Territorial Administration Minister, Paul Atanga Nji threatens Issa Tchiroma Bakary
*PRESS RELEASE FROM THE MINISTER OF TERRITORIAL ADMINISTRATION*
The Minister of Territorial Administration, acting as the Government’s representative in the electoral process, informs the national and international public opinion of acts of extreme gravity committed by Mr. Issa Tchiroma Bakary, candidate in the presidential election of October 12, 2025.
On Monday, October 13, 2025, candidate Issa Tchiroma Bakary, in violation of all legal provisions governing the electoral process, broadcast a message from his residence in which he self-proclaimed himself winner of the presidential election.
The Minister of Territorial Administration denounces and condemns in the strongest possible terms this imposture and the irresponsible behavior of this desperate candidate, who was unable to have representatives in even half of the polling stations across the national territory.
In his conspiratorial and anti-republican conduct, candidate Issa Tchiroma Bakary seeks to disrupt the ongoing electoral process, which is proceeding normally. This dishonest candidate intended to carry out a diabolical plan carefully orchestrated with local and foreign secret networks aiming to plunge Cameroon into chaos and bloodshed.
It is worth recalling that, on Friday, October 10, 2025, based on information gathered from reliable administrative and security sources, the Minister of Territorial Administration had already informed the national and international public that this same candidate was planning to prematurely proclaim himself winner of the election, which was confirmed by his recent statements, leading to the closure of several illegal networks.
The Minister had also made it clear that this candidate, in complicity with local and foreign secret offices, had set up a network of platforms designed to collect and announce election results, in blatant disregard of the legally competent institutions.
The Minister of Territorial Administration wishes to reassure the national and international community that the ongoing electoral process will be completed in accordance with legal provisions and without the slightest disturbance.

COMPOSITION AND ROLE OF THE NATIONAL COMMISSION FOR THE GENERAL TALLY OF VOTES
The composition of the National Commission for the General Tally of Votes will be immediately confirmed by the Electoral Council of ELECAM, in accordance with the laws in force, and the commission will immediately begin its work. Upon completion, the Commission will submit its report to the Constitutional Council, which alone is authorized to determine and proclaim the official results of the presidential election of October 12, 2025.
Public order will be maintained and reinforced nationwide so that the electoral process proceeds peacefully to its conclusion.
The irresponsible and arrogant attitude of candidate Issa Tchiroma Bakary will be dealt with promptly, with firmness and rigor. This deceitful candidate should remember that before him, some candidates behaved similarly during the 1992 and 2018 elections without achieving their objectives. His attempt to sow disorder in our beautiful country is doomed to total failure.
As a former member of the Government, candidate Issa Tchiroma must recall the emblematic declaration of the Head of State, H.E. Paul Biya, who once said:
> “One must not play with Cameroon.”
It is also important to highlight that the Ministry of Territorial Administration accredited 5,575 (five thousand five hundred seventy-five) national and international observers deployed across the ten regions on election day. According to these observers, the presidential election proceeded calmly and in strict order throughout the national territory. Some did report isolated irregularities, but they were not significant enough to call into question the sincerity and credibility of the October 12, 2025 election.
The Minister of Territorial Administration reassures national and international opinion of the Government’s determination to maintain public order and ensure the protection of people and property, in accordance with the High Directives of H.E. Paul Biya, President of the Republic and Head of State.
In all circumstances, the law shall prevail.
Only the Constitutional Council is empowered to determine and proclaim the results of the October 12, 2025 presidential election (Article 137 of the Electoral Code).
