Open Letter Asking To justice for Asiya Ziyad and Label somali state As Terrorist Organization

1-URGENT REQUEST “JARSO REGIONAL GOVERNMENT" ESTABLISHMENT
As the Oromia regional government couldn’t protect the safety and security of JARSO people, Jarso elders are requesting an urgent JARSO regional self government. In the JARSO region the Somali regional government militia created that women, children and elderly couldn’t go out and back safely to their homes. Every week, more than 15 innocent women and children get killed, r***d or wounded by somali regional government militia; as a result, We have been complaining for many decades to the Oromia and federal government. But both levels of government gave the Jarso people deaf ears and blind eyes. As a result we are saying enough is enough.

WE ALSO URGE OROMIA GOVERNMENT TO PRESENT JARSO’S REQUEST TO PRESENT TO CAFFEE OROMIA AND GRANT JARSO REGIONAL GOVERNMENT AND
SEND TO FEDERAL YOU APPROVAL.
DELAYING OR REJECTING THESE REQUEST MAY CREATE UNWANTED CONSEQUENCES, ALSO WE ARE URGING TO RETURN JARSO’S CAPITAL CITY OF JIGJIGGA TO JARSO STATE.
2-Subject: Urgent Request as a Terrorist somali regional state government under Anti-Terrorism Proclamation No. 652/2009
Dear Honorable Prime Minister and Speaker of the House,
I am writing to bring to your urgent attention the escalating threat posed by the Somali regional state against the Jarso people, which has become unbearable for many decades. which is exploiting land grab and annexation of Jarso land from Oromia. Somali states have been using terrorist mechanisms to incite violence, division, and instability across the JARSO region. Dirre Dawa, Bale and borna region of Oromia in Ethiopia. I respectfully request that the Ethiopian Federal Government and Parliament take immediate action to designate SOMALI REGIONAL GOVERNMENT AND FEDERAL SOMALI MINISTERS INCLUDING ADEM FARAH as a terrorist organization under the provisions of Ethiopia’s Anti-Terrorism Proclamation No. 652/2009, and to hold its leaders accountable for their actions.
The Anti-Terrorism Proclamation No. 652/2009 defines terrorist acts as those intended to advance a political, religious, or ideological cause by coercing the government, intimidating the public, or destabilizing the country’s fundamental institutions through means such as causing death, serious bodily injury, or serious risk to public safety (Article 3). The proclamation further defines a terrorist organization as a group that plans, prepares, or executes such acts or incites others to do so (Article 2.4). SOMALI regional state’s militia actions JARSO PEOPLE align unequivocally with these definitions.
SOMALI regional states have openly declared its mission to eradicate JARSO PEOPLE with initiative to replace with somali populations and to establish a somali state government on JARSO LAND, and this extremist ideology of ethnic cleansing threatens the existence of JARSO PEOPLE.
Ethiopian nation’s diverse cultural and religious coexistence became under threat by the Somali regional state government. Somali regional states have been violating the principles of unity and coexistence enshrined in Ethiopia’s Constitution. The group has infiltrated the FEDERAL government and facilitated violence against JARSO PEOPLE. Adem Farah created a faction under its control to advance land grab and expansion agenda. This terrorist action may further amplify and create civil war between the peaceful Somali and Jarso people which may lead to its capacity for violence and disruption.
Credible reports indicate that the Somali regional government is responsible for the killing and displacement of thousands of JARSO INNOCENT civilians in the JARSO REGION OF Oromia. These acts, which include targeted attacks and forced displacement from the capital City of Jarso JIGJIGA that were annexed under TPLF REGIME FROM JARSO REGION. These displacement have caused immense suffering and destabilized communities, constituting serious violations of peace and security as outlined in Proclamation No. 652/2009 (Articles 3 and 5). Such actions not only endanger the lives of the great JARSO PEOPLE but also undermine national stability and development.
I urge the government to investigate and designate Somali regional government terrorist action as a terrorist organization under the legal framework provided by Proclamation No. 652/2009. Furthermore, I respectfully request that the following individuals, identified as leaders of somali faction terrorist and must be held accountable for their roles in orchestrating these heinous acts:

Designating the Somali Regional state as a terrorist organization would enable the government to take decisive measures, including freezing assets, disrupting their operations, and prosecuting those responsible, as provided under Articles 13 and 37 of the proclamation. This action would send a clear message that Ethiopia will not tolerate groups that exploit violence against innocent civilians to pursue division and violence.
As a concerned JARSO ELDERS, we implore you to act swiftly to protect the safety, unity, and diversity of Oromia and Ethiopia. The government’s responsibility to maintain peace and security, as emphasized in Proclamation No. 652/2009, is paramount, and addressing the threat posed by the Somali regional state is critical to take action immediately to secure the safety of Jarso people and Oromia as a whole. Both levels of government must understand fulfilling this duty.
