Press Release ( September 18, 2025 )

NAPOLCOM: “No Place for Corruption in This Commission”

The National Police Commission (NAPOLCOM) expresses deep concern and disappointment over the recent remark of Senator Raffy Tulfo suggesting that the Commission is “nababayaran.” The Commission emphasized that such a statement is uncalled for and unfairly casts doubt on the integrity of an institution firmly committed to competence, accountability, and integrity.

NAPOLCOM categorically denies any insinuation of corruption or case-fixing within its ranks. On the contrary, the Commission has made significant strides in reforming and streamlining its processes to ensure transparency and accountability in all aspects of its work.

Upon assuming office as Vice Chairperson and Executive Officer (VCEO), Commissioner Rafael Vicente R. Calinisan immediately implemented a zero-case backlog policy, directing that all cases be resolved within 60 days. Even before becoming VCEO, Calinisan personally led an entrapment operation at Camp Crame that resulted in the arrest of a NAPOLCOM employee involved in extortion—clear proof of the Commission’s determination to cleanse its own ranks.

In relation to the case of a Police Colonel raised during the Senate hearing where the remark was made, Commissioner Calinisan has already ordered a motu proprio investigation by the NAPOLCOM Inspection, Monitoring and Investigation Service (IMIS).

“While we respect the vital role of our legislators in ensuring accountability in public service, broad and unsubstantiated accusations do not contribute to good governance. Instead, they erode public trust in an institution tasked with ensuring the discipline, efficiency, and professionalism of the Philippine National Police,” Commissioner Calinisan said.

NAPOLCOM reiterates that it is not—and will never be—for sale. The Commission’s record speaks for itself: it has consistently pursued reforms, modernization, and integrity in the fulfillment of its constitutional mandate.

The Commission remains open to constructive dialogue and welcomes legitimate oversight. However, it stands firm against baseless accusations and reaffirms its unwavering commitment to deliver justice without fear or favor, while protecting the trust and confidence of the Filipino people. # # #
