🚑 Hospital Attack in Borama, Alleged Violation of International Law
The attached image appears to show the exterior of a building, identified as Borama Hospital (Emergency and Trauma Department), with visible damage, potentially indicating an attack.
We are deeply alarmed by reports that this medical facility was targeted by forces, allegedly by the Somaliland military.
Attacking a hospital is a grave violation of International Humanitarian Law (IHL), specifically the Geneva Conventions.
Protection of Medical Facilities: Hospitals, clinics, and all other medical units must be protected and respected at all times and cannot be targeted. They are designated safe zones.
Protection of Personnel and Wounded: Doctors, nurses, medical personnel, and, critically, wounded and sick civilians and combatants have the right to protection and treatment. Targeting them or the facilities they are in is an absolute prohibition.
Medical Neutrality: The principle of medical neutrality requires that medical services be provided impartially, without discrimination, and that medical personnel must be able to perform their duties without interference.
The visible damage in this image serves as evidence of a potential war crime.
These violations demand immediate and thorough action:
Independent Investigation: We call for an immediate, impartial, and independent investigation into the events surrounding the alleged attack on Borama Hospital.
Accountability: Perpetrators of such serious violations of IHL and human rights law must be held accountable.
Urgent Protection: Immediate measures must be taken to ensure the safety and protection of civilians, medical staff, and all remaining medical infrastructure in the region.
