Canada Unveils Budget 2025: A Plan to Build Canada Strong with Buy Canadian Policy

In response to the changing global trading system and uncertainty for Canadians, Prime Minister Mark Carney outlined Budget 2025, a comprehensive plan to transform Canada’s economy and strengthen its industrial base. Central to this strategy is the Buy Canadian Policy, which aims to use more Canadian materials, products, technologies, and services to build a stronger Canada.
“We will build Canadian and buy Canadian. We will be our own best customer, creating new orders, more business, and new careers in our industries across the country,” emphasized Prime Minister Carney.
The government has allocated nearly $186 million in new funding to fully implement the Buy Canadian Policy, including $98.2 million over five years and $9.8 million ongoing to Public Services and Procurement Canada.
The Buy Canadian Policy will extend to infrastructure spending and other federal funding streams, ensuring that up to $70 billion in additional public investment supports Canadian-made products and services. This move is expected to create Canadian careers, use Canadian resources, and benefit Canadian communities.

To support small and medium-sized businesses, the government will launch the Small and Medium Business Procurement Program with $79.9 million in funding over five years. This program will provide specialized support for Canadian SMEs trying to break into the federal market, improving competition for federal contracts and strengthening local supply chains.
“Our new Buy Canadian Policy is about supporting Canadian businesses, including our SMEs, securing good jobs, and driving prosperity across the country as we move from reliance to resilience,” said Minister of Finance and National Revenue, François-Philippe Champagne.

The Buy Canadian Policy will apply to major projects, including the Major Projects Office, Build Canada Homes initiative, Defence Investment Agency, and the Build Communities Strong Fund. These initiatives aim to fast-track transformative energy, trade, and transportation projects, supercharge housing construction, scale up Canada’s industrial base, and revitalize community infrastructure.
“Budget 2025 makes a clear commitment to Canadian businesses and workers. The new Buy Canadian policy will give businesses, including small and medium-sized companies, opportunities to compete for major projects, grow, and create good jobs across the country,” said Minister of Government Transformation, Public Works and Procurement, Joël Lightbound.
With Budget 2025, the Canadian government aims to enable $1 trillion in investments over the next five years, building a stronger, more self-sufficient economy that benefits Canadians first.
