♦️ الكلمة التي ألقاها وزير الدولة، وزير الشؤون الخارجية والجالية الوطنية بالخارج والشؤون الإفريقية، السيد أحمد عطاف، خلال مشاركته اليوم بنيويورك، في أشغال الدورة السابعة لقمة لجنة العشرة للاتحاد الإفريقي المعنية بإصلاح مجلس الأمن (C-10).
أصحاب الفخامة رؤساء الدول والحكومات،
أصحاب المعالي والسعادة،
السيدات والسادة الأفاضل،
ونحن نُحيي الذكرى العشرين لـ توافق إيزولويني، نقف معًا لاستعراض حصيلة عقدين من الجهود الدؤوبة التي بذلتها إفريقيا لتصحيح ظلم تاريخي طال أمده، وعلى ضوء ذلك نتطلع إلى المستقبل بعزيمة متجددة ورؤية أكثر وضوحا.
وبالعودة إلى مسيرتنا الجماعية، تعتقد الجزائر أن عملنا قد أثمر ثلاث نجاحات رئيسية:
أولاً: إفريقيا نجحت في توسيع قاعدة الدعم لموقفها المشترك. فقد أضحى هذا الموقف يحظى اليوم بتأييد متزايد من الدول الأعضاء في الأمم المتحدة ومن مجموعات الاهتمام المختلفة، وهو ما نعتبره اعترافًا بشرعية ومشروعية المطالب الإفريقية مثلما وردت في توافق إيزولويني.
ثانيًا: إفريقيا نجحت في تكريس فهم عالمي خاص بالطابع الفريد والمتميز لقضيتها، وذلك، من جهة، لأنّ موقفنا يجسد الإرادة الجماعية لـ 55 دولة عضو في الاتحاد الإفريقي، ومن جهة أخرى، لأنه يستهدف بالأساس تصحيح الظلم التاريخي الذي وقع على قارتنا.
ثالثًا: وربما أنّه النجاح الأكثر أهمية وحسماً، أنّ إفريقيا أثبتت للعالم أنها مستعدة للإسهام بالقسط المنوط بها في منظومة الأمن الجماعي بكل التزام وحزم وتفانٍ. فمن خلال آلية الأعضاء الأفارقة الثلاث في مجلس الأمن (A3)، أظهرت إفريقيا بأنها لا تحمل أي طموحات غير الإسهام الصادق من أجل تمكين مجلس الأمن من الاضطلاع بمسؤولياته الكاملة في حفظ السلم والأمن الدوليين.
ومع أهمية هذه النجاحات، تبقى مسيرتنا نحو الوفاء بالولاية الموكلة لنا في إطار لجنة العشرة طويلة وشائكة. فمنظومة الأمن الجماعي تشهد أزمة متفاقمة، وأداتها الرئيسية المتمثلة في مجلس الأمن تعيش حالة شلل شبه تام. وهو الوضع الذي أصبحت تتعالى المخاوف بشأنه أكثر فأكثر، كما ازدادت النداءات بخصوص هذا المأزق بُغية تجاوزه ومنع تفاقمه وانفلاته عن السيطرة.
وإزاء هذا الوضع، فإن التزاماتنا ينبغي أن تتخذ مسارين اثنين:
فعلى الصعيد الداخلي: يتعيّن علينا الحفاظ على الوحدة التي مثلت على الدوام أعظم نقاط قوتنا وأغلى مكتسباتنا. وهي الوحدة التي لمسنا جميعًا ثمارها مع انضمام الاتحاد الإفريقي كعضو كامل إلى مجموعة العشرين. ومن ثم ينبغي أن نولي العناية القصوى لضرورة ترتيب بيتنا الداخلي من خلال تجيد التزام جميع الدول الإفريقية وتفاعلها تحت مظلة الموقف الإفريقي المشترك.
وعلى الصعيد الخارجي: يتعيّن على لجنتنا أن تبقى مُنخرطة بالكامل في مسار المفاوضات الحكومية الدولية (IGN). كما ينبغي أن يشمل مسارنا انخراطا وتواصلا مع جميع الشركاء، استثمارا لما تحقق حتى اليوم، ووصولاً إلى الهدف الأسمى المُتمثل في حشد أوسع قدر من التفهّم والدعم لتطلعات إفريقيا المشروعة وأهدافها العادلة.
إنّ واجبنا يُحتم علينا أن نظل أوفياء لموقفنا المشترك، لأنه موقف سليم، وموقف عادل، وموقف يستجيب بصورة كاملة لانشغالاتنا ومصالحنا الجماعية. كما نرى بأنّ هذا هو السبيل الوحيد والأوحد لضمان أن يكون لصوتنا الجماعي وزن مؤثر، بما يعزز نظامًا متعدد الأطراف أكثر متانة وفعالية، يقوم على القواعد والمبادئ والمثل العليا التي نص عليها ميثاق الأمم المتحدة.

Honorable Heads of State and Government,
Distinguished Delegates,
Ladies and Gentlemen,
As we mark the 20th anniversary of the Ezulwini Consensus, we stand together to take stock of two decades of tireless efforts by Africa to correct a longstanding historical injustice, while reflecting on the path forward with a renewed determination and a clearer vision.
Looking back at our collective journey, Algeria believes that our action has yielded three major successes:
First, Africa has succeeded in broadening the base of support for its Common Position. Today, our Common Position enjoys growing support among UN Member States and interest groups. We take this as a token of recognition of both the legitimacy and the relevance of Africa’s demands as articulated in the Ezulwini Consensus.
Second, Africa has succeeded in fostering a global understanding of the particularity of its case. The reason being, on one hand, that our position embodies the collective will of the 55 Member States of the African Union, and on the other hand, that it aims first and foremost to correct the historical injustice inflicted upon our continent.
Third, and perhaps most crucially and decisively, Africa has proven to the world that it is ready to contribute its fair share to the collective security system with commitment, resolution and dedication. Through the A3 mechanism, Africa has demonstrated that it harbors no ambitions other than to make a selfless contribution to enable the Security Council to fully assume its responsibility for the maintenance of international peace and security.
While these successes are significant, the road to fulfilling our mandate remains long and fraught with challenges. The collective security system is going through an ever-deepening crisis. Its main tool, the UN Security Council, is in a state of almost complete paralysis. More and more concerns are being voiced regarding this situation, and more and more appeals are being made to overcome this stalemate and to prevent it from deteriorating further and getting out of control.
In view of this situation, our commitments are two-folds:
At the internal level, we must safeguard the unity that has been our greatest strength and most valuable asset. We have all seen how this paid off with the African Union becoming a full member of the G-20. We should therefore give due consideration to the compelling need to put our house in order by getting all African countries recommit and reengage under the umbrella of the African Common Position.
At the external level, our Committee is ought to remain fully engaged in the Intergovernmental Negotiations Process (IGN). Our road map should include engagements with all stakeholders to build on the progress achieved so far, with the ultimate goal of garnering the widest possible understanding and support for Africa’s legitimate aspirations and fair objectives.
We are indeed dutybound to remain faithful to our common position, because it is sound, because it is fair, and because it is fully responsive to our collective concerns and interests. This is, in our view, the only way forward to ensure that our collective voice weights in this process towards promoting a healthier multilateral system grounded on the rules, principles and ideals enshrined in the UN Charter.
