Policy and Guidelines for Jatiya Nagorik Committee (JNC)

Introduction
The formation of the Jatiya Nagorik Committee (JNC) is a historic step toward rebuilding our country after decades of corruption, mismanagement, and betrayal by the old political parties. The people of Bangladesh have suffered under the regimes of Awami League and BNP, where corruption, money laundering, terrorism, and dishonesty have become deeply rooted in every sector of the government.
With the establishment of an interim government led by International Intellectual Prof. Dr. Muhammad Yunus, we are now in a critical transition period. This government aims to eliminate corruption, reform institutions, and establish transparency in governance. However, the old political forces are actively trying to obstruct this transformation and return to power.
In response, we, the young generation, the educated, meritorious, and honest citizens of this country, must take a bold step forward to form a new, corruption-free political party under the banner of Jatiya Nagorik Committee (JNC).

Core Objectives of Jatiya Nagorik Committee (JNC)
1. Eradicate Corruption – Zero tolerance for corruption in all government sectors.
2. Ensure Transparency – Government officials must work for the people, not for personal benefit.
3. Establish Rule of Law – No political favoritism in law enforcement. Justice for all.
4. Strengthen Local Governance – Empowering Thana and Upazila committees to monitor public service.
5. Economic Development – Encouraging fair business practices, investment, and financial integrity.
6. Improve Healthcare and Education – Ensuring free and quality healthcare and education for all.
7. Protect Farmers and Workers – Providing government support for agriculture and fisheries.
8. Increase Public Participation – Engaging ordinary citizens in governance and decision-making.

Formation of Local Committees (Thana & Upazila Level)
To effectively establish JNC at the grassroots level, we will form local representative committees at the Thana and Upazila levels.
Roles and Responsibilities of Thana/Upazila Committees:
1. Administrative Oversight
o Monitor the Upazila Nirbahi Officer (UNO/TNO) to ensure they serve the people efficiently.
o Prevent unnecessary bureaucratic delays in public service.
2. Land & Property Management
o Ensure fair distribution of land services at the AC Land Office.
o Prevent land grabbing and political influence over land disputes.
3. Law and Order
o Ensure police stations do not misuse power, harass innocent people, or take bribes.
o Police must take action against criminals without political bias.
4. Port and Revenue Management (For Coastal/River Areas like Bhola)
o Prevent illegal port charges and corruption in port management.
o Ensure fair leasing practices for local traders and business owners.
5. Agriculture & Fisheries
o The Upazila Agriculture Office must provide proper assistance and resources to farmers.
o The Fisheries Department must ensure fair distribution of government facilities to fishermen.
6. Healthcare System
o Upazila Health Complex and Hospitals must provide honest service to patients.
o No doctors should charge extra fees during office hours.
o Ensure nurses and medical staff maintain discipline and humane behavior.
o Take strict action against corruption in medicine distribution and hospital services.
7. Education System Improvement
o Ensure schools, colleges, and universities provide quality education.
o Prevent corruption in teacher recruitment and ensure fairness in education policy.
8. Social Welfare and Public Services
o Monitor the Social Welfare Department, Public Health Engineering, and LGED to ensure they work for the people.
o Prevent misuse of government funds meant for public development.
9. Judicial Transparency
o Ensure the judge courts function with fairness and do not favor the rich and powerful.
10. Family Planning & Infrastructure Development
• The Family Planning Department must ensure proper public awareness programs.
• Water Development Board & Election Commission must work transparently and fairly.

Strategy for Implementation
Step 1: Formation of Local Committees
• Each Thana/Upazila must have a structured committee with responsible individuals assigned to different government sectors.
• Committee members must be dedicated, corruption-free, and service-oriented.
• Bhola District must complete its committee formation at today’s meeting.
Step 2: Regular Monitoring and Reporting
• The local committees will regularly inspect and report corruption in all government offices.
• Reports will be sent to the Central Committee for immediate action.
• Public complaints will be collected, verified, and addressed.
Step 3: Engaging Civil Society
• General people must be encouraged to report corruption and inefficiency in their local areas.
• Civil society organizations, NGOs, and youth groups will be involved.
Step 4: Public Awareness and Mobilization
• Organizing public meetings, seminars, and workshops to educate people about their rights.
• Using social media, community radio, and printed materials to spread awareness.
Step 5: Establishing Legal Support Teams
• A legal advisory team will be formed to protect innocent people from false cases.
• Take legal actions against corrupt officials and ensure justice.

Action Plan for Today’s Meeting
1. Finalize Bhola District’s Representative Committee.
2. Set up monitoring teams for each government sector in Bhola.
3. Create a reporting system for corruption cases.
4. Discuss plans for public awareness campaigns.
5. Plan for upcoming district-level meetings in other pending areas.
