The Local Government Unit of Casiguran, under the leadership of Municipal Mayor Roynald S. Soriano, remains committed to strengthening local environmental governance and standardizing field enforcement protocols for municipal laws and ordinances. To achieve this, the LGU, through the Municipal Environment and Natural Resources Office (MENRO), conducted an Information, Education, and Communication (IEC) Campaign and Orientation on Citation Ticket Issuance and Enforcement Procedures yesterday, October 7, 2026, at Kendrea Lodge, Brgy. Calantas, Casiguran, Aurora.

The orientation covered the following key topics:

• Legal Procedures & Standards: Administrative protocols for issuing environmental citation tickets.

• Field Operations & Documentation: Best practices for evidence gathering, handling non-compliant individuals, and maintaining operational records.

• Inter-Agency Coordination: Strategies for seamless joint enforcement operations among MENRO, barangay officials, Barangay Tanods, and the Philippine National Police (PNP).

We express our heartfelt gratitude to our dedicated barangay officials—the Punong Barangays, Kagawads, and Tanods—the members of the Technical Working Group, Hon. Vivian D. Lucas, PTRP, MPA (Chairperson, Committee on Environment), Mrs. Estrella U. Eugenio (Local Revenue Officer II, representing the Municipal Treasury Office), and our resource person from the PNP–Casiguran Municipal Police Station, PCMS Joetito S Mora (Chief Investigator PNCO), for actively participating in and supporting this initiative.

𝐃𝐈𝐏𝐀𝐂𝐔𝐋𝐀𝐎, 𝐀𝐮𝐫𝐨𝐫𝐚 - Pinasalamatan ni Mayor Danilo A. Tolentino ang pagkilala ng Department of Interior and Local Government (DILG) sa pamahalaang lokal na kanyang pinamumunuan, kaugnay sa mas pinaigting na kampanya laban sa iligal na Droga sa nakalipas na 2025 na naging matagumpay sa pamamagitan ng Municipal Anti Drug Abuse Council (MADAC) na binalangkas sa pagtutulungan ng lokal na Pulisya at Local Government Unit (LGU) sa bayang ito.

Personal na tinanggap ni Mayor Tolentino at LGOO VI Hanna Marie A. Dizon ng Dipaculao, Aurora nitong Miyerkules (Sept.30,2026) sa Amco Beach Resort sa bayan ng Baler ang nasabing pagkilala, gayun din ang cheke na nagkakahalaga ng ₱500,000.00 bilang inisyatibo mula sa DILG.

Sinabi ng Alkalde na ang nasabing halaga ng insentibo mula sa DILG ay gagamitin upang lalong mapaigting ng Lokal na Pamahalaan ng Dipaculao ang mga programa at proyekto na may kaugnayan sa mga aktibidad laban sa ipinagbabawal na gamot at iba pang uri ng kriminalidad sa buong kabayanan.

Ang Municipal Anti-Drug Abuse Council (MADAC) ay isang lokal na konseho sa Pilipinas na nangunguna sa pagpaplano, pagpapatupad, at pagsubaybay ng mga programa laban sa ilegal na droga sa antas ng munisipalidad o bayan, na pinamumunuan ng Punong Bayan at binubuo ng mga kinatawan mula sa Philippine National Police (PNP), Municipal Health Office (MHO), Municipal Social Welfare and Development Office (MSWDO), Civil Society Organizations (CSOs) at Faith -Based Organizations.

HUWAG MANIWALA AGAD! ALAMIN ANG BUONG KONTEKSTO!

Ang Municipal Ordinance No. 044, s. 2020 ay naglalayong pangalagaan ang kabuhayan ng mga mangingisda ng Casiguran at ang ating yamang-dagat. Nakasaad dito ang preferential privilege ng registered municipal fisherfolk at mga kondisyon at pagbabawal sa fishing activities.

Ang anumang fishing authorization ay hindi personal na pagpapasya lamang ng MENRO. Kailangang nakabatay ito sa applicable laws, ordinansa, kinakailangang consultation, permits, at supporting documents. Ang mga panukalang nangangailangan ng aksiyon ng Sangguniang Bayan ay dapat iharap dito para sa kaukulang pagtalakay at pagpapasya.

Kaugnay ng Mercidar case, ang anumang hakbang ng LGU ay kailangang nakaayon sa applicable laws at mga kaugnay na kautusan ng hukuman, matapos ang kaukulang legal review at pakikipag-ugnayan sa mga kinauukulang ahensiya.

Sa pagsusuri ng anumang panukala, dapat timbangin ang social, environmental, at economic considerations—karapatan at kabuhayan ng maliliit na mangingisda, proteksiyon sa marine habitats at fish stocks, at pangmatagalang pakinabang sa komunidad.

Nirerespeto ang pangamba at opinyon ng ating mga mangingisda. Makatarungan ding suriin ang buong dokumento, proseso, at aktuwal na mga pangyayari bago magbigay ng konklusyon tungkol sa MENRO at LGU.

Kapakanan ng mangingisda, pangangalaga sa dagat, at pagsunod sa batas ang dapat maging batayan ng anumang desisyon.

📢 OFFICIAL INFORMATION DISSEMINATION
STRICT DISALLOWANCE AND SUPPRESSION OF ILLEGAL GAMBLING ACTIVITIES IN THE MUNICIPALITY OF DILASAG

The Municipality of Dilasag, through the Office of the Municipal Mayor, hereby disseminates Memorandum Circular No. 019, Series of 2026, dated September 29, 2026, regarding the strict disallowance and suppression of illegal gambling activities within the Municipality of Dilasag.
In view of Sangguniang Bayan Resolution No. 91-2026, all Punong Barangays, Barangay Officials, and concerned offices are enjoined to strengthen vigilance, monitoring, reporting, and appropriate action against illegal gambling activities within their respective areas of responsibility.

🔎 ALL PUNONG BARANGAYS AND BARANGAY KAGAWADS ARE DIRECTED TO:

✅ Strictly disallow and actively suppress prohibited illegal gambling activities within their respective barangays;
✅ Exercise heightened vigilance and conduct regular monitoring to identify and prevent illegal gambling activities;
✅ Immediately report and coordinate with the Dilasag Municipal Police Station (MPS) any observed, reported, or suspected illegal gambling activities for proper verification and appropriate law-enforcement action;
✅ Cooperate fully with the Municipal Police Station in lawful monitoring, enforcement, and other necessary actions;
✅ Refrain from tolerating, facilitating, protecting, or participating in any illegal gambling activity, directly or indirectly;
✅ Assist in disseminating information to residents regarding the prohibition of illegal gambling and the corresponding laws;
✅ Maintain proper documentation of reports and incidents involving suspected illegal gambling activities and promptly refer them to the appropriate authorities; and
✅ Undertake all lawful and appropriate measures necessary to prevent and suppress illegal gambling activities in coordination with the Municipal Police Station and other concerned authorities.
The Memorandum Circular reiterates that illegal gambling activities are prohibited under existing laws, including Presidential Decree No. 1602, as amended by Republic Act No. 9287, and calls for the collective cooperation of barangay officials, law-enforcement authorities, and the community.

Isinagawa ang groundbreaking ceremony para sa Multi-Purpose Building ng Paltic Elementary School at para sa tulay na magdudugtong sa Brgy. Caragsacan at Brgy. Poblacion—dalawang proyektong naglalayong magbigay ng mas maayos na pasilidad at mas magandang koneksyon para sa mga komunidad.
