Sierra Leone’s President Julius Maada Bio Presides Over Swearing-In Of Secretary To The Cabinet And Head Of Civil Service, And Secretary To The Vice President, Reaffirms His Full Support
State House, Freetown, Thursday, 19 June 2025 – His Excellency President Dr Julius Maada Bio today presided over the official swearing-in ceremony of Mr. Prince E.O. Cole as Secretary to the Cabinet and Head of the Civil Service, and Mr. Mohamed Brima Daboh as Secretary to the Vice President, reaffirming his full support for their roles in driving public sector efficiency and national development.
During the event held at State House, the Secretary to the President, Mr. Barba Brima Fortune, referenced Sections 68(4) and 69(2) of the 1991 Constitution of Sierra Leone, which mandate that appointees take the prescribed oath of office before assuming the duties of their respective offices.
In his remarks, Mr. Prince E.O. Cole, speaking on behalf of himself and his colleague Mr. Daboh, expressed gratitude to President Bio for the confidence reposed in them. “Your Excellency, we are deeply honoured by this opportunity to serve. We do not view this appointment as a legal entitlement, but rather as a demonstration of trust and confidence you have bestowed upon us to serve our beloved nation,” he stated.
Reaffirming their commitment to President Bio’s vision for public sector reform, Mr. Cole pledged to work diligently in delivering a more results-oriented civil service. “Your Excellency, we are committed to public service and institutional transformation. We will fully support your reform agenda to revamp and strengthen the public sector for more effective governance,” he emphasized.
In his response, President Julius Maada Bio congratulated the two officials on their appointments and assured them of his unwavering support. “These are demanding responsibilities, but I have every confidence in your ability to deliver. Together, we can achieve meaningful progress with a strong, effective civil service,” President Bio remarked.
President Bio underscored the pivotal role of the civil service in governance, stressing the importance of sound policy advice and professional guidance. “We need your brilliance and institutional memory to inform decision-making. I am counting on your leadership, commitment, and experience to drive results. Congratulations once again and I look forward to working closely with you both,” he concluded.
