On May 15, 2025, the Embassy of the Federal Republic of Germany issued an official note of protest to the Ministry of Foreign Affairs of Ukraine. The protest was prompted by serious procedural violations in the case of our editor-in-chief, Sergej Engelmann—a German citizen—who has been held in a Ukrainian pre-trial detention facility for over eight months without a valid legal basis.

In its note, the German side explicitly condemns the severe deficiencies in the translation of legally relevant documents and urgently reminds the Ukrainian authorities of their obligations under international law to uphold the Council of Europe’s minimum standards for qualified interpretation and translation services in the field of human rights.

Of particular concern is the fact that the German journalist was arrested just four days after publishing a critical analysis titled “Who Ordered the Smear Campaign Against Oleg Maltsev?”—an article in which he investigated and exposed the fabricated criminal case against Ukrainian scholar Dr. Oleg Maltsev.

The fact that Mr. Engelmann remains in detention despite a clearly established alibi and numerous documented procedural violations by the prosecution constitutes a diplomatically sensitive incident and signals the emergence of an international scandal.

We express our sincere gratitude to the Embassy of the Federal Republic of Germany for its clear stance and steadfast support.

We call on all those who believe in the independence of journalism, the inviolability of human rights, and the principles of the rule of law to share and amplify this message.

Am 15. Mai 2025 richtete die Botschaft der Bundesrepublik Deutschland eine offizielle Protestnote an das Außenministerium der Ukraine. Anlass hierfür waren schwerwiegende Verfahrensverstöße im Fall unseres Chefredakteurs Sergej Engelmann, deutscher Staatsbürger, der seit über acht Monaten ohne tragfähige rechtliche Grundlage in einem ukrainischen Untersuchungshaftzentrum festgehalten wird.

In der Protestnote verurteilt die deutsche Seite insbesondere die gravierenden Mängel bei der Übersetzung rechtsrelevanter Dokumente und erinnert die ukrainischen Behörden eindringlich an ihre völkerrechtliche Verpflichtung, die Mindeststandards des Europarats hinsichtlich qualifizierter Dolmetscher- und Übersetzungsdienste im Bereich der Menschenrechte einzuhalten.

Besonders besorgniserregend ist die Tatsache, dass der deutsche Journalist lediglich vier Tage nach der Veröffentlichung seiner kritischen Analyse mit dem Titel „Wer hat die Verleumdungskampagne gegen Oleg Maltsev in Auftrag gegeben?“ verhaftet wurde – ein Beitrag, in dem er das konstruierte Strafverfahren gegen den ukrainischen Wissenschaftler Oleg Maltsev journalistisch aufarbeitete.

Dass er trotz eines eindeutig belegten Alibis und zahlreicher dokumentierter Verfahrensverstöße seitens der Staatsanwaltschaft weiterhin in Haft gehalten wird, stellt einen diplomatisch hochbrisanten Vorgang dar und lässt einen internationalen Skandal erkennen.

‼️ RU: Адвокат нашего редактора Александр Бабиков: «Больше всего озадачило обвинение… в котором совершенно не указано, что именно он сделал не так»

▪️ В самом обвинительном заключении, по словам Бабикова, не указаны ни преступление, ни жертва, ни нарушенный закон. Энгельмана обвиняют в том, что он участвовал в видеоконференции, на которой обсуждались стратегии выживания гражданского населения в случае российской оккупации Одессы. Такая встреча, утверждает защита, была нормальным и рациональным действием в условиях военного времени, а не сговором с целью создания незаконной вооруженной группы.

▪️ «Мы не исключаем, что действия прокурора, который при очевидных обстоятельствах невиновности Сергея Энгельманна упорствует в желании продолжить его содержание под стражей, может быть вызвано тем, что он находится под давлением оперативных подразделений СБУ, поскольку незадолго до этих событий один из общественных активистов города Одессы изобличил его наряду с другими прокурорами Одесской областной прокуратуры в незаконном получении инвалидности 2 группы, которая позволяла получать социальные выплаты и избежать мобилизации. И хотя историю «замяли», мы не исключаем, что этот факт мог быть использован для того, чтобы государственный обвинитель был более сговорчивым и выполнял указания «сверху» не задумываясь о последствиях.

‼️ Our editor’s lawyer Alexandr Babikov: “The most puzzling thing was the accusation… which did not specify at all what exactly he had done wrong.”

▪️ The indictment itself, according to Babikov, fails to identify a crime, a victim, or a violated statute. Engelmann is accused of having participated in a videoconference where strategies for civilian survival in the event of a Russian occupation of Odessa were discussed. Such a meeting, the defense argues, was a normal and rational act under wartime conditions—not a conspiracy to form an illegal armed group.

▪️ The accusation, labeled a minor offense under Ukrainian law, should not warrant pre-trial detention. Yet Engelmann remains imprisoned. Why? Babikov suggests an answer: “We do not exclude that the prosecutor is being pressured by Ukraine’s security services.” The lawyer refers to an earlier scandal involving the same prosecutor—allegedly exposed by a local activist for fraudulently obtaining disability status to dodge military service. Though buried quietly, the scandal may now serve as leverage to extract obedience from the prosecution team.

"The case of Sergej Engelmann in my opinion is a vivid example of disregard for human rights and international acts in this area by law enforcement agencies.

It is an obvious fact: despite the fact that Sergei is a citizen of Germany, lived for a long time in Kazakhstan, then in Germany and does not speak Ukrainian, all procedural documents were served to him in Ukrainian, and the defense's demand to translate and engage an interpreter caused genuine indignation and indignation. We had to literally “flood the court,” the prosecutor's office, international organizations for the protection of human rights and journalists' rights with complaints in order to force to hand him the indictment in German translation. But even this seemingly simple and formal action, directly guaranteed by Article 6 of the European Convention and the Criminal Procedure Code of Ukraine, could not be performed in compliance with the law and on time."

Yesterday, at precisely 15:53 (UTC+3), the website of our magazine fell victim to a malicious hacking attack. Unauthorized individuals replaced the original press release about the arrest of our editor, Sergej Engelmann , with a defamatory publication about the scientist, Dr. Maltsev Oleg, which contained anti-Ukrainian propaganda
At present, we know not who is responsible for this nefarious act. However, all digital traces of the unauthorized access have been meticulously preserved and submitted to the appropriate German law enforcement authorities, who will undertake a thorough investigation into the incident.

Gestern, um 15:53 Uhr (UTC+3), fiel die Website unseres Magazins einem Hackerangriff zum Opfer. Unbefugte ersetzten die ursprüngliche Pressemitteilung über die Verhaftung unseres Herausgebers Sergej Engelmann durch eine diffamierende Veröffentlichung über den Wissenschaftler Dr. Maltsev Oleg , welche antiukrainische Propaganda enthielt.
Derzeit ist uns nicht bekannt, wer für diesen Angriff verantwortlich ist. Sämtliche digitalen Spuren des unerlaubten Zugriffs wurden jedoch sorgfältig gesichert und den zuständigen deutschen Strafverfolgungsbehörden zur gründlichen Untersuchung des Vorfalls übergeben.

Am 14. Oktober 2024 wurde unser Redakteur Sergej Engelmann auf dem Weg zu seiner Familie nach Köln an der ukrainischen Grenze festgenommen. Derzeit befindet sich Sergej in einer Untersuchungshaftanstalt. Wir haben das Deutsche Konsulat in der Ukraine und den Verband Deutscher Journalisten benachrichtigt und arbeiten eng mit ihnen zusammen, um dieses Problem zu lösen. Sergej Engelmann ist ein engagierter Journalist, der sich derzeit in einer sehr schwierigen Situation befindet....
