১৮ মে ২০২৬ তারিখে প্রজাতন্ত্র সংসদে সংখ্যাগরিষ্ঠ ভোটে গৃহীত “বিদেশি ও ইমিগ্রেশন (সংশোধনী) আইন” রাষ্ট্রপতি Tufan Erhürman কর্তৃক সরকারি গেজেটে প্রকাশিত হওয়ার মাধ্যমে কার্যকর হয়েছে।

নতুন এই আইনের মাধ্যমে দেশে অবৈধভাবে অবস্থানরত বিদেশি নাগরিকদের নির্দিষ্ট শর্তসাপেক্ষে পুনরায় আবেদন করে বৈধ মর্যাদা লাভের সুযোগ দেওয়া হয়েছে। আইন অনুযায়ী, যাদের ভিসার মেয়াদ শেষ হওয়ার পরও তারা দেশ ত্যাগ করেননি এবং যাদের বিরুদ্ধে জরিমানা রয়েছে, তারা ৪৫ দিনের মধ্যে ইমিগ্রেশন বিভাগের অনলাইন সিস্টেমে আবেদন করলে এই সাধারণ ক্ষমার সুবিধা পাবেন।

যেসব বিদেশির বিরুদ্ধে বহিষ্কারের আদেশ রয়েছে কিন্তু বিভিন্ন কারণে তাদের দেশ থেকে বের করা যায়নি, তারাও আবেদন করতে পারবেন। তবে সকল আবেদন পুলিশ মহাপরিদপ্তর জনশৃঙ্খলা ও নিরাপত্তার দৃষ্টিকোণ থেকে মূল্যায়ন করবে।

এই ব্যবস্থার আওতায়, উত্তর সাইপ্রাসের নাগরিক অথবা বৈধ অনুমতিপ্রাপ্ত ব্যক্তিদের সঙ্গে প্রথম-স্তরের আত্মীয়তার সম্পর্ক রয়েছে এমন বিদেশি নাগরিক এবং যাদের নামে দেশে নিবন্ধিত স্থাবর সম্পত্তি রয়েছে, তারাও পুনরায় প্রবেশের জন্য আবেদন করার অধিকার পাবেন।

আইনটিতে শিক্ষার্থীদের জন্যও বিশেষ বিধান রাখা হয়েছে। যেসব শিক্ষার্থী স্টুডেন্ট পারমিটের মেয়াদ শেষ হওয়ায় দেশ থেকে বহিষ্কৃত হয়েছে অথবা যাদের প্রবেশে নিষেধাজ্ঞা রয়েছে, তারা নিজ নিজ বিশ্ববিদ্যালয়ের মাধ্যমে আবেদন করতে পারবে। এক্ষেত্রে শিক্ষার্থীদের একাডেমিক কার্যক্রমের অন্তত ৫০ শতাংশ সম্পন্ন থাকতে হবে।

এছাড়াও, যারা দেশ ত্যাগ না করেই আবেদন করবে, তাদেরকে ৬০ দিনের অস্থায়ী বসবাসের অনুমতি দেওয়া হতে পারে। এই সময়ের মধ্যে যারা ওয়ার্ক পারমিটের জন্য আবেদন করবে, তারা প্রাথমিক অনুমোদন (pre-approval) প্রক্রিয়া থেকে অব্যাহতি পাবে।

Dear Expatriate Brothers and Sisters in Northern Cyprus,

Assalamu Alaikum.

A new chapter is about to begin for the Bangladeshi community in Northern Cyprus founded on unity, harmony, and mutual cooperation.

As the number of Bangladeshi expatriates in Northern Cyprus continues to grow, our presence in business, social engagement, and cultural identity is also becoming stronger day by day. Bangladeshis are successfully establishing themselves through honesty, hard work, and dedication in various sectors including restaurants, grocery businesses, telecommunications, real estate, legal manpower services, agriculture, and many other service industries.

At the same time, various social, humanitarian, and community related challenges have also become increasingly visible within our expatriate society. To address these issues effectively and sustainably, there is a strong need for an organized, responsible, and active community platform.

With this realization, experienced senior expatriates, business owners, and conscious members of the Bangladeshi community in Northern Cyprus have come together to form a positive and strong community organization. The primary goals of this community are to support expatriates, strengthen unity among Bangladeshis, and present a respectful and positive image of Bangladesh in Northern Cyprus.

We firmly believe that through everyone’s sincere cooperation, advice, and prayers, this community will become a source of support and trust for Bangladeshi expatriates in the future. InshaAllah, together we will be able to introduce many positive initiatives that will make our community more organized, respected, and stronger.

প্রিয় নর্দান সাইপ্রাস প্রবাসী ভাই ও বোনেরা,

এটি একটি নতুন দিগন্তের সূচনা।

নর্থ সাইপ্রাসে ধীরে ধীরে বাংলাদেশি সংস্কৃতি ও বাংলাদেশি অভিবাসীদের সংখ্যা দিন দিন বৃদ্ধি পাচ্ছে। এরই ধারাবাহিকতায় বাংলাদেশি ব্যবসায়ীর সংখ্যাও বৃদ্ধি পেয়েছে। বর্তমানে দেশীয় পণ্যের আমদানিকারক, রেস্টুরেন্ট ব্যবসা, টেলিকম ব্যবসা, গ্রোসারি ব্যবসা, লিগ্যাল ম্যানপাওয়ার অফিস, রিয়েল এস্টেট, সবজি উৎপাদন খামারসহ বিভিন্ন খাতে বাংলাদেশিরা সফলতার সাথে কাজ করে যাচ্ছেন।

বাংলাদেশিরা জীবনমান উন্নয়নের লক্ষ্যে এগিয়ে যাওয়ার সাথে সাথে নর্থ সাইপ্রাসে বিভিন্ন সামাজিক সমস্যাও বৃদ্ধি পেয়েছে, যা আপনারা ইতোমধ্যে অবগত আছেন। এসব সমস্যার অধিকাংশই ব্যক্তি উদ্যোগে একার পক্ষে সমাধান করা কঠিন।

এই বাস্তবতাকে সামনে রেখে নর্থ সাইপ্রাসের লিগ্যাল ব্যবসায়ী ও অভিজ্ঞ সিনিয়র প্রবাসীরা একত্রিত হয়ে একটি সচল ও শক্তিশালী কমিউনিটি গঠনের সিদ্ধান্ত নিয়েছেন। যার মূল লক্ষ্য হবে নর্থ সাইপ্রাসে বাংলাদেশের ইতিবাচক পরিচয় তুলে ধরা এবং প্রবাসী রেমিট্যান্স যোদ্ধাদের পাশে দাঁড়ানো।

আমরা আশা করি, নর্থ সাইপ্রাসের সকল প্রবাসী হিংসা-বিদ্বেষ ভুলে এই কমিউনিটির জন্য দোয়া ও সহযোগিতা করবেন। ইনশাআল্লাহ, নতুন ও ইতিবাচক অনেক কার্যক্রম আপনাদের জন্য আমরা উপহার দিতে সক্ষম হবো। ইতোমধ্যে তার কিছু কার্যক্রম আপনারা দেখতে পেয়েছেন।

রাশিয়ার সেনাবাহিনীর হয়ে ইউক্রেনের বিরুদ্ধে যুদ্ধে গিয়েছিলেন কিশোরগঞ্জের তরুণ মো. রিয়াদ রশিদ (২৮)। প্রতিপক্ষের ড্রোন হামলায় নিহত হয়েছেন তিনি। রুশ সেনাবাহিনীতে একই ক্যাম্পের তাঁর এক বন্ধু এ খবর জানিয়েছেন।

রিয়াদ রশিদ জেলার করিমগঞ্জ উপজেলার জাফরাবাদ ইউনিয়নের মাঝিরকোনা গ্রামের বাসিন্দা আবদুর রশিদের ছেলে। তাঁর মৃত্যুর খবরে বাড়িতে শোকের ছায়া নেমে এসেছে।
