Forces offer live streaming of hearings to the public

Members of the public are now able to attend misconduct hearings for Bedfordshire Police and Cambridgeshire and Hertfordshire Constabularies online or in person.

To improve the accessibility and transparency of misconduct proceedings the three forces have transformed existing police estate to build a dedicated hearing suite at Lysander House, Tempsford.

The new suite is equipped with state-of-the-art technology in addition to soundproofed rooms for panel deliberations and public attendance. These facilities allow members of the public to attend misconduct hearings both online and in person, offering greater flexibility and access. All hearings are supported by a recently introduced Hearings Officer.

Detective Chief Superintendent William Hodgkinson, Head of B*H Professional Standards Department (PSD), said: “This is a significant step towards reducing costs, promoting transparency, and building confidence and trust in policing. We are now able to live stream hearings to our communities, demonstrating accountability in the process and enabling us to deliver a more professional service.

“Feedback from the hearings that have already been held in the new venue has been extremely positive from both staff and the public. We offer full transparency. If a member of our community is interested to understand what happens in police misconduct, they now can both in person and online.

“In addition, Bedfordshire, Cambridgeshire and Hertfordshire (B*H) commit to publishing a twelve-month rolling period of misconduct outcomes online making B*H PSD one of the most transparent in the country as identified recently by the Independent Office for Police Conduct (IOPC) in their recent bulletin.”

Misconduct proceedings are published on all three force websites under Misconduct hearings with hearing dates published seven days in advance together with details on how to attend online or in person.

Could you shape the police response to violence against women and girls?

Members of the public in Hertfordshire are being encouraged to join a new group to advise police on how best to tackle violence against women and girls.

Hertfordshire Constabulary is looking to set up a new independent advisory group made up of people with lived experiences or with an interest in the subject to help shape the force’s response to these issues in the coming years.

The voices of women and girls will help shape the constabulary’s service as it tackles a range of offences that disproportionately affect women and girls much more than men.

The request is being launched on White Ribbon Day (Monday 25 November) which is the campaign to end male-perpetrated VAWG.

Detective Chief Inspector Sarah Gilbertson, who leads on tackling VAWG for the constabulary, said: “We would like to hear from people who are willing to advise us and help formulate our response to VAWG through our new independent advisory group.

“Their views and feedback will help shape a service that works for women and girls, so they can feel safe in Hertfordshire.”

A new video, also being launched on Monday, explains much of the work being done by the constabulary to tackle VAWG and ensure that all women and girls have the confidence to approach police.

Some of this work includes officer training that includes real victims of domestic abuse talking to them about their experiences and police operations to target people displaying predatory behaviour in the night-time economy.

DCI Gilbertson said: “VAWG addresses the sad fact that women and girls are statistically more likely to come to be the victim of abuse than men. Public spaces in Hertfordshire should feel safe for everyone and females shouldn’t have to live with abuse inside their own homes.

“Our aim is to prevent women and girls coming to harm in the first place. But if they do to ensure that they have the confidence to come forward to report and to get help and support.”

Revamped information about VAWG on the constabulary website will be launched today (Monday) including more information about where those experiencing it can get help and support. Go to www.herts.police.uk/VAWG

More information about joining the IAG go to https://www.herts.police.uk/police-forces/hertfordshire-constabulary/areas/campaigns/vawg/campaigns/join-our-independent-advisory-group-iag/ Or you can email [email protected]

Advisory group membership will be a voluntary role however the constabulary will pay expenses incurred, in line with its policy.

Have your say on local policing priorities across Hertfordshire

Hertfordshire Constabulary is seeking views from members of the public as it looks to set its next round of local policing priorities.

What is a local policing priority?

Neighbourhood Policing Teams (NPTs) work alongside partners to focus on solving long and short-term neighbourhood issues, such as anti-social behaviour, theft, speeding and drug-related crime.

They set local policing priorities every four months, to provide a specific focus on the issues which are currently causing the most concern to residents locally.

What can the public expect?

Residents will see their dedicated team of PCs and PCSOs working alongside partners to address the agreed priorities, through an increased police presence, engagement events and targeted enforcement.

What about other crime and issues?

The county is split into 10 policing areas known as community safety partnerships (CSPs). Each CSP is covered by NPTs but is also policed by Intervention officers who respond to emergency calls, the Local Crime Unit which investigates the more serious crimes such as burglary, robbery and assault, and specialist units such as Operation Scorpion who work to tackle acquisitive crime. They are also supported by central teams which work countywide.

While there will be a focus on the local priorities, officers will continue to respond to daily business as usual, as well as forcewide priorities, such as burglary and violence against women and girls, and any emerging issues which require more immediate action.

Superintendent Anna Wright said: “Feedback from members of the public plays a big part in our decision making and is used to help shape the priorities, alongside an analysis of local data.

“We want to ensure that local policing resources are focusing on the issues that matter most, so I’d encourage everyone to share their views with us.”

Members of the public can give their views via the following survey link before the end of December - https://bit.ly/hertspolice-psf

The survey is being run through the Herts Connected platform, but you do not need to be a member to take part. However, we would encourage people to sign up if they are happy to do so, so that we can contact you for information about an issue if needed.

You can keep up with progress around the priorities by following your local police account on Facebook.

Sawbridgeworth man jailed after numerous r**e offences

A man from Sawbridgeworth was jailed for more than 10 years last week in connection with numerous r**e offences.

Joseph Peplow, aged 26, of London Road, was convicted after ra**ng, assaulting and threatening to kill his new partner during their short but abusive relationship.

During a 12-day trial at St Albans Crown Court, Peplow was convicted of three counts of r**e, and one count of controlling and coercive behaviour, assault by beating and threats to kill during the month-long relationship. The incidents took place between 9 January and 9 February this year.

He was found not guilty of one count of r**e and assault by beating.

After meeting online, Peplow picked the victim up in his car before driving to his house, which she had not agreed to. After consensually kissing, Peplow dragged the victim to his bedroom and r**ed her after she repeatedly said no. On another occasion, he r**ed her while she was half-asleep, unresponsive and unable to give consent.

The couple continued to meet as Peplow asserted his dominance and manipulated her. The jury heard how he demanded to see her daily, would complain about her clothes, alternate between intimidation and superficially kind behaviour, and would scream at and threaten her. He would also make her feel guilty and worried about him by threatening to harm himself.

His behaviour continued, and he would threaten to r**e her, beat her up, kill her and burn her house down with her in it. On one occasion, he told her she was lucky he didn’t throw acid in her face.

At Luton Crown Court on Wednesday 27 November, Peplow was sentenced to 10 years and six months in prison and will remain under license for a further 12 months. He was also handed a restraining order against the victim for life, and will be on the S*x Offenders’ Register indefinitely.

Detective Constable Abi Wilkins, from Hertfordshire Constabulary’s Domestic Abuse Investigation and Safeguarding Unit (DAISU), said: “Joseph Peplow’s abhorrent actions have had a long-lasting impact on the victim, who continues to try and rebuild her life following this harrowing experience.

“The start of this relationship should have been new and exciting, but instead Peplow acted in the most repugnant way and, at times, had his victim fearing for her life. His actions have caused her both physical and mental harm, and I would like to praise her for the bravery shown for both reporting the offences and for her co-operation during the trial.

“Peplow often said that he couldn’t control himself and used this to his advantage, threatening to do harm to her but also threatening to harm himself. He tried to squeeze any sense of autonomy out of her life by wanting to see her every day, demanding to know where she was going and who she was with, telling her to change her clothes if they were considered too revealing, and she wasn’t allowed to have male friends.

“Peplow has received a substantial prison sentence as he poses a dangerous threat to society, and I hope this result allows the victim to move on from this ordeal and to put this traumatising chain of events some way behind her.”

Detective Inspector Samantha Alcock, also of DAISU, added: “Becoming a victim of sexual assault is never your fault. If you’ve been a victim, no matter how long ago the offence occurred, please report it. We have specialist officers on hand to provide advice and support throughout an investigation. The constabulary also has a number of officers who are specially trained to provide support to members of the LGBT+ community.”

You can also report information online at herts.police.uk/report, speak to an operator in our Force Communications Room via our online web chat at herts.police.uk/contact or call the non-emergency number 101.

Alternatively, you can stay 100% anonymous by contacting the independent charity Crimestoppers on 0800 555 111 or via their untraceable online form at crimestoppers-uk.org.

Anyone who has any concerns about domestic abuse can contact the Independent Domestic Abuse Advisor service on 0300 790 6772. In an emergency, always call 999. If you are afraid or unable to speak, call 999 from a mobile and press 55.
