Mikel Erquiaga Aguirre, Libya Business Unit Director, repsol delivered an insightful keynote outlining the strategic importance of Libya’s new gas exploration cycle and its emerging role within the wider Mediterranean energy landscape. His presentation highlighted how renewed exploration activity, improved geological models, and a growing commitment to unlocking untapped resources are reshaping Libya’s upstream outlook.

The keynote examined the Mediterranean’s evolving gas dynamics, including shifting supply patterns, regional demand growth, and the expanding relevance of North African producers in ensuring long-term energy security. The session highlighted how Africa’s substantial undeveloped resources, improving geological understanding, and a new wave of licensing activity are creating renewed momentum for upstream growth. The Libya Africa International Gas Forum welcomed H.E. Mohamed Hamel, Secretary General of the Gas Exporting Countries Forum (GECF), for a keynote address that set a strategic tone for the discussions ahead.

The keynote focused on the rising importance of natural gas in meeting global energy demand, with projections indicating nearly 20% growth in primary energy demand by 2050 and an increase of more than 30% in natural gas consumption.

Attention was drawn to Africa’s significant resource base, holding around 9% of the world’s proven natural gas reserves, positioning the continent as a central player in future supply dynamics.

The address underscored Africa’s demographic momentum and the corresponding need for large-scale expansion in energy access, as more than 600 million people across the continent continue to lack electricity.

The role of natural gas in supporting industrialisation, food security, and the integration of renewable energy systems was also emphasised as part of a balanced and realistic energy transition.

Key priorities referenced included investment mobilisation, regulatory stability, modern infrastructure, and national capacity development to convert resource potential into long-term socioeconomic progress.

The keynote reaffirmed the sovereign right of nations to manage and develop their natural resources in line with national priorities and development goals.

In his remarks, the Minister highlighted the Forum as a strategic platform for African gas-producing nations and international energy partners to design practical, long-term solutions that will shape the continent’s energy landscape for decades to come.

He underscored Libya’s unique role in the region a nation with the largest proven oil reserves in Africa, one of the continent’s strongest natural gas reserves, and a strategic position at the crossroads of the Mediterranean. With major offshore gas developments underway and a national plan to expand production, Libya reaffirmed its commitment to supporting regional development and reliable supply to domestic and European markets.

The Minister emphasised Africa’s growing gas potential as a driver of industrialisation, job creation, and economic diversification, calling for smarter financing, modern technology, clear regulatory frameworks, cross-border infrastructure, and strong governance to unlock this growth.
