On the Massacre, Displacement, and Looting in Dacawaley – 8 Months On
The community of Dacawaley in the Somali Regional State of Ethiopia has recently witnessed grave violations of human rights, including mass killings, forced displacement, and looting. These atrocities were primarily committed against innocent civilians, leaving hundreds dead, thousands displaced, and livelihoods destroyed.
Key Facts of the Incident
13 Somali family houses were burned to the ground.
More than 500 families were forcibly displaced from their homes.
Regional security forces, known as the Liyu Police, forcefully seized farmlands and properties belonging to civilians.
Close to 150 civilians were killed, the majority being women, children, and the elderly.
Livestock and other sources of livelihood were confiscated, while farmland remains under the control of the armed forces.
Humanitarian Impact
The Dacawaley community, who are law-abiding, tax-paying citizens, are today left without shelter, security, or a means of livelihood.
Their fundamental rights—guaranteed under the Ethiopian Constitution—have been systematically violated.
Article 14: Every person has the inviolable and inalienable right to life, security of person, and liberty.
Article 15: Every person has the right to life. No person may be deprived of his life except as a punishment for a serious criminal offense determined by law.
Article 18: No person shall be held in slavery or servitude. No one shall be required to perform forced or compulsory labor.
Article 25: All persons are equal before the law and are entitled to equal protection of the law without discrimination.
Article 40: Every Ethiopian has the right to the ownership of private property, including land and livestock.
Article 41: Every Ethiopian has the right to a standard of living adequate for the health and well-being of himself and of his family.
Despite facing daily intimidation and pressure, the victims of Dacawaley continue to demonstrate their desire for peace, even as their existence remains under threat.
International Appeal
We call upon:
1. The Federal Government of Ethiopia to immediately halt these unlawful acts and to ensure accountability for those responsible for the atrocities.
2. International human rights organizations (United Nations, African Union, Amnesty International, Human Rights Watch, etc.) to launch an independent investigation into the incident.
3. Humanitarian and relief agencies to urgently provide shelter, food, and medical support to the displaced families.
4. The international community to pressure the Somali Regional Administration to restore confiscated farmland, return looted livestock, and respect the fundamental rights of citizenship guaranteed by the FDRE Constitution.
Warning
If these atrocities are ignored and the people of Dacawaley are not protected, the situation could escalate into a full-scale conflict, threatening peace and coexistence across the entire region.

በኢትዮጵያ ሶማሌ ክልል የዳካዋሌይ ማህበረሰብ ከቅርብ ጊዜ ወዲህ ከፍተኛ የሆነ የሰብአዊ መብት ጥሰት እየደረሰበት ሲሆን ከነዚህም መካከል የጅምላ ግድያ ፣የግድ መፈናቀል እና ዘረፋ። እነዚህ ግፍ በዋነኛነት የተፈፀመው በንፁሀን ዜጎች ላይ ሲሆን በመቶዎች የሚቆጠሩ ህይወታቸውን አጥተዋል፣ በሺዎች የሚቆጠሩ ተፈናቅለዋል እና የኑሮ ውድመትን አድርሰዋል።
የክስተቱ ቁልፍ እውነታዎች
13 የሶማሌ ቤተሰብ ቤቶች በእሳት ተቃጥለዋል።
ከ500 በላይ ቤተሰቦች በግዳጅ ከቤት ንብረታቸው ተፈናቅለዋል።
ሊዩ ፖሊስ በመባል የሚታወቀው የክልሉ የጸጥታ ሃይሎች የሰላማዊ ዜጎችን የእርሻ መሬቶች እና ንብረቶችን በሃይል ወስደዋል።
ወደ 150 የሚጠጉ ንፁሀን ዜጎች የተገደሉ ሲሆን አብዛኞቹ ሴቶች፣ ህፃናት እና አዛውንቶች ናቸው።
የእንስሳትና ሌሎች መተዳደሪያ ምንጮች ተዘርፈዋል፣ የእርሻ መሬቶች አሁንም በታጣቂ ሃይሎች ቁጥጥር ስር ናቸው።
የሰብአዊነት ተፅእኖ
ህግ አክባሪው፣ ግብር የሚከፍል ዜጋ የሆነው የዳካዋሊ ማህበረሰብ ዛሬ መጠለያ፣ ዋስትናና መተዳደሪያ አጥቷል።
በኢትዮጵያ ሕገ መንግሥት የተረጋገጡት መሠረታዊ መብቶቻቸው ስልታዊ በሆነ መንገድ ተጥሰዋል።
አንቀፅ 14፡ ማንኛውም ሰው የማይገሰስ እና የማይገሰስ የህይወት፣ የሰው ደህንነት እና የነፃነት መብት አለው።
አንቀጽ 15፡ ማንኛውም ሰው በሕይወት የመኖር መብት አለው። በሕግ በተወሰነው ከባድ የወንጀል ቅጣት ካልሆነ በስተቀር ማንም ሰው ሕይወቱን ሊነጠቅ አይችልም።
አንቀጽ 18፡ ማንም ሰው በባርነት ወይም በባርነት አይያዝም። ማንም ሰው የግዳጅ ወይም የግዴታ ሥራ እንዲሠራ አይገደድም።
አንቀጽ 25፡ ሁሉም ሰዎች በህግ ፊት እኩል ናቸው እና የህግ እኩልነት ያለ አድልዎ የማግኘት መብት አላቸው።
አንቀፅ 40፡ ማንኛውም ኢትዮጵያዊ መሬትና ከብቶችን ጨምሮ የግል ንብረት ባለቤትነት መብት አለው።
አንቀፅ 41፡ ማንኛውም ኢትዮጵያዊ ለራሱ እና ለቤተሰቡ ጤና እና ደህንነት በቂ የሆነ የኑሮ ደረጃ የማግኘት መብት አለው።
የዳካዋሌይ ተጎጂዎች የእለት ተእለት ማስፈራሪያ እና ጫና ቢደርስባቸውም ህልውናቸው ስጋት ላይ እየወደቀ ቢሆንም አሁንም ለሰላም ያላቸውን ፍላጎት አሳይተዋል።
ዓለም አቀፍ ይግባኝ
እንጠይቃለን፡-
1. የኢትዮጵያ ፌደራላዊ መንግስት እነዚህን ህገወጥ ድርጊቶች በአስቸኳይ እንዲያቆም እና ለደረሰው ግፍ ተጠያቂ የሆኑ አካላትን ተጠያቂ ማድረግ።
2. አለም አቀፍ የሰብአዊ መብት ተሟጋች ድርጅቶች (የተባበሩት መንግስታት፣ የአፍሪካ ህብረት፣ አምነስቲ ኢንተርናሽናል፣ ሂውማን ራይትስ ዎች ወዘተ) በጉዳዩ ላይ ገለልተኛ ምርመራ እንዲያደርጉ።
3. የሰብአዊ እና የእርዳታ ኤጀንሲዎች ለተፈናቀሉ ቤተሰቦች የመጠለያ፣ የምግብ እና የህክምና ድጋፍ ለማድረግ።
4. አለም አቀፉ ማህበረሰብ በሶማሌ ክልል አስተዳደር የተወረሱ የእርሻ መሬቶች እንዲመለሱ፣ የተዘረፉ የቤት እንስሳት እንዲመለሱ እና የኢፌዲሪ ህገ መንግስት የሰጣቸውን መሰረታዊ የዜግነት መብቶች እንዲያስከብር ግፊት እንዲያደርግ።
ማስጠንቀቂያ
እነዚህ እኩይ ድርጊቶች ችላ ተብለው የዳካዋሌይ ህዝብ ጥበቃ ካልተደረገለት ሁኔታው ወደ ከፍተኛ ግጭት ሊሸጋገርና መላውን አካባቢ ሰላምና አብሮ መኖር አደጋ ላይ ይጥላል።
