We would like to bring to your attention a recent matter concerning a potential data breach that may affect members of NCC Canada. In light of the seriousness of this issue, the NCC Canada Board has convened to discuss the matter and has established a dedicated investigation team to conduct a thorough assessment.

During the initial review, the team did not identify any direct source of a data breach from the Board's activities. However, to ensure a comprehensive investigation, the team has decided to engage legal counsel with expertise in data breaches and cyber law. This counsel will lead the investigation, focusing on identifying the origins of the potential breach and ensuring that any responsible parties are appropriately addressed through legal channels.

We are committed to maintaining transparency throughout this process and will provide updates as the investigation unfolds.

Major Changes to Family Open Work Permit (OWP) Program (Effective January 21, 2025):

1. Eligibility Changes for Spouses:
Only spouses of certain international students and foreign workers can apply for a family OWP.

Eligible international students must be enrolled in:
- Master's programs (16 months or longer),
- Doctoral programs, or
- Select professional/eligible programs.

Eligible foreign workers must be employed in:
- TEER 0 or 1 occupations, or
- Specific TEER 2 or 3 occupations in sectors with labor shortages or government priorities (list available January 21, 2025).

2. Additional Conditions for Foreign Workers:
- The foreign worker must have at least 16 months remaining on their work permit when their spouse applies for the OWP.

3. Changes for Dependent Children:
- Dependent children of foreign workers will no longer be eligible for OWPs.

4. Renewals for Current Permit Holders:
- Existing OWPs approved under previous rules remain valid.
- Family members in Canada can renew their work permits if:
- They meet the same criteria as the current permit.
- The renewal matches the duration of the principal applicant's study or work permit.

5. Exemptions:
Spouses of workers under free-trade agreements or those transitioning to permanent residence are unaffected.
