សកម្មភាពឈ្លានពានដោយប្រដាប់អាវុធរបស់យោធាថៃបានបង្កឱ្យមានការខូចខាតយ៉ាងធ្ងន់ធ្ងរ ដោយគិតត្រឹមថ្ងៃទី១៦ ខែធ្នូ ឆ្នាំ២០២៥នេះ ជនស៊ីវិលកម្ពុជាបានបាត់បង់ជីវិតកើនឡើងរហូតដល់ចំនួន ១៧នាក់ (ទារក ១នាក់) និងរងរបួសជនស្លូតត្រង់ចំនួន ៧៧នាក់។

ក្នុងន័យនេះ កម្ពុជាសូមអំពាវនាវឱ្យសហគមន៍អន្តរជាតិថ្កោលទោសយ៉ាងម៉ឺងម៉ាត់ ចំពោះការរំលោភបំពានសេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ និងសកម្មភាពឧក្រិដ្ឋកម្មសង្គ្រាមខុសច្បាប់របស់ថៃម្តងហើយម្តងទៀតនេះ ដោយទាមទារឱ្យថៃទទួលខុសត្រូវទាំងស្រុងចំពោះការរំលោភបំពានដ៏កំរោលនេះ។

កម្ពុជាអំពាវនាវឱ្យថៃបញ្ឈប់រាល់អរិភាពជាបន្ទាន់ ដោយដកកម្លាំងចេញពីដែនអធិបតេយ្យរបស់កម្ពុជា និងចៀសវាងសកម្មភាពឈ្លានពានដែលគំរាមកំហែងដល់សន្តិភាព និងស្ថិរភាពនៅក្នុងតំបន់។ ទន្ទឹមនឹងនេះ កម្ពុជាអំពាវនាវឱ្យភាគីថៃ ងាកមកគោរពកិច្ចព្រមព្រៀមបទឈប់បាញ់ សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាព និងកាតព្វកិច្ចទាំងឡាយនៅក្រោមច្បាប់អន្តរជាតិឱ្យបានម៉ឺងម៉ាត់ ស្មោះត្រង់ និងដោយសុច្ឆន្ទៈពិតប្រាកដ។

The Thai armed aggression has caused serious damage. As of December 16, 2025, the toll includes 17 civilian fatalities (including one infant) and 77 civilian injuries.

In this sense, Cambodia calls on the international community to strongly condemn Thailand's violations of the Joint Declaration and its repeated war crime and unlawful activities, as well as demands that Thailand take full responsibility for such brazen violations.

Cambodia urges that Thailand immediately stop all hostile activities and withdraw its forces from Cambodia's territorial integrity, and avoid acts of aggression that threaten peace and stability in the region. At the same time, we call on the Thai side to firmly honour the Ceasefire Agreement, the Joint Declaration, as well as the obligations under international law with sincerity, in good faith and goodwill.

Summary of the situation along the Cambodia-Thailand border regarding the case of the Thai military forces starting to expand their scope of attack and opening fire on Cambodia, in the 3rd Military Region, from 02:00 AM to 08:00 AM on December 13, 2025.

- At 02:00 AM, the Thai Navy launched shelling from a naval vessel, firing 20 artillery shells into the area of Koh Kong Province. Two shells hit the intersection at the entrance to Koh Yor Beach, One shell struck the southern beach near Bak Klong Pagoda, two shells struck hotel buildings, and the remaining shells fell into the sea.
- After 02:00 AM, the situation remained calm until 08:00 AM this morning.

It has been 137 days since 18 Cambodian soldiers were captured under the captivity of the Thai military.

Cambodia urgently calls on the Thai side to strictly, honestly, and in good faith uphold the Joint Declaration on the Peace Agreement between Cambodia and Thailand, particularly paragraph 5, which clearly states that
“The Thai side must promptly release the 18 Cambodian soldiers” Cambodia also urges Thailand to respect and fulfill all obligations under international law, especially international humanitarian law, by releasing the Cambodian soldiers as soon as possible so that they may be safely reunited with their families.

It must also be underscored that the Royal Government of Cambodia has been and will continue to make relentless efforts, utilizing all available mechanisms for the Thai military to release and repatriate our 18 soldiers as promptly and safely as possible.

The Royal Government, the Ministry of National Defence, and the Royal Cambodian Armed Forces will never abandon any of our troops under any circumstances.

The Ministry of National Defence of the Kingdom of Cambodia would like to inform the public, as well as national and international journalists that, on 8 December, 2025 the Ministry noted that the official page of the Thai 1st Army Area was actively spreading false information that clearly contradicted the truth by publishing claims that “Cambodia has moved heavy and destructive weapons and equipments along the Cambodian–Thailand border.” This misinformation was subsequently quoted and republished by some Thai media outlets with the intention of misleading national and international public opinion and using it as a pretext to re-escalate military tensions with Cambodia.

The Ministry of National Defence of the Kingdom of Cambodia would like to deny this claim and clarify the facts as follows:
1. The statement published by the official page of the Thai 1st Army Area, as well as by several Thai media outlets, alleging that Cambodia has moved heavy and destructive weapons and equipments along the Cambodia-Thailand border, is false information.
2. Cambodian forces have not undertaken any action that violates the ceasefire agreement or the Joint Declaration on Peace between Cambodia and Thailand, contrary to what has been reported by Thai social media and media outlets.

The Ministry of National Defence of the Kingdom of Cambodia reaffirms its strong commitment to fully respect and implement the ceasefire agreement and the Joint Declaration on Peace between Cambodia and Thailand. The Ministry will continue to work closely at all levels to promote practical cooperation, strengthen peace and stability between the two countries, and return to normalcy as soon as possible.

Her Excellency Lieutenant General Maly Socheata, Spokeswoman for the Ministry of National Defence of the Kingdom of Cambodia

The Ministry of National Defence of the Kingdom of Cambodia would like to inform the public, as well as national and international journalists that, on 8 December, 2025 the Ministry noted that the official page of the Thai 2nd Army Area was actively spreading false information that clearly contradicted the truth by publishing claims that “Cambodia has moved heavy and destructive weapons and equipments along the Cambodian–Thailand border.” This misinformation was subsequently quoted and republished by some Thai media outlets with the intention of misleading national and international public opinion and using it as a pretext to re-escalate military tensions with Cambodia.

The Ministry of National Defence of the Kingdom of Cambodia would like to deny this claim and clarify the facts as follows:
1. The statement published by the official page of the Thai 2nd Army Area, as well as by several Thai media outlets, alleging that Cambodia has moved heavy and destructive weapons and equipments along the Cambodia-Thailand border, is false information.
2. Cambodian forces have not undertaken any action that violates the ceasefire agreement or the Joint Declaration on Peace between Cambodia and Thailand, contrary to what has been reported by Thai social media and media outlets.

The Ministry of National Defence of the Kingdom of Cambodia reaffirms its strong commitment to fully respect and implement the ceasefire agreement and the Joint Declaration on Peace between Cambodia and Thailand. The Ministry will continue to work closely at all levels to promote practical cooperation, strengthen peace and stability between the two countries, and return to normalcy as soon as possible.
