Despite Cook Islands economic success, the nation remains vulnerable to a range of external shocks, heavily relying on tourism and dependent on imported goods.
Ministry of Finance and Economic Management (MFEM) senior economist Joanna Smith explains this following the recent release of the 2025 Lowy Institute Pacific Aid Map that analyses trends and changes in official development finance to the Pacific Islands region, including the Cook Islands, from 2008 to 2023.
Smith said the 2025 Pacific Aid Map report draws attention to the tensions, “between our economic success and our inherent and ongoing vulnerabilities.”
She explains that in 2020, the OECD reclassified the Cook Islands as a high-income country.
“This meant we became ineligible for new official development assistance (ODA) grants, which are one important form of development partner support.
“But despite our economic success, our nation remains vulnerable to a range of external shocks.
“As the Lowy Report points out, our economy relies heavily on tourism, and we remain highly exposed to climatic shocks. Our very small size means we are dependent on imported goods."

The Bankers Association of the Cook Islands (BACI) has warned that the Cryptocurrency (Ransomware Suppression) Bill 2025, if enacted, could have severe ramifications for the banking and finance sector.
BACI has strongly urged the Government to pause and engage in structured public consultation with key stakeholders including banks, the Chamber of Commerce, financial regulators, and the private sector before progressing any legislative steps to ensure ransomware suppression measures do not compromise financial connectivity, international compliance, or economic stability.

The diplomatic fallout between New Zealand and the Cook Islands is a real chance for NZ Prime Minister Christopher Luxon to show leadership and mend relations, says Cook Islander Teanau Tuiono.
Tuiono, NZ Green Party MP, told Cook Islands News that like many Cook Islanders, “I have concerns about this deal with China and as a Green MP committed to environmental protection; I oppose deep-sea mining no matter who does it.
“However, this is a real chance for Prime Minister Luxon to show leadership. Instead, even after meeting Prime Minister (Cook Islands Mark) Brown, he’s simply passed the buck to his Foreign Minister.”
Tuiono’s comments follow recent written responses to his queries from the New Zealand government published on the New Zealand Parliament website in November.

After a six-year break, the 2025 Rakei Manava competition made a successful return in October, drawing crowds to Te Are Karioi Nui for a stunning showcase of Cook Islands creative talent.
Designers competed in four categories — the White Muumuu, Nature-inspired sections for male and female, and an open innovation category — presenting works that blended tradition, innovation, and cultural storytelling.
Building on that momentum, Tauranga Vananga (Ministry of Cultural Development) opens the Rakei Exhibition – Traditional Costume & Adornment, today 5pm, at the National Museum, running from December 3–19.

Leader of the Opposition Tina Browne says revelations that more than 100 foreign oil tankers implicated in the illicit transport of Russian and Iranian crude have sailed under the Cook Islands flag represent a serious failure of national responsibility — and require immediate government action.
“These revelations have contributed to the deterioration of relations between the Cook Islands and New Zealand and have placed our country's international reputation at risk,” Browne said.
According to Browne, the government holds full responsibility not Maritime Cook Islands, a private agency operating the shipping registry.
Browne said it was critical for the public to understand that the Cook Islands Government cannot shift accountability for the vessels.

The 2025 BSP Netball in Paradise tournament kicked off to a strong start over the weekend, with more than 300 players launching straight into competition following the opening ceremony at the Multi-Sports Arena.
Netball Cook Islands president Ngere Puia-Fraser said the opening days ran smoothly, noting that the only challenge—as expected—was managing manpower behind the scenes.
“The teams were quite competitive across all the divisions, so it was great to see that competitiveness, even in the social event,” she said. “It is a social event, a fundraiser, but we find that each tournament that comes around, it's quite serious. So, that's great.”
All matches are being played at the National Sports Arena, with free entry for both participants and spectators.
Tournament play continues today and runs through Wednesday and Thursday, when the finals will be held. Prizegiving takes place on Friday at the Islander Hotel.
