Σε μια εποχή όπου οι τέχνες, η ελευθερία τους και η χρηματοδότησή τους μοιάζουν να πατούν σε κινούμενη άμμο, εμείς, οι επαγγελματίες του κινηματογράφου και της τηλεόρασης από όλες τις ειδικότητες – παραγωγοί, σκηνοθέτες, ηθοποιοί, καλλιτεχνικοί συντελεστές, τεχνικοί, διανομείς, αιθουσάρχες, καθώς και κάθε είδους εταιρείες που δραστηριοποιούνται στον οπτικοακουστικό τομέα – εκπέμπουμε σήμα κινδύνου για τους χειρισμούς και τα αποτελέσματα του Υπουργείου Πολιτισμού και της διοίκησης του ΕΚΚΟΜΕΔ (Ελληνικού Κέντρου Κινηματογράφου Οπτικοακουστικών Μέσων και Δημιουργίας) τον τελευταίο χρόνο, και δηλώνουμε ότι η εμπιστοσύνη μας στις ενέργειές τους έχει κλονιστεί πλήρως, με αποκλειστική τους ευθύνη.

ΤΙ ΣΥΜΒΑΙΝΕΙ:

· όσον αφορά το cash rebate (αυτόματο σύστημα χρηματοδότησης χωρίς ποιοτικά κριτήρια που αφορά το σύνολο του οπτικοακουστικού τομέα) εδώ και 4 μήνες ο οργανισμός βρίσκεται σε καθεστώς στάσης πληρωμών, ενώ το πρόβλημα της αφερεγγυότητάς του με τα τεράστια ποσά που οφείλει σε Έλληνες και ξένους παραγωγούς, οι οποίοι με τη σειρά τους οφείλουν σε ελληνικά και αλλοδαπά χρηματοπιστωτικά ιδρύματα, αποτελεί πλέον αντικείμενο συζήτησης διεθνώς, εκθέτοντας ανεπανόρθωτα τη χώρα και τους επαγγελματίες της (Βλ. Στοιχεία στο Παράρτημα Ι στα stories)

· η νέα διαδικασία χρηματοδότησης του cash rebate για τις ελληνικές ταινίες και τις διεθνείς συμπαραγωγές μέσω του ΕΣΠΑ καθιστά τη χρήση του επενδυτικού κινήτρου εξαιρετικά δύσκολη (Βλ. Στοιχεία στο Παράρτημα ΙΙ στα stories)

· η χρηματοδότηση των επιλεκτικών προγραμμάτων (που αφορούν αποκλειστικά το Ελληνικό Σινεμά και τις συμπαραγωγές και με ποιοτικά κριτήρια) στη χώρα μας με βάση το ανακοινωμένο ποσό των 6.500.000€ για το 2025, εξακολουθεί να παραμένει περήφανα στην τελευταία θέση της Ευρώπης με βάση το Ακαθάριστο Εγχώριο Προϊόν (ΑΕΠ) της, και η κατά κεφαλήν δαπάνη να ανέρχεται μόλις σε 0,63€ ανά κάτοικο (Βλ. Στοιχεία στο Παράρτημα ΙΙΙ στα stories)

· το πολυδιαφημισμένο πρόγραμμα εξωστρέφειας δυστυχώς δεν αφορά στην εξωστρέφεια των ταινιών και των επαγγελματιών του τομέα, αλλά κυρίως στην ενίσχυση δράσεων, πολλές από τις οποίες είναι αμφίβολης ποιότητας, και στην εξωστρέφεια του ίδιου του οργανισμού. Συγκεκριμένα, από τα 1.700.000€ που έχουν ανακοινωθεί, μόνο οι 100.000€ προορίζονται για την διανομή των ελληνικών ταινιών, και μόνο οι 150.000€ για την παρουσία τους στο εξωτερικό·

· ο οργανισμός έχει στελεχωθεί με πρόσωπα χωρίς καμία εμπειρία στον οπτικοακουστικό τομέα, κάτι που έχει οδηγήσει στην πλήρη αποδιοργάνωσή του. Επικρατεί διαρκής αβεβαιότητα ως προς τις διαδικασίες, η γραφειοκρατία αυξάνεται αντί να μειώνεται, λαμβάνονται αποφάσεις με χαρακτηριστική προχειρότητα, και δίνονται υποσχέσεις που δεν υλοποιούνται. Η λειτουργία της Γενικής Διεύθυνσης Κινηματογράφου, που διαχειρίζεται τα επιλεκτικά προγράμματα (πρώην Ε.Κ.Κ.), έχει υποβαθμιστεί. Διαπιστώνονται και εδώ καθυστερήσεις ως προς τις οικονομικές και νομικές υποχρεώσεις του φορέα και υποβάθμιση των έμπειρων στελεχών.

Και ενώ έχει πλέον αποδειχθεί ότι τα χρήματα που επενδύονται στις οπτικοακουστικές παραγωγές επιστρέφονται στο ελληνικό δημόσιο με άμεσους και έμμεσους τρόπους και φόρους, το αποτέλεσμα όλων των παραπάνω είναι ότι το ΕΚΚΟΜΕΔ στην παρούσα συγκυρία αδυνατεί να επιτελέσει τους ρόλους του: τη στήριξη του ελληνικού σινεμά, την προσέλκυση ξένων επενδύσεων, την διατήρηση θέσεων εργασίας, τη χάραξη στρατηγικής, την προβολή της χώρας μας διεθνώς και την διατήρηση της κινηματογραφικής πολιτιστικής κληρονομιάς. Με αυτόν τον τρόπο, ο πολιτισμός πλήττεται από την Πολιτεία στο σύνολο του εύρους του και της σημασίας του – καλλιτεχνικής, εκπαιδευτικής, οικονομικής, εργασιακής. Ήδη όλο και λιγότερες ξένες παραγωγές έρχονται στη χώρα, όλο και λιγότερες ελληνικές ταινίες φτάνουν στο στάδιο της παραγωγής, με αποτέλεσμα όλο και περισσότερες θέσεις εργασίας και αναπτυξιακές ευκαιρίες να χάνονται.

ΤΙ ΖΗΤΑΜΕ:

Α) Σχετικά με το cash rebate:

· Αποπληρωμή όλων των αιτημάτων ελέγχου που έχουν υποβληθεί μέχρι σήμερα.

· Έκδοση αποφάσεων όλων των αιτημάτων υπαγωγής που έχουν υποβληθεί μέχρι σήμερα.

· Επίλυση των εξαιρετικά σοβαρών προβλημάτων που έχουν προκύψει από τη χρηματοδότηση του cash rebate από το ΕΣΠΑ, ενός χρηματοδοτικού εργαλείου μη ευέλικτου σε κρίσιμα σημεία, άρα και ακατάλληλου για την παραγωγή οπτικοακουστικών έργων

Β) Σχετικά με τα επιλεκτικά προγράμματα και τη διανομή:

· Αύξηση της χρηματοδότησης των επιλεκτικών προγραμμάτων στο ετήσιο συνολικό ποσό των 15.000.000€, ποσό για το οποίο η νυν διοίκηση του ΕΚΚΟΜΕΔ, είχε δεσμευτεί από τον Νοέμβριο του 2023, παρουσία της τότε πολιτικής ηγεσίας του Υπουργείου Πολιτισμού, και αντίστοιχα αύξηση της ενίσχυσης της διανομής στα 500.000€.

Γ) Σχετικά με τη διάρθρωση του οργανισμού:

· Στελέχωση του Δ.Σ. και κρίσιμων διοικητικών θέσεων στον υπόλοιπο οργανισμό και με καταξιωμένους επαγγελματίες του οπτικοακουστικού

τομέα, κάτι που επιτρέπει ο ιδρυτικός του Νόμος ανεξάρτητα από την κατοχή πανεπιστημιακών τίτλων.

· Αναβάθμιση και αυτόνομη λειτουργία της Γενικής Διεύθυνσης Κινηματογράφου, με αρμοδιότητες που θα της εκχωρηθούν.

Ζητούμε μετ’ επιτάσεως από τον Πρωθυπουργό, την Κυβέρνηση, την ηγεσία του Υπουργείου Πολιτισμού και τη διοίκηση του ΕΚΚΟΜΕΔ να προχωρήσουν, έως τις 15 Σεπτεμβρίου, στις αναγκαίες ενέργειες για την εύρυθμη και αποτελεσματική λειτουργία του οργανισμού.

Η έλλειψη μέριμνας, οι παλινωδίες και τα εσφαλμένα πλαίσια για τον οπτικοακουστικό τομέα εκθέτουν και απομονώνουν τη χώρα, και συνιστούν βαρβαρότητα απέναντι στο ύψιστο αγαθό των τεχνών, του πνεύματος και του σύγχρονου πολιτισμού, για το σήμερα και τις επόμενες γενιές.

Αν έως τις 15 Σεπτεμβρίου – ημερομηνία κατά την οποία ο οργανισμός συμπληρώνει επισήμως ένα έτος λειτουργίας – δεν ικανοποιηθούν τα παραπάνω αιτήματα, εμείς οι επαγγελματίες του οπτικοακουστικού τομέα ενωμένοι, διατηρούμε ανοιχτά όλα τα ενδεχόμενα αντίδρασης.
