๐Ÿข๐Ÿ”‘๐Ÿ“‹ Following Propertymark message this morning, the UK Parliament has now published the Renters (Reform) Bill along with a range of guidance covering key areas. ๐Ÿ›๏ธ๐Ÿ“œ

As Propertymark has said throughout, improvements to the private rented sector are much needed but the detail must deliver a fair system for both landlords and tenants. ๐Ÿข๐Ÿ”ง๐Ÿค

On initial review, the Bill and guidance are limited to the areas that Propertymark has been in ongoing discussion with DLUHC on, throughout recent months. ๐Ÿ’ผ๐Ÿ”Ž๐Ÿ“‘

The key areas:

1๏ธโƒฃ No fault eviction abolished, all tenancies to move to periodic
2๏ธโƒฃ Introduce more possession grounds where tenants are at fault, for example in cases of anti-social behaviour and repeat rent arrears
3๏ธโƒฃ Provide stronger protections against retaliatory evictions
4๏ธโƒฃ Introduce a new Private Rented Sector Ombudsman to reduce pressure on the courts
5๏ธโƒฃ Create a Portal for landlords and tenants to understand responsibilities and obligations
6๏ธโƒฃ Give tenants the right to request a pet in the property. Landlords will be able to require pet insurance to cover any damage to their property ๐Ÿพ๐Ÿ 

Further improvements to the private rented sector:

7๏ธโƒฃ Align the abolition of Section 21 and new possession grounds with court improvements including the end-to-end digitisation of the process and prioritisation of anti-social behaviour cases. ๐Ÿ“œ๐Ÿ’ป๐Ÿšซ

Beyond this, the intention is to focus on applying the Decent Homes Standard to the private rented sector and strengthen local councils' enforcement powers to help target criminal landlords. ๐Ÿ ๐Ÿ”ง๐Ÿ”’

Hey everyone ๐Ÿ‘‹, I wanted to share some interesting news ๐Ÿ“ฐ about the rental market in Kings Lynn ๐Ÿ˜๏ธ. As many of you may know, the rental market has been on the rise lately ๐Ÿ“ˆ, and Kings Lynn is no exception. In fact, the average rent in Kings Lynn has increased in line with general trends โฌ†๏ธ.

For those of you who are investors ๐Ÿ’ฐ or are interested in the rental market ๐Ÿข, this may be something to keep in mind ๐Ÿค”. The rental market in Kings Lynn, and indeed in Norfolk as a whole, is a great place to invest right now ๐Ÿ’ธ.

Property market update :

Asking prices across England and Wales slipped a further 0.6% during February, making the year-on-year growth negative (-0.5%) for the first time since Dec 2019.
โ€ข The Typical Time on Market for unsold property in England and Wales dropped by five days during February to make the median 95 days, showing that the market is picking up pace as demand increases.
โ€ข Asking prices in February fell in Wales, Scotland and all English regions except the North West and West Midlands where there was no change.
โ€ข The total sales stock count for England and Wales increased in February by just 3,585 to reach 372,638, indicating that property remains scarce relative to the 10-year average of 422,668.
โ€ข The supply rate of new instructions remains subdued, dipping 1% last month compared to February 2022.
โ€ข The East of England shows a remarkable drop in Typical Time on Market from 91 to 78 days, which is considerably lower than it was in February 2019.
โ€ข The Scottish property market falls into second place in terms of annualised regional price growth (4.0%), behind the North West at 4.1%.
โ€ข Rents across Greater London continue to rise, up 21.4% year-on-year. Low supply is still a persistent problem although the pace of the rent hikes in the more central boroughs has slowed somewhat over recent months.
โ€ข The current new growth leaders in asking rents are the outer London boroughs of Brent, Harrow and Ealing (+35%, +34% and +32% annualised respectively).

๐Ÿ˜ Section 21 to be abolished, grounds for section 8 will be strengthened, to help support landlords that want to recover their properties.

๐ŸŽฏPeriodic tenancies to become standard
All tenants on an Assured Tenancy or Assured Shorthold Tenancy will be moved onto a single system of periodic tenancies, and will need to give 2 months' notice to leave.

๐Ÿ’ฅA legally-binding Decent Homes Standard Setting these standards

๐Ÿ’‚โ€โ™€๏ธA new Private Renters' Ombudsman - government-approved Ombudsman covering all private landlords who rent out property in England - regardless of whether they use a letting agent - membership will be mandatory.

๐Ÿ‘ฉโ€๐Ÿ’ผA property portal for landlords to "provide a single โ€˜front doorโ€™ to help landlords understand, and demonstrate compliance with their legal requirements".

๐Ÿ”‘๐Ÿ›๐Ÿช‘Landlords will need to give 2 months' notice for rent increases Rent increases - are limited to once per year - no rent review clauses.

๐Ÿงšโ€โ™‚๏ธ๐ŸงŒ๐Ÿงโ€โ™‚๏ธPets. The government will legislate to ensure landlords don't unreasonably withhold consent when a tenant requests to have a pet in their home, to include pet insurance as a permitted payment.

๐Ÿ‘จโ€๐Ÿ‘ฉโ€๐Ÿ‘ฆ๐Ÿ‘ฉโ€๐Ÿ‘งโ€๐Ÿ‘ฆ๐Ÿ‘จโ€๐Ÿ‘จโ€๐Ÿ‘งโ€๐Ÿ‘ง๐Ÿ‘ฉโ€๐Ÿ‘ฉโ€๐Ÿ‘งIt will become illegal for landlords or letting agents to have blanket bans on renting to families with children or those in receipt of benefits ("No DSS").

๐Ÿ˜Agents and landlords can make use of IDVT to conduct digital identity checks for applicants that aren't eligible to use the Home Office's online checking service - including British and Irish citizens - in effect from 6 April 2022.

๐Ÿ”ฅ1 October 2022 in England, under The Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022 - test alarms, check alarm expiry date, smoke alarms meet BS 5839-6 standards while carbon monoxide alarms should meet BS 50291 standards - but they can be either battery-powered or hardwired systems

๐ŸŽƒEvery lived-in room in a landlord's property that has a fixed combustion appliance - excluding gas cookers in England - will need a carbon monoxide alarm.

Today, we were asked for advice from an apprentice who is moving to the area and is looking for suitable accommodation. So I thought I thought I would share it with school leavers or anyone who is completely new to the property market. Please feel free to add any further advice or information that may be useful for newcomers in the comments below.

So if someone is moving to Kings Lynn and need to find short term stay accommodation there are various routes that they could take. Everything very much depends on their budget, length of time they are planning to stay and of course expectations.

If the apprentice is prepared to invest into better quality accommodation, doesnโ€™t want to share and they can source their own furniture then they would be better off searching on the sites such as for an individual one or two bed flat or a house โ€“ prices vary, and they need to remember that they will be responsible for rent and separately for such bills as council tax, water, gas, electricity and internet/phone line

Share accommodation often provides good quality accommodation, with a private ensuite bathroom and shared facilities such as a kitchen, lounge and laundry room.
All accommodations are different and it's best to do your own research and check that the landlord is a genuine individual or an agency.
Shared accommodation such as Housing of Multiple Occupation (HMO) or service accommodation would usually have all the bills included in the rent.
