"Pakistani authorities are in the final stages of concluding a weapons agreement with Sudan worth about $1.5 billion, according to Reuters. The supplies would go to the Sudanese Armed Forces, which have been fighting the Rapid Support Forces for more than two and a half years."

"Staunch Putin ally and Chechen warlord Ramzan Kadyrov is said to have fallen into a coma. The 49-year-old, who has served as head of Russia's Chechen Republic since 2007, is gravely ill and suffering from kidney failure.

Mr Kadyrov has been frequently accused of carrying out numerous human rights abuses, including extrajudicial killings, torture, persecution of gay Chechens and war crimes. He is one of the most heavily sanctioned people on Earth and faces measures imposed by the US, EU, UK, Canada and Australia."

"Syrian authorities warned civilians to leave a contested area in the northern city of Aleppo Thursday and opened a corridor for them to evacuate for a second day as clashes continued between government and Kurdish forces.

The government of Aleppo province gave residents until 1 p.m. local time to evacuate in coordination with the army. State news agency SANA, citing the army, said the military would begin “targeted operations” against the Kurdish-led Syrian Democratic Forces in the neighborhoods of Sheikh Maqsoud, Achrafieh and Bani Zaid half an hour after that deadline."

"..most of Venezuela’s oil reserves, located in the Orinoco belt, are classified as heavy and extra‑heavy. These highly viscous grades must be blended with diluent and upgraded into lighter oil to be extracted, transported and processed. All this raises the production costs.

The energy-intensive upgrading process also increases the carbon footprint of these heavy grades, which could push up costs further if more governments start taxing emissions or raising existing levies.

Breakeven costs for key grades in the Orinoco belt already average more than $80 a barrel, according to estimates by consultancy Wood Mackenzie. That places Venezuelan oil at the higher end of the global cost scale for new production. By comparison, heavy oil produced in Canada has an average breakeven cost of around $55 a barrel."

"Several European countries on Monday condemned Israel’s latest legislative efforts against UNRWA, the UN agency for Palestinian refugees, saying that the law passed by the Knesset to prohibit electricity or water companies from supplying the agency’s facilities is a violation of international law and risks “grave humanitarian consequences.”

In a joint statement, Spain, Ireland, Norway, Luxembourg, Malta, Slovenia and Iceland called on Israel to reverse the legislation, which passed its third and final reading last Monday by a vote of 59-7. The law requires electricity and water providers to withhold or disconnect service from the agency’s facilities, as well as block the provision of communications and banking or financial services to the agency."

"Armed men have violently stormed a village in Nigeria's Niger state, killing at least 30 people and looting shops, state authorities have said. The attackers emerged from a forest near the village of Kasuwan-Daji on Saturday and set fire to the local market, looted shops and kidnapped an unspecified number of people, police said."

It is the latest in a spate of violent attacks in Niger state, and comes a day after officials said schools could reopen following a mass abduction last year.
