E𝘅𝗽𝗹𝗼𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝗛𝗲𝗮𝗿𝘁 𝗼𝗳 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗖𝗵𝗶𝗻𝗮
China aims to become the world's leading center of AI innovation by 2030, and they have all the assets for that. The government's "Next-Generation Artificial Intelligence Development Plan" outlines a comprehensive strategy for advancing AI technology, with investments in research, development and marketing. The new generation of information and communication technologies (ICT), characterized by digitalization, networking and intelligence, has had a profound impact on the global economy and society, especially on evolution of the national innovation system. There is a widespread entrepreneurial spirit among Chinese students, particularly among the younger generation, driven in part by the successes of tech giants like Alibaba and Huawei. Innovation is seen as a way to improve their standard of living. The new Xiong'an area, the centerpiece of China's regional development strategy, embodies the vision of a "City of the Future", a true cradle of new industries and innovation. Chinese citizens' commitment to innovation is deeply rooted and supported by strong educational foundations, cultural attitudes and a technology-savvy population. My visit to China was an incredible journey, filled with inspiring exchanges and profound learnings. We have noted the edifying examples of automation of repetitive tasks where robots take over from humans, it is the race for competitiveness. Artificial intelligence is also through human-robot collaboration to transform mechanical processes into highly adaptable and human-centered activities. These developments promise to provide smarter solutions to pressing business and societal challenges. Today's scientific developments are focusing on space, life sciences and health, agri-food, energy and clean technology, and transportation innovation, carrying much promises. We identified many areas of collaboration, but the main support of science, technology (and governance) remains digitalization. Digital transformation remains the major component to create and change the organization to meet the needs of the national innovation system with profound implications for advancing decision-making based on science and modernizing national governance capabilities. Capacity building and skills development are a priority for the emergence of local expertise, which will confirm the excellent cooperation, driven by common objectives of scientific progress and sustainable development.

PRIMA Collaborate event organised by the # Malta Council for Science and Technology on 8-9th February 2024, offered the opportunity to open discussion on strengthening collaboration between researchers involved in PRIMA (Partnership for Research and Innovation in the Mediterannean Area) and in the AU-EU LEAP-RE (Long European African Research Programme in Renewable Energy), both programmes are supported by # Horizon-Europe. The PRIMA experience in innovation strategy addressing the challenges in climate change and water food energy nexus could contribute in defining LEAP-RE policy regarding the commercialisation of some successfull resarch products conducted in Pillar1&2 projects.

We are expecting future discussions to be open by programs learders to build synergies and complementarities.

On Wednesday morning, September 13th, 2023, the Chargé of Affairs of South Africa’s embassy in Algeria, Mr. Legodi Koporo Bernard was welcomed by the President of the National Council for Scientific Research and Technologies, Professor Mohamed Taher Abadlia.
The two parties noted the importance of supporting and strengthening bilateral relations in field of innovation, science and technology.
This meeting was an opportunity for the President of the Council to stress the necessity of developing a joint strategy between the two countries in order to strengthen emerging technologies and insure knowledge transfer from research to the market. Prof. Abadlia proposed the establishment of a joint scientific research center in nanotechnologies to foster African capabilities in R&D as well as knowledge transfer.
From his side, the Chargé of Affairs, Mr. Legodi Koporo Bernard, expressed his thanks for the initiatives of the Council for his efforts to contribute in synergizing bilateral scientific relations. He also gave a brief presentation on the various bodies in charge of managing and promoting scientific research in South Africa, such as the Ministry of Research and Technology, the Council for Scientific and Industrial Research (CSIR) and the Department of Science and Innovation.
It is worth noting that this cooperation, which falls within a general framework, will be more efficient with the launch of the direct flight from Algeria to South Africa, and the initiative of the Algerian higher authorities to include the English language in schools and universities in Algeria. All these factors are conducive to creating dynamism to consolidate the partnership between our two countries.

On September 13, 2023, Her Excellency, the Ambassador of the Federal Republic of Germany to Algeria, Ms. Elizabeth Wolbers, was welcomed by the President of the National Council for Scientific Research and Technologies (CNRST), Professor Abadlia Mohamed Tahar.
Among the topics discussed were the possibility of strengthening bilateral scientific cooperation and mainly benefiting from Germany's long experience in establishing a public research policy, as well as its governance and its assessment, to boost the industrial sector, the national economy and society as a whole.
Her Excellency the German Ambassador also expressed his appreciation and thanks for the initiative of the Council to choose his country among the countries with which the Council wishes to cooperate in the transfer of knowledge and management of science, technology and innovation. Furthermore, Her Excellency the ambassador highlighted the friendly and long relations between Algeria and Germany, which celebrated in 2022 the 60th anniversary of the establishment of bilateral relations. Thus, she expressed her availability to identify appropriate avenues of scientific and technological cooperation with German organizations which accomplish the same missions as the National Council for Scientific Research and Technology. Both parties agreed to maintain ties and work together on issues of common interest for lasting cooperation between our two countries.

Today 25th July, we had the honor to welcome His Excellency, FLAVIO MAREGA, Ambassador of Brazil to Algeria, at our office the National Council for Scientific Research and Technologies.
This meeting enlighten His Excellency on our paradigm shift in research for sustained economic growth. His Excellency briefly presented Brazil's research and development ecosystem, highlighting the advances and progress made in the fields of agriculture, biodiversity, health as well as the development of public policies in the areas of scientific research and innovation.
Algeria and Brazil already have a global cooperation framework, they could explore opportunities for collaboration in the fields of agriculture, energy, health and digitalization by sharing experiences and know-how in sectoral public policies, their implementation and their evaluation. Many issues related to national priorities will be discussed at future meetings that will be scheduled for this purpose.

𝗔𝗹𝗴𝗲𝗿𝗶𝗮𝗻 𝘁𝗮𝘀𝗸𝗳𝗼𝗿𝗰𝗲 𝗳𝗼𝗿 𝘀𝗼𝗰𝗶𝗼𝗲𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗮𝗻𝗱 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 / 𝘂𝗽𝗱𝗮𝘁𝗲

The fight for socio-economic and technological development requires the mobilization and contribution of all Algerian skills, both from within the country and abroad. The approach is inclusive to drive synergies on higher priority structured innovation projects in areas such as food security and sustainable agriculture, climate change and sustainable energy, health, water resources, the digital transition, the knowledge economy, emerging technologies, as well as other areas in the basic sciences, social sciences and humanities. To be sustainable, this initiative needs legal texts governing the taskforce, its composition, its missions and its functioning. A team of lawyers is now working to deliver a first version of the draft, for which we expect the official publication in the coming weeks. The text will also include practical aspects regarding logistics, transport and financial issues.

We are performing up our information, awareness and mobilization actions to involve most of our competences regardless of their location. We thank all of you who contributed insightful comments to our first draft. It is essential to understand that this special taskforce is open to all our Algerian communities from the triple helix (research, industry both in the public and private sectors and policy makers). A conference to launch this program in the presence of the highest authorities of the country, is planned for the fourth quarter of the current year, it is proposed to bring together some 200 representatives in parity between participants from within the country and our community living abroad.

Your opinions on the dates of the conference, on the priority areas where you can make a significant and tangible contribution as well as the methodology adopted are essential to us. 𝗔𝗹𝗴𝗲𝗿𝗶𝗮𝗻 𝘁𝗮𝘀𝗸𝗳𝗼𝗿𝗰𝗲 𝘁𝗼 𝗶𝗺𝗽𝗿𝗼𝘃𝗲 𝘀𝗼𝗰𝗶𝗼-𝗲𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗮𝗻𝗱 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁

There exists an authentic paradigm shift regarding the involvement of our national community established abroad, and in its role to stimulate Algeria’s economic development, innovation and entrepreneurship.
Ten ministries, under the supervision of the president of the republic's adviser and the Director of the National Community Abroad (Ministry of Foreign Office), are presently working and committed to define a legal and operational framework to engage our elites, and to encourage their participations to the economic growth and to the overall social development and wellbeing of our citizens and nation. A first version of the document is expected to be delivered by the end of May 2023. Overall coordination of this important work is ensured by the Ministry of Foreign Office and the National Council for Scientific Research and Technologies (CNRST).
The platform of objectives, expectations and facilitations was developed based on proposals from more than 140 members consulted by the CNRST.
These contributions aim to identify gaps and needs, and are still being received to the present day, as a part of an ongoing work in progress.
In that vein we are looking to identify and reach out qualified abroad community clusters and contact points that will allow the covering of the main business, industrial, cultural and economic domains and sectors that constitute the present framework of our national vision and prioritized action plan. A conference chaired by the President of the Republic is planned for 23rd-24th December 2023 (subject to change). The detailed program and event guidelines will be provided most certainly in July 2023.
We are focusing on a pragmatic approach with gradual but rapid implementation, with guarantees and a well oriented framework to insure its sustainability and chance of success, to meet the ambitious expectations of our country to join the club of top emerging and growing economies (BRICS).
Main components of our action plan are, but not limited to:
1°) Develop an approach to encourage regular visits and implications of experts (Teachers and researchers, well-established and recognized professionals in the fields of SHS, Science and Engineering/Tech,) for short-time periods , in order to help us meet training needs and/or to closely advise Algerian universities, institutions and various research institutes. The financial allowance for travel accommodation will be granted by a governing body that is still to be identified. Payment will be made in Algerian dinars, and in foreign currency in case of industrial partners, in order to properly motivate, compensate and reinforce the interest of the Algerian community of world class researchers and experts living abroad. To invest in their country of origin.
2°) Algerian universities should be fully authorized to hire part-time Algerian professors living abroad. Each individual's contract will be negotiated with the host institution.
3°) An administrative body should be created at level of the Ministry of Foreign Affairs in order to facilitate the mobility of experts and their accommodation. These experts will intervene at the level of public institutions and economic companies/start-ups, in order to promote and boost competitiveness and product diversification through industrial and technological processes, innovation and transfer. Local institutions in Algeria will cover all costs, with financial allowances to be negotiated. The exact amounts will be agreed upon with the relevant authorities and governing bodies.
4°) Creation of a legislative framework for a gradual return of qualified people, talent and world-class experts who wish to do so, according to a schedule that can be spread over five years, for example. The framework will allow program managers to propose and establish gradual repatriation plans by setting up favorable new work environments (at university or company level, for example). Professionals, experts and researchers could, in this context work part-time at 20% until their final reestablishment in Algeria.
5°) Prioritizing the development of innovative start-ups and spin-offs in Algeria to promote economic growth and competitiveness. These companies have the potential not only to contribute to the national economy, but also to compete globally. To support this effort, the government would take steps to provide these businesses with the necessary resources, knowledge and experience to succeed. This includes access to cutting-edge technology parks, research centers and business incubators, but also, provision of financial support and funding facilitation with the implication of banking institutions and other investment mechanisms. With the right support, these start-ups and spin-offs (filiales) can have the potential to truly drive economic growth and restructuring, create jobs, and contribute to the development of a robust, diversified and innovative economy in Algeria.
6°) Algerian universities are encouraged to organize winter and/or summer international university programs for Algerian scientists, experts and researchers living abroad to network, participate in lively workshops, provide specialized training and engage in science and research activity and programs. Furthermore, it will encourage those selected Algerian professionals to get exposed to the research needs and concrete challenges that their country face.
Many other proposals are presently on the way to be summarized. These collaborations will be based on peer-to-peer work between Algerians living abroad and Algerians based locally. That is to say that this roadmap is open to enrichment, and that both researchers and practitioners living in Algeria or abroad are invited to propose ideas and inputs for the greater benefit of our common cause and nation.
