🚨 Ontario OINP Employer Job Offer Streams Have Officially Changed – Here’s What You Need to Know
Ontario has officially updated its immigration regulation (O. Reg. 422/17), replacing the previous Employer Job Offer streams with a new structure. If you’re planning to apply through OINP, here are the key changes.
✅ Three New Categories
The old Employer Job Offer streams have been replaced with:
• Ontario Workforce Priority – TEER 0–3
• Ontario Workforce Priority – TEER 4–5
• Self-Employed Physician

📌 General Requirements
Applicants must:
✔️ Be a foreign national.
✔️ Intend to live in Ontario.
✔️ Have valid temporary resident status if applying from inside Canada.
✔️ Attend an interview if requested by OINP.

🏢 Employer Requirements
Before an applicant can apply, the employer must have an approved position.
The employer must:
• Be operating in Ontario for at least 3 years.
• Have a physical business location in Ontario.
• Offer a permanent, full-time position.
• Show the position is genuinely needed.
• Meet the required revenue and employee requirements.
Minimum Revenue
📍 GTA – $1,000,000
📍 London, Ottawa, Waterloo, Hamilton, Niagara, Windsor and several other larger regions – $500,000
📍 Other Ontario locations – $250,000 (for each of the last two fiscal years)
Minimum Canadian Employees
• GTA: 5 full-time Canadian citizens or permanent residents
• Outside GTA: 3 full-time Canadian citizens or permanent residents
The offered wage must generally meet the Government of Canada Job Bank wage requirement for that occupation and region.

👨💼 TEER 0–3 Category
Applicants must:
✅ Receive an Invitation to Apply (ITA).
✅ Have an approved job offer.
✅ Meet ONE of these work experience options:
• 6 consecutive months with the same employer in Ontario within the last 12 months; OR
• If you’re a recent Ontario graduate, only 3 consecutive months with the employer; OR
• 2 years of related work experience within the last 5 years (including eligible foreign work experience).
Education generally requires at least a one-year Canadian post-secondary credential or an equivalent foreign credential with an Educational Credential Assessment (ECA).
Language requirement:
• CLB 6 for most applicants.

🩺 Good News for Healthcare Workers
Some occupations now recognize related higher-skilled experience.
For example:
• RN or RPN experience can qualify someone applying for a Nurse Aide (NOC 33102) position.
• Pharmacist experience can qualify someone applying as a Pharmacy Assistant.

🔨 Skilled Trades
Many trade occupations now require only a high school credential instead of post-secondary education.
Language requirement for eligible trades:
• CLB 5

👷 TEER 4–5 Category
Applicants must have:
✔️ Invitation to Apply.
✔️ Approved employer.
✔️ Permanent full-time job offer.
✔️ 9 months of full-time work experience with that employer in Ontario within the last 2 years.
✔️ High school diploma or equivalent.
✔️ CLB 4.

👨⚕️ Self-Employed Physicians
Physicians can qualify without employer sponsorship if they:
• Hold eligible CPSO registration.
• Are eligible to bill OHIP.
• Receive an Invitation to Apply.

🎓 Recent Ontario Graduates
A recent Ontario graduate now means someone who graduated within the last 3 years from an eligible Ontario institution with:
• A 2-year diploma or degree
• Graduate Certificate
• Master’s degree
• PhD
Recent graduates also benefit from:
✔️ Only 3 months of Ontario work experience (instead of 6 months in TEER 0–3).
✔️ Lower wage requirement (Job Bank low wage instead of median wage for eligible TEER 0–3 applications).

⚠️ Important Reminder
Meeting all of the eligibility requirements does not guarantee an invitation.
Ontario will continue using its Expression of Interest (EOI) system, and invitations are expected to target occupations, industries, and regions based on Ontario’s labour market needs. As we’ve seen over the past year, healthcare and other priority occupations have received the majority of invitations, and a similar approach may continue.
Always wait for official draw announcements rather than assuming every eligible occupation will receive invitations.
