U.S. officials say a runway warning system didn't sound an alarm before an Air Canada jet from Montreal collided with a fire truck at New York's LaGuardia Airport Sunday night.

The head of the U.S. National Transportation Safety Board says the system didn't work as intended because the fire truck didn't have a transponder, which she says trucks at other airports are equipped with.

Prime Minister Mark Carney says the Air Canada CEO's English-only message of condolence after Sunday's deadly crash in New York lacked compassion.

Air Canada CEO Michael Rousseau is being summoned to testify at the House of Commons official languages committee after he shared a four-minute condolence video online that only included two French words β€” "bonjour" and "merci."

Canada's official language commissioner had received 84 complaints about Rousseau's video as of Tuesday afternoon. Antoine Forest, one of the two pilots killed in the crash at LaGuardia airport, was a French-speaking Quebecer.

As of December 26, all non-U.S. citizens β€” including Canadians β€” must now be photographed every time they cross the border, after the U.S. expanded its biometric tracking system and removed previous exemptions.

The U.S. government stores all photos and other biometric records collected from non‑U.S. citizens in their database for 75 years.
