Ukraine’s president has signed a decree temporarily lifting the requirement for entry visas for any foreigner willing to join Ukraine’s International Defense Legion and fight on Ukraine’s side against invading Russian troops.

Ukraine’s minister of digital transformation says equipment to use SpaceX’s Starlink satellite internet service has arrived in his country.

Mykhailo Fedorov thanked SpaceX founder Elon Musk for the equipment in a Twitter post Monday that was accompanied by a photo of boxes on the back of a truck.

Starlink is a satellite-based internet system that SpaceX has been building for years to bring internet access to underserved areas of the world. It markets itself as “ideally suited” for areas where internet service is unreliable or unavailable.

Oksana Markarova, Kyiv’s ambassador to the US, says Russia had used a vacuum bomb in Ukraine on Monday.

Also known as a thermobaric bomb, the weapon uses oxygen from the surrounding air to generate a high-temperature explosion, typically producing a blast wave of a significantly longer duration than that of a conventional explosive.

“They used the vacuum bomb today, which is actually prohibited by the Geneva convention,” Markarova said after a meeting with US legislators. “The devastation that Russia is trying to inflict on Ukraine is large.”

Ukraine’s Armed Forces say Russia is planning to involve the “most trained military units” of the Belarusian army in its invasion.

Belarus previously denied the claim on Monday.

“Belarusian servicemen are carrying out tasks in accordance with the Armed Forces’ training plan for the 2021-2022 training year within Belarusian borders only and are not taking part in the special military operation in Ukraine,” the Belarusian Defense Ministry said.

Kyiv Independent, a Ukrainian news outlet, is reporting air raid sirens in Kyiv, Kharkiv and other cities, including Vinnytsia, Uman and Cherkasy.

Russian forces are encircling Kyiv and the U.S. and its allies will be racing against the clock to get humanitarian aid and weapons into the country, members of Congress said Monday following briefings on Ukraine.

"The ability to keep supply lines running to Ukraine remains alive, but Russia will try to encircle and cut off Kiev in the next several weeks," tweeted Sen. Chris Murphy (D., Conn.) "The fight for Kiev will be long and bloody and Ukrainians are rapidly preparing for street to street combat."

Mr. Murphy and other senators were briefed on Ukraine developments by Biden administration officials.

They told lawmakers that Ukrainians have weeks—not months—to mount a successful pushback against Russian advances and it might need to involve guerilla warfare, according to a person familiar with the matter.

Democrats have said they are looking at including a Ukraine assistance package and Covid-19 relief in the annual government spending bill by March 11, when a current spending law expires.

Sen. Marco Rubio (R., Fla.), the top Republican on the Senate Intelligence Committee, said after the briefing that March 11 could be too late.

"If you just watch how they've positioned the troops ... [Mr. Putin] is progressing towards laying siege, like a medieval siege of Kyiv, at which point you're going to have millions of starving people in the city," Mr. Rubio said.

"And my view is that we should try to get the assistance as quickly as possible. We shouldn't wait till the last second to tie it up in a normal course of business," he said.

The challenge then becomes how to get aid to the Ukrainians.

"Even if you provide the assistance, how do you get it to them? If Western Ukraine, if west of Kyiv is shut off, surrounded, how do you deliver logistical support into a city like that? How do you deliver logistical support to the east of that city?" Mr. Rubio said.

Sen. Lindsey Graham (R., S.C.) called for a "Berlin airlift type of support" for the Ukrainian economy and to deliver weapons into the country. After WWII ended, the U.S. and U.K. airlifted supplies to Berlin from Allied air bases in western Germany.

"Do not be fooled here. Ukrainians have fought bravely. They're freedom fighters of the 21st century. But the Russian military capability that is unused is pretty massive," Mr. Graham said.

He said he expects "a scorched earth policy" to unfold in the coming days.

"I expect wholesale slaughter of Ukrainian citizens by the Russian military...The worst is yet to come militarily," he said.

PARIS — On the fifth day of fighting in Ukraine Monday, defending forces claim that the Russian onslaught has slowed but still aims for Kyiv, while Russia reports progress in the south.

Here is a summary of the situation on the ground, based on statements from the warring sides, Western defense and intelligence sources and international organizations.

The military situation:
– Ukraine says Russian troops have “reduced” the speed of their offensive but continue to pursue their “main objective”: taking the capital Kyiv.

– Naval battles rage around the Black Sea port of Odessa, Ukraine says, as well as near Ochakiv and Chornomorsk.

– Ukraine says Russia is still trying to organise a naval landing at Mariupol on the shores of the southern Sea of Azov.

– Russia claims air superiority in Ukraine.

– Ukraine says Russia launched six missile strikes involving up to 30 missiles on Sunday and four air strikes, mostly from Belarusian territory.

– Ukraine says Russia has fired 180 Iskander-type mobile ballistic missiles since the start of the offensive.

– Ukraine says it is holding Kharkiv, 500 kilometres (310 miles) east of Kyiv.

– The Ukrainian army says it has repelled “several” attacks on Kyiv.

– Ukraine says three Russian missiles targeted Kyiv. One was intercepted.

– Local media report overnight explosions in Kyiv and Kharkiv.

– Russia says it is besieging the cities of Kherson and Berdyansk close to Crimea.

– Ukraine confirms Berdyansk is occupied by Russian soldiers.

– Ukraine says 4,300 Russian soldiers have been killed.

The civilian/humanitarian situation:
– Ukraine reports 352 civilian deaths since the start of the invasion, including 14 children.

– The UN puts the civilian toll at 102, including seven children.

– Russia says civilians can leave Kyiv “freely”.
– Russia says Ukraine is using civilians as human shields.

– More than 500,000 people have fled the conflict, the UN says.

– At least 11 civilians are killed in Kharkiv shelling
