Canadian Centre for Development of Democracy in Russia is extremely concerned with the recent arrest of Alexei Navalny, who returned to Moscow on Jan 17, 2021 from Berlin, Germany.

Alexei Navalny, one of Russia’s top opposition politicians, a staunch critic of Vladimir Putin, and an anti-corruption fighter, began displaying the symptoms of severe nerve agent poisoning on August 20, 2020 during his flight from Tomsk to Moscow. These symptoms were consistent with a Novichok-type nerve agent. It is the same nerve agent previously used against United Kingdom, a NATO member country, to assassinate Sergey Skripal, and resulted in a death of a UK citizen. Alexei Navalny was promptly evacuated to Germany, where he had to be put in induced coma and undergo treatment in order to recover from the effects of poisoning.

The actions of the Russian government officials following the poisoning had demonstrated a well-too-familiar pattern of avoidance, denial, false narratives to clutter information space and responsibility avoidance. From refusing to accept the fact that Navalny experienced poisoning symptoms to Putin’s sarcastic remarks about “secret services finishing the job if they wanted to” during his December 17, 2020 press conference, Putin regime had demonstrated this pattern. The words of concern from Western leaders and governments ring hollow unless they are followed by direct economic sanctions on those responsible. Inaction on part of the West only incentivized Putin to continue his criminal actions.

Therefore, we propose that all perpetrators, participants, auxiliaries and enablers of the attempt on Navalny’s life, just as those complicit in his recent arrest and detainment be sanctioned under the authority of Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law).

Re: Joint statement of Canadian Centre for Development of Democracy in Russia and Speak Louder International Movement on the situation in Republic of Belarus.
We, the undersigned members of Canadian Centre for Development of Democracy in Russia and Speak Louder International Movement, express our solidarity with the people of Republic of Belarus and condemn the brazen and impudent falsification of the results of the presidential election in Belarus, which caused a just outrage of Belarus society. Tens of thousands of people
across the country have taken to the streets. The Lukashenka regime had reacted to thispeaceful protest with merciless violence, ordered its security forces to suppress the protest with extreme cruelty, while turning off parts of internet communications in the country. In just over two days thousands of people were detained, hundreds were wounded, tens of videos depicting
security forces brutality towards citizens are circulating, including the use of tear gas and flash bangs. Yesterday the live ammunition was used against protesters, which resulted in at least one death. There are disturbing reports of the inhumane treatment and torture of the detained protesters. These actions of Lukashenka regime and his security forces are an international crime, and directly violate the UN Charter, the Universal Declaration of Human Rights, the International pact of the civil and political rights, the European Convention of defending human rights and freedoms, as well as Constitution of the Republic of Belarus.
Therefore, we call on the Government of Canada to:
1. Recognize Sviatlana Tsikhanouskaya as the legitimate President of the Republic of Belarus, and offer Canada's mediation to facilitate the process of the peaceful transfer of power,
2. To immediately impose full sanctions under Justice for Victims of Corrupt Foreign Officials Act on Alexander Lukashenka and the members of his government and security services who are responsible for attacks on protesters, suppression of opposition and violating internationally recognized human rights,
3 To recognize the "State Security Committee"("KGB") of Belarus as a terrorist organization, followed by the seizure of all its assets in Canada, as well as banning entry to Canada to all Belarus security service members and members of their families who are responsible for violence against the protesters,
4. Provide support to Belarus civic organizations, as well as all other international human rights advocacy organizations who seek to bring those responsible for crimes against human rights inBelarus to the International Criminal Court in The Hague.

We would like to bring your attention to the recent events in Ukraine around the ATR Crimean Tatar television channel. Its managers had asked Canadian Centre for Development of Democracy in Russia for our support. ATR is the only Crimean Tatar television channel in the world with a 24-hour broadcast in Ukrainian, Crimean Tatar and Russian languages. They broadcast from Kyiv, not only for the residents of illegally occupied and annexed Crimea, but to the rest of Ukraine, as well as for Crimean Tatars residing in Turkey, Romania, Lithuania, Poland and other countries. Thanks to ATR, Crimean residents can get objective information about events in Ukraine and the rest of the world, and, most importantly, about what’s happening under the Russian occupation regime in Crimea.

Presently, the situation at the ATR headquarters is desperate, due to the funding cut from Ukrainian state budget. On February 26th President Zelensky had made an announcement that the funding will be released “in the nearest future”, however, despite the clear words from the President, the question of releasing funds is boycotted by many high-ranking bureaucrats in Ukrainian government, who invent technicalities and legislative traps, which are incompatible with ATR’s by-laws as it is a non-government company. Canadian Centre for Development of Democracy in Russia, staying true to its support of Ukrainian resistance to Russian aggression, as well as Ukrainian democratic reforms, has a moral duty before Ukrainians and Crimean Tatars. We are asking for your help to bring our concerns with the situation about ATR to representatives of Ukrainian government. The closure of ATR will threaten the Crimean Tatar identity, as many of them consider it the be the only information and political link with Ukraine, the only opportunity to share truthful and accurate information regarding the situation of Crimean Tatars under Russian occupation. Re: 10th year anniversary of Sergei Magnitsky's death

Ten years ago, a brave Russian corruption fighter, Sergei Magnitsky was found dead in his cell in Moscow prison. For nearly a year was denied medical treatment and repeatedly beaten, until he died - all because he uncovered the massive theft of funds and tax evasion happening with Hermitage Foundation. On October 19, 2017, the Canadian Parliament passed the Canada's Magnitsky Act. This Act is not limited to the thirty individuals directly responsible for Sergei Magnitsky's death, but contains provisions to be expanded with the names of those "responsible for, or complicit in, extrajudicial killings, torture or other gross violations of internationally recognized human rights committed against individuals in any foreign state".
On August 15th 2019 we reached out to your office regarding the mass protests in Moscow, which began after a number of opposition candidates were denied registration to run in Moscow municipal elections . When their supporters had a peaceful rally demanding the inclusion of these candidates on the ballot, it was violently dispersed. On July 27th, August 3rd and August 10th Moscow police, backed up with units from other Russian cities as well as Russian National Guard, had detained over two thousand of people. A number of them were later charged with dubious offences such as posting a comment on a social media or throwing a plastic cup in a direction of police, and got up to five years imprisonment. In our letter we have conclusively shown how such abuse of government power violates not only Russian constitution but also UN Declaration of Human Rights and falls firmly, spirit and letter, under the Justice for Victims of Corrupt Foreign Officials Act also known as Sergei Magnitsky Law.

During those three months our president Kirill Lyagushev, working with Free Russia Forum on a Putin's List project, had visited the 8th annual Forum in Vilnius, Lithuania. The participants of the Forum compiled a list of Russian government officials who were responsible for mass arrests and violations of human rights during Moscow protests, starting with Vladimir Kolokoltsev, the Minister of Internal Affairs of Russia, up to and including judges that passed repressive sentences of innocent people who merely wished to exercise their democratic rights. The participants of the Forum unanimously agreed to add them to the Putin's List, and to publish full dossiers on them in the near future.

We are happy to work further with Global Affairs Canada as well as other Canadian government agencies to see that these names are added to Canada Magnitsky Act. There is no better way to celebrate Sergei Magnitsky's life and his work than to see it continue by proactively sanctioning corrupt Russian officials whose corruptions supports Putin's regime, enabling him to commit massive human rights violations not only in Russia but in Ukraine, Syria and other countries as well.

Canadian Centre for Development of Democracy in Russia congratulates prime minister Justin Trudeau with victory as well as leaders and candidates from other parties that participated in Canadian Federal Elections. We also want to especially mention hundreds of thousands of volunteers who participated in election campaigns, demonstrating Canadian devotion to the principles of democracy.

Canadian Centre for Development of Democracy in Russia is likewise faithful to its principles of supporting of pro-democracy Russians, who stand against Putin's regime in Russia, supporting democratic reforms in Ukraine, as well as supporting the end of Russian aggression against Ukraine and de-occupation of Crimea and occupied territories of Donetsk and Lugansk regions. We are fully committed to creating a group of supporters of restoration of democracy in Russia in Canadian political environment. Currently the major priorities of our work are:
- Working together with Canadian politicians who strengthen relationships between Canada and Ukraine in defense and security sectors,
- Expanding Magnitsky Law on all the members of Russian government who are involved in increasing repressions
- Expansion of sanctions against pro-Putin government members and businessmen who organize the robbery of occupied Crimea, as well as increased scrutiny of Canadian companies that violate the Special Economic Measures Act, as well as those responsible for money laundering of stolen assets in Canada and other countries, using Canadian-based channels such as citizenship, banking system and elite real estate.
- Countering hybrid aggression of Kremlin and disinformation in all its expressions
- Promoting evolution of Canadian immigration policy to dispel the notion, popular in pro-Putin circles, that Canadian citizenship can be easily obtained through investments, without the verification of the lawful origin of capital.

Canadian Centre for Development of Democracy in Russia, representing the pro-democracy part of Russian diaspora in Canada, along with international movement "Speak Up!", representing Russian opposition, both express extreme concern with recent violent dispersals of peaceful demonstrations in Moscow. The reason for the demonstrations was the refusal of Moscow election committee to register opposition candidates for municipal elections. During the protest more than two thousand people were illegally detained, many received injuries of different severity. Many are facing prison time due to false accusations. Also, the prominent Russian opposition politicians were illegally arrested. These arrests go completely against the following international and Russian legal norms:

Universal Declaration of Human Rights:
Article 20 (1). Everyone has the right to freedom of peaceful assembly and association.
Article 21 (3). The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.

Constitution of Russian Federation:
Article 31. Citizens of the Russian Federation shall have the right to assemble peacefully, without weapons, hold rallies, meetings and demonstrations, marches and pickets.

In Canada, there is a Justice for Victims of Corrupt Foreign Officials Act also known as Sergei Magnitsky Law. In the section 4(2)(a) there is a mention of persons who are "responsible for, or complicit in, extrajudicial killings, torture or other gross violations of internationally recognized human rights committed against individuals in any foreign state". It is further clarified in Section 4(2)(a)(ii) that the affected individuals include those who seek "to obtain, exercise, defend or promote internationally recognized human rights and freedoms, such as freedom of conscience, religion, thought, belief, opinion, expression, peaceful assembly and association, and the right to a fair trial and democratic elections."

In our opinion, the action of Russian government, Russian police and Russian national guard in violent dispersals of peaceful protests of 27th of July 3rd of August and 10th of August, as well as mass arrests and violence against peaceful civilians who expressed their disagreement with violations of Constitution of Russian Federation, is a serious violation of internationally recognized human rights and freedoms and warrant a severe punishment. We are also expressing deep concern with a small fraction of Russian diaspora which is under the influence of pro-Kremlin organizations and infected with Putin propaganda. We are calling upon you to take all measures under Magnitsky Law against Russian government officials responsible for these latest human rights violations as well as sanction the companies affiliated with Moscow municipal and regional officials. We would like to provide Canadian Government with all the information that we receive about corrupt Russian officials and companies affiliated with them.
