناء مستقبل أفضل لجميع سكان ألبرتا."

يمثّل خطاب العرش بداية الدورة الثانية من المجلس التشريعي الحادي والثلاثين. وخلال هذه الدورة الجديدة، ستتابع حكومة ألبرتا عدداً من الأولويات الرئيسية كما وردت في الخطاب:


العلاقات الفدرالية والأمريكية
ستواصل حكومة ألبرتا الدفاع عن ولايتها الدستورية في اتخاذ القرارات التي تعكس قيم وأولويات سكانها. وستعمل مع السلطات الأخرى والأمم الأُولى والقطاع الصناعي لتطوير مواردها الطبيعية بشكل مسؤول، مع الحفاظ على الدبلوماسية والحوار البنّاء في علاقاتها مع الولايات المتحدة.

الاقتصاد والميزانية
سيستمر تركيز الحكومة على حماية ماليات المقاطعة واقتصادها من تقلبات أسعار الطاقة، ومن آثار الرسوم الجمركية الأمريكية وغيرها من التهديدات الخارجية. وسيُقدَّم دعمٌ مستمر لتنويع الاقتصاد، في حين سيستمر الانضباط في الانفاق المالي عبر مجموعة من القواعد التشريعية. كما تبقى الخطة قائمة لتنمية صندوق إدخار ألبرتا التراثي ليصل إلى أكثر من 250 مليار دولار بحلول عام 2050.

الهجرة والبنية التحتية
سيظل القادمون الجدد موضع ترحيب باعتبارهم جزءاً لا يتجزأ من النسيج الاجتماعي والثقافي والاقتصادي للمقاطعة. وستسعى ألبرتا إلى تعزيز سلطتها في إدارة شؤون الهجرة بطريقة أكثر استدامة مما تتيحه السياسات الفدرالية الحالية. وستواصل الحكومة الاستثمار الاستراتيجي في شبكات النقل والبنية التحتية والخدمات الاجتماعية التي تواجه ضغوطاً متزايدة نتيجة النمو السكاني.
التعليم
ستُعطى الأولوية للاستثمارات في نظام التعليم لمواكبة الزيادة السريعة التي تجاوزت 90 ألف طالب خلال السنوات الثلاث الماضية. وقد خصّصت المقاطعة 8.6 مليار دولار لبناء 130 مدرسة جديدة وافتتاح 200 ألف مقعد دراسي إضافي. وسيسهم التمويل في تعزيز أداء المدارس ودعم المعلمين لمساعدة كل طالب على تحقيق كامل إمكاناته.

الرعاية الصحية
يدخل نظام الرعاية الصحية في ألبرتا مرحلة جديدة، من خلال الاستمرار في الاستثمار في الرعاية الأولية والوقائية، ورعاية المسنين، والصحة النفسية، والتدخل الإنساني. وسيتمكّن سكان ألبرتا من الحصول على رعاية أسرع وأكثر موثوقية، في الوقت والمكان الذي يحتاجون إليه.

العدالة والسلامة العامة
ستُصان الحقوق والحريات الفردية لسكان ألبرتا، مع تنفيذ استثمارات استراتيجية في مجالات الأمن العام وأجهزة الشرطة.

السيادة
ستواصل الحكومة انتهاج سياسات تعزز قوة وحرية وسيادة ألبرتا ضمن كندا متحدة، وستتخذ موقفاً حازماً تجاه أي سياسات فدرالية تُهدّد ازدهار المقاطعة والبلاد اقتصادياً.

Discover the lore of life’s inevitable end in a new feature exhibit to die for at the Royal Alberta Museum.
Alberta’s government is proud to support the province’s legendary museums and historic sites that explore and share Alberta’s past, present and future with the world. For almost six decades, the Royal Alberta Museum has been at the forefront of that discovery, offering engaging learning experiences that inspire curiosity in visitors of all ages.
Next year, Albertans are invited to ask the big questions about life’s most universal experience at the newest travelling exhibition coming to the Royal Alberta Museum, Death: Life’s Greatest Mystery. Opening Feb. 26, 2026, this exhibit gives guests a chance to discover how the world experiences death through artifacts, specimens, interactives and immersive experiences.
“Alberta’s world-class museums offer unforgettable experiences, and we are excited to bring this incredible new exhibit to life at the Royal Alberta Museum. Death will spark deep conversations and leave lasting impressions, as visitors explore the mysteries of life’s final frontier.”

From captivating animal adaptations for survival to cultural practices that honour the life of those who have passed, this new travelling exhibition offers a unique opportunity to reflect on death as part of life and leave with a deeper understanding of the experience that unites us all.

The Royal Alberta Museum is the first in Alberta, and only the second in Canada, to host Death: Life’s Greatest Mystery. Created by the Field Museum in Chicago in 2022, the exhibition brings together 100 objects from its anthropology, zoology, geology and botany collections, along with several replications and interactive digital and sensory experiences.
This exhibition was organized by the Field Museum with major support provided by Lilly Endowment, Inc. and additional support from Alicia and Peter Pond.

• Death: Life’s Greatest Mystery opens Feb. 26 and runs until Sept. 7, 2026.
• The exhibition will be presented in both English and French and will not include human remains.

Faster access to preventative care

New reforms will expand access and choice for preventative screening, elective testing and other diagnostic services to deliver faster, more effective care.
Enhancing access is the clear path to achieving better health outcomes and patient autonomy for Albertans, and reducing health care system strain. New legislative reforms will allow Albertans to privately purchase any diagnostic screening and testing services they wish, including MRIs, CT scans, full-body scans and blood work.
These reforms will also allow health professionals and medical organizations to offer these services privately and enable supplemental health benefits plans to insure them. Preventative care can identify developing heath conditions early. Currently, long diagnostic imaging wait times and growing waitlists for preventative screening are delaying timely care for Albertans.
Under Alberta’s Public Health Guarantee, all physician-recommended tests will continue to be fully covered and prioritized in all facilities, public or private, across the province. If a privately purchased test reveals a significant or critical condition, the out-of-pocket cost will be reimbursed, ensuring no Albertan pays for a medically necessary test.
Expanded access to elective testing, screening and other diagnostic services will attract new investment in diagnostic technology and facilities. This approach will increase capacity, shorten wait times and reduce pressure on Alberta’s public health system.

Advances in artificial intelligence and diagnostic technology are making earlier detection more accessible and effective, leading to improved access with a focus on proactive, patient-centered care for millions of people around the world.
Nations with strong public health systems like Germany, Japan, South Korea and Switzerland have seen a significant number of private preventative clinics being established to handle an increased demand for these services.
“By giving Albertans more choice to access elective testing, screening and other diagnostic services, we are ushering in an innovative, new era of preventative health care in the province. Expanding access to preventative health services will strengthen Alberta’s public health care system, ensuring improved outcomes and greater benefits for all Albertans across the province.”

Improving access to preventative screening will support Albertans in getting the care they need in the early stages of a health condition. In fact, the greatest improvement for cancer and heart disease survival rates is early detection. For example:
• When lung cancer is caught early, the survival rate is more than 60 per cent; if caught late, it is only 24 per cent.
• For stomach cancer, survival rates reach 70 per cent if caught early, compared to 32 per cent if caught late.
• For breast cancer, survival rates are now more than 93 per cent if caught early.
It is also far less costly and less invasive to treat these conditions in their early stages, as opposed to when they have reached an advanced stage.
““While there is no cure for Alzheimer’s disease or dementia, early detection helps people begin treatments and lifestyle supports that improve quality of life. It also gives individuals and families time to talk openly about wishes and future plans while the person living with dementia can fully participate.”
