The Education Programme is a major component of the Country Programme, and the Field Office also has a major Education Programme. The Education Specialist (Learning) reports to the Education Manager who is at Level 4 (P4).
Minimum requirements:
Education:
An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
Work Experience:
· A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
· Experience in technical assistance and/or management of programmes to improve learning outcomes is required.
· A minimum of two (2) years of progressively responsible professional experience in education programme design, implementation, and monitoring at national or subnational level, with a particular focus on foundational literacy and numeracy (FLN), education quality, and system strengthening.
· Proven experience in supporting government education departments or ministries in policy formulation, planning, and capacity development, ideally in contexts of education reform or large-scale foundational learning initiatives.
· Demonstrated ability to contribute to the design, piloting, and scaling of evidence-based interventions aimed at improving learning outcomes, teacher capacity, and school quality.
· Experience in education data analysis, monitoring and evaluation frameworks, and using data to inform education policy and programming decisions.
· Prior engagement in multi-stakeholder coordination, including with development partners, donors, civil society, and academia, to align efforts around education system strengthening.
Field-level experience in implementation of foundational learning models, remedial learning programmes, teacher professional development, or community-based education approaches is a strong asset.
Desirables:
Experience in fragile, emergency, or low-resource education settings, particularly in contexts with high numbers of out-of-school children, is highly desirable.
Familiarity with digital learning innovations, learning assessments, and system diagnostics tools (e.g., EGRA, ASER, World Bank SABER, GPE KIX/STG frameworks) is an advantage.
Prior experience within UNICEF or other international organizations is desirable, particularly in the area of education system strengthening, early grade learning, or education sector planning.
Experience with foundational literacy and numeracy is considered as an asset.
Developing country work experience and/or familiarity with emergency
Relevant experience in a UN system agency or organization is considered as an asset.
