Paul Ekpo’s Bills to establish Federal Varsities of Agriculture, Health Sciences passes First Reading
…Urges House to intervene over constituent consultancy fee dispute
A Bill seeking the establishment of Federal University of Agriculture, Nsit Ubium, and another seeking to establish the Federal University of Health Sciences, Etinan, all in Akwa Ibom State, have passed First Reading at the House of Representatives, Abuja.
The Bills were sponsored by Obong Paul Ekpo (PDP - Akwa Ibom) representing Etinan/Nsit Ibom and Nsit Ubium Federal Constituency on Tuesday, 2nd July, 2024.
This Bill seeks to establish the Federal University of Health Sciences, Etinan, Akwa Ibom State as a training institution for the development of medical and health sciences, and makes comprehensive provisions for the management and administration of the University while the Federal University of Agriculture, Nsit Ubium, Akwa Ibom State is to offer academic and professional programmes leading to award of diplomas, degrees, postgraduate research and higher degrees in agriculture.
Speaking with newsmen after plenary, Ekpo said the proposed Agriculture University will develop and offer academic and professional programmes leading to the award of diplomas, first degrees, postgraduate research and higher degrees with emphasis on planning, adaptive, technical, maintenance, developmental and productive skills in agriculture, agricultural engineering and allied professional disciplines with the aim of producing socially matured persons with capacity to improve on those disciplines and develop new ones, and to contribute to the scientific transformation of agriculture in Nigeria.
He specifically noted that proposed health university will provide and promote sound basic scientific training as a foundation for the development of medicine and allied disciplines, taking into account indigenous culture, the need to enhance national unity, the need to vastly increase the practical content of student training, and adequate preparation of graduates for self-employment in medicine and allied professions.
Ekpo emphasized that partnerships with local businesses will provide a crucial link between academia and industry, helping to commercialize research and drive economic development.
Furthermore, he suggested that the existing facilities and structures in his constituency can be utilized to ensure a smooth transition and efficient use of resources.
Obong Paul Ekpo also submitted a petition for a constituent who had provided consultancy services to Maritime Academy of Nigeria (MAN Oron) but had yet to be compensated.
The petition, titled "Petition for Payment of Outstanding Consultancy Fee for Construction/Completion of Various Projects at Maritime Academy of Nigeria, Oron (MAN Oron)," highlighted the outstanding debts owed to the constituent for services rendered in 2011. These projects included the Auditorium complex, Library Resource Centre Complex, Male Hostel, Nautical Complex, and the Academy Master plan upgrade, among others.
