Patrick Nwabueze Ubru he wrote: MY KEYNOTE ADDRESS TODAY AS THE HONOURABLE COMMISSIONER FOR AGRICULTURE AND AGRO-INDUSTRIALIZATION, ENUGU STATE, AT THE BID OPENING CEREMONY FOR CIVIL WORKS PROCUREMENT UNDER THE L-PRES PROJECT.
It is with great pleasure that I welcome you all to this important and transparent milestone in the procurement process of the Enugu State Livestock Productivity and Resilience Support (L-PRES) Project โ the Bid Opening Ceremony for the National Competitive Procurement of Civil Works.
Todayโs event is a show to the commitment of the Enugu State Government, under the visionary leadership of His Excellency, the Executive Governor of Enugu State Dr. Peter Ndubuisi Mbah, to uphold the highest standards of transparency, accountability, and competitiveness in all public procurement processes.
Our participation here is not merely procedural; it is a declaration of our collective responsibility to promote good governance, equitable development, and value for money.
The L-PRES project is a strategic initiative supported by the World Bank to boost livestock productivity, improve resilience against climate and market shocks, and enhance rural livelihoods.
Civil works form a critical component of this project, as they provide the physical infrastructure that supports our broader objectives; such as veterinary service delivery, grazing and water points, and agro-processing centers.
The World Bank procurement guidelines, which this process strictly follows, are designed to ensure that all bidders, regardless of size or origin compete on a level playing field. This bid opening is therefore not only a statutory requirement but also a strong demonstration of our zero-tolerance stance against favoritism, opacity, or undue influence.
We encourage all bidders present today to remain confident in the integrity of this process. The evaluation that will follow shall be rigorous, impartial, and guided strictly by the criteria set forth in the bidding documents. I urge all stakeholders, including observers and civil society groups, to remain vigilant and engaged, as transparency thrives where accountability is upheld.
Let me also use this opportunity to commend the L-PRES Coordination Office, the State Project Management Unit lead by Dr. Ifeyinwa Nnajieze, and the procurement team for their dedication to due process. Your commitment reinforces the credibility of our state in the eyes of our development partners and Ndi Enugu.
In conclusion, I wish all the bidders the very best. Remember that while only one or a few contractors may eventually be selected, your participation alone is a valued contribution to the spirit of healthy competition and nation-building.
Thank you for your attention, and may this bid opening mark the beginning of successful and impactful civil works that will advance the goals of the L-PRES project in Enugu State.
