Ayon sa panukala ni Quilala, ang pagbuwag sa Kongreso at pagpapalit nito ng mas maliit na NationalLegislative Assembly (na bubuuin ng mgagobernador at mayor) ay makatutulong upang mapabilis ang pagpasa ng mga batas, mabawasan ang burukrasya, at maiwasan ang malaking gastusin at korapsyon sa gobyerno.
