The proposed amendments of the civil society laws echo the restrictive 2009 Charities & Societies Proclamation, which stifled 85pc of human rights organisations by capping foreign funds. The draft laws not only revive these restrictions but outpace earlier controls with vague national security clauses and legal limitations that make appeals nearly impossible. Between 2018 and 2022, foreign contributions to CSOs surged by 149pc, yet this growth now faces an uncertain future.
