PROTESTS AGAINST TOURISM IN TENERIFE. What's the real story?

Few of us with access to a TV, newsfeed or social media will have missed the recent stories covering the supposed public protests against tourism in Tenerife. As usual with anything tourist-related in Spain, the lower brow media outlets love to jump on such stories and exaggerate or spin them in order to generate hysteria and clickbait.

But with many people questioning whether an island, where 40% of all jobs are tourism-related, is really rising up against tourists, we have now analysed the issues raised by the 'protestors' in more detail in the hope of providing a little more perspective and insight.

UPDATE ON USING UK DRIVING LICENCES IN SPAIN - FURTHER NEWS EXPECTED NEXT WEEK !

As many readers will be aware, the Spanish government entered into negotiations with the UK back in early 2021 with a view to reaching an agreement for both countries to continue accepting each other’s driving licences for both residents and visitors, as was the case before Brexit.

Whilst those negotiations continue, Spain has already twice extended the period for acceptance of UK licences for residents in Spain.

The latest extension now runs until Monday 28th February 2022 (for any UK national who applied for, or obtained, Residency in Spain BEFORE 31st December 2020).

However, if those negotiations are successful, it is anticipated that Spain and UK will accept each other’s licences indefinitely, just as they used to do before Brexit. We will issue an update as soon as there is further news.

Many UK nationals resident in Spain have questioned why the negotiations are taking so long. It should be noted that the EU has no official say or veto over the above rules or negotiations. Such reciprocal licence agreements have always been, and continue to be, a private diplomatic matter between the countries concerned. An example of this is the agreement Spain has with the USA for reciprocal driving licence use., However, it is suspected that the EU is exerting pressure on Spain and other EU countries to delay all such negotiations as a retaliatory response to Brexit. Sadly, it is Spain itself that will suffer most from any such approach.

Fortunately for Spaniards resident in the UK, the UK has been far more generous in response. EU licence holders who were resident in the UK as of 30th December 2020 have already been granted a guaranteed period of 5 years before they are required to change their licences to a UK licence (or indefinitely, if a bilateral agreement is now reached). Spain has so far declined to comment on the discrepancy.

For any UK nationals resident in Spain who do not want to wait until the outcome of the negotiations and who now feel compelled to change to a Spanish licence (and who were not able to officially ‘register’ their rights to change to a Spanish licence before the 31st December 2020 deadline) , the only option available is to sit a full Spanish driving test.

Meanwhile, UK tourists visiting Spain can continue to use their UK licences to drive here (e.g. a hire car, or your own vehicle) for up to 6 months per year, with no additional restrictions (i.e. no international permits etc). However, using your own UK registered vehicle in Spain may trigger additional requirements, such as a ‘green card’ (check with your insurance company for details).

CAN I FLY FROM THE UK TO TENERIFE? WHAT ARE THE CURRENT PERMITTED REASONS TO TRAVEL?

Many people are asking for clarification on permitted reasons for travel to Tenerife from the UK. Some of the excuses being dreamt up to justify travelling are most certainly inventive, but sadly are unlikely to be accepted by the Spanish authorities upon arrival in Tenerife.

At the time of writing, the acceptable reasons for travel are:

- Travelling for urgent/imperative family reasons (e.g. attending a funeral)

- Highly skilled essential workers whose work cannot be postponed, including professional sportsmen/sportswomen

- Students enrolled in accredited courses (subject to visa, insurance and conditions)

- Diplomatic, consular, military personnel travelling on official business

- Sea and Air Transport Personnel going to or returning from work

- Health professionals going to or from work

- Holders of a long-stay visa in Spain

- Holders of a Spanish passport or Spanish Residency card (or pending residency application receipt) and who are returning to their place of habitual residence in Tenerife (documentary proof will be requested)

- Other urgent or humanitarian reasons (to be assessed case by case)

PLEASE NOTE THAT THE FOLLOWING EXCUSES WILL NOT BE ACCEPTED and will result in you being turned back at Tenerife's airports or ports (even if they allowed you to leave the UK):

Visiting, maintaining, or carrying out work on a property that you own or rent in Tenerife;

Appointments to visit a property with a view to buying, or to progress or complete pending property purchase or sale transactions;

Travelling to work in a regular non-essential job (bar, restaurant, cafe, shop, office, hairdresser, plumber, builder etc)

Visiting elderly or sick relatives (other than in extreme circumstances and where consultation and advice has been sought from the British Consulate prior to travel.

COVID & BREXIT - HOW ARE THEY AFFECTING THE PROPERTY MARKET IN TENERIFE?

Needless to say, 2020 was a surreal and turbulent time for Tenerife, an island which is dependent to a large extent upon tourist visitors and foreign expats. Brexit was already creating a great deal of uncertainty, with Tenerife wondering what effect it might have on its businesses and markets that depend heavily on business from UK citizens. Then along came the Covid-19 pandemic to throw Tenerife an even bigger curveball.

The good news is that Brexit alone doesn't appear to have dampened the appetite of Brits, who are still eager to visit our paradise island. Travel websites have reported healthy interest from UK based passengers, which appears to have been dampened only by the Covid-19 pandemic and its resulting travel restrictions and quarantines. For instance, when travel routes were opened back up in late June 2020, 'Tenerife' was the most searched destination in Europe for UK travellers.

As for Tenerife's property market, demand has naturally slowed, both due to economic uncertainty created by the Covid-19 pandemic and the inability of potential buyers to travel over to view potential properties. However, estate agents advertising on tenerifeguru.com have continued to receive healthy webpage visitor numbers and a substantial number of 'provisional enquiries', despite the current travel ban for all non-essential travel.

Several estate agents in Tenerife have also reported an upturn in interest from UK nationals who now work remotely from home due to Covid-19 - and are now exploring the possibility of carrying out that work from an apartment or villa in sunny Tenerife rather than from their current dreary UK abode. Given the trend among UK employers to expand their home-working policies, such demand is likely to increase in the coming months when travel restrictions are eventually phased out.

Meanwhile, prices in Tenerife continue to follow 'supply and demand'. Frontline apartments in popular complexes and the stereotypical dream 'villa with a pool' remain in high demand and have experienced very little drop in value by the end of 2020. However, there are bargains to be had on other properties, particularly on 'fixer-uppers' requiring a little work, which have naturally attracted less interest since the Covid-19 pandemic began and in some cases, will now have 'motivated sellers'.
