🛵 If you use a scooter, you shouldn’t have to wonder “where do I go?”

This doubt is more common than it seems — and it makes sense. When you rely on a scooter, you want to move with peace of mind… not with the feeling that you’re bothering people or that someone will tell you “not this way”.

The key point is this: mobility scooters and powered wheelchairs used as mobility aids are considered pedestrians for traffic purposes.

What does that mean in practice?
🛵 Your natural space is the pavement and pedestrian areas, just like any pedestrian.
🛵 In Orihuela, the mobility ordinance also states that pedestrians have priority on pavements and promenades, and it explicitly mentions people with reduced mobility travelling in wheelchairs or similar vehicles.

And if there’s no pavement — or it’s impossible to use?
If it doesn’t exist or isn’t practicable, it may be possible to travel on the hard shoulder and, if there isn’t one, on the roadway, taking extra care and without obstructing traffic.

3 simple rules to move with peace of mind
🛵 On the pavement: go slowly and leave margin.
🛵 At crossings: prioritise safety. Stop, look, and cross calmly.
🛵 If you have to use the road or shoulder: choose the safest and most visible stretch and avoid peak traffic hours if possible.

If the vehicle is stopped, officers who encounter someone driving a car that is not registered in their name will naturally verify the legal situation of the driver. This is actually in your best interest:

🔎 If the vehicle were stolen, the situation would be detected quickly.
⚠️ If a vehicle had been stolen but not yet reported, police might otherwise assume the driver has the owner’s permission and the situation could go unchecked.

At present, there is no general national obligation for tourists to register foreign e-scooters in Spain.

⚠️ This is a very recent regulation, and so far the Spanish Traffic Authority (DGT) has not issued any specific clarification regarding e-scooters brought into Spain temporarily by tourists.

There has also been no specific mention of whether insurance will be required for scooters belonging to persons who are only transiting through the country.

👉 Therefore, for the time being, tourists may circulate normally, provided they comply with Spanish technical and circulation rules.

However, visitors should be prepared to demonstrate that they are temporarily in Spain and not residents, in order to avoid potential issues during roadside checks. Authorities may need to distinguish between genuine tourists and foreign residents who might attempt to avoid compliance with Spanish registration requirements.

📄 It is advisable to carry documentation that proves temporary stay (travel booking, return ticket, foreign residence address, etc.).

🤝 Please cooperate fully with police officers and help facilitate their work during any inspection.

Therefore, you are allowed to use it, provided that:

🛴 The scooter complies with Spanish technical requirements (maximum design speed 25 km/h, no seat, no modifications increasing power or speed).

📜 It meets the current DGT regulations for Personal Mobility Vehicles (VMP).

🚦 You respect where they are allowed to circulate:
• Urban roads (depending on local regulations)
• Cycle lanes
• Never on pavements
• Never on motorways or interurban roads

❌ If the scooter exceeds 25 km/h or has been modified, it may legally be considered a moped, in which case registration, insurance and a driving licence would be required.

In Spanish traffic law, the obligation to equip the vehicle with the mandatory safety devices (such as the V16 beacon) falls on the 𝐫𝐞𝐠𝐢𝐬𝐭𝐞𝐫𝐞𝐝 𝐨𝐰𝐧𝐞𝐫 𝐨𝐟 𝐭𝐡𝐞 𝐯𝐞𝐡𝐢𝐜𝐥𝐞, not on the person who happens to be driving it at that moment.

This means that if you pass the ITV up to 30 days before it expires, the new expiry date will be calculated from the original expiry date, not from the day you took the test.

📅 If you take the ITV more than 30 days early, the new expiry date will be counted from the day you pass the test, and you will lose the remaining time on your current certificate.

✅ Up to 30 days early → you do not lose validity
❌ More than 30 days early → the new date starts from the test day.
