Woman sentenced to 160 hours of community service for illegal water connection

The Mangochi Senior Resident Magistrate’s Court has convicted and sentenced Florence Bwanali, 44, to 160 hours of community service for illegal connection of water to her house. She will be required to sweep the court premises for not more than eight hours a day.

The court heard through the Station Prosecution Officer, Inspector Amos Mwase that, on November 2, 2025 a team from Southern Region Water Board under the Mangochi Scheme was conducting an inspection exercise targeting illegal water connections.

During the exercise, while in Mtalimanja location, the team discovered that the convict had replaced a tap with a plug that had been used to close the outlet of the water supply after her water was disconnected due to outstanding bills. The matter was reported to Police, and the team uprooted the pipe that was supplying the illegal connection.

Appearing in court, Bwanali pleaded guilty and asked for leniency, citing family responsibilities.

In his submission, Inspector Mwase highlighted that illegal water connections do not only result in loss of revenue to government and utility providers, but also negatively affect the community by putting pressure on the water supply system, contributing to shortages, and undermining fair service delivery. He added that such conduct is deliberate, dishonest, and threatens the sustainability of a vital public resource. The state therefore prayed for a stiffer punishment to deter similar behaviour.

Passing sentence, Senior Resident Magistrate Muhammad Chande concurred with the State. He initially sentenced her to four months imprisonment with hard labour, but suspended the custodial sentence to 160 hours of community service to be served at the same court.

Meanwhile, the convict has already started serving her sentence under the supervision of court officials.

Man fined K1.6 million for illegal possession of liquid petroleum

The Mangochi Senior Resident Magistrate’s Court has convicted and fined 35-year-old Mussah Saidi K1.6 million for possessing 650 litres of liquid petroleum (petrol) without a valid permit.

The court heard through prosecutor Inspector Maggie Chibulire that on November 25, 2025 a team of general duties officers conducting patrols within Mangochi Township received a tip-off from a well-wisher that the convict, who is an illegal fuel trader, was keeping drums of petrol at his house in Ntagaluka Village.

Acting on the information, the officers proceeded to Saidi’s house, where they found three drums containing a total of 650 litres of petrol loaded in a 2-ton Toyota Dyna within the compound, about to be transported to Makanjira.

Upon noticing police presence, Saidi fled the scene, prompting the officers to impound the motor vehicle and es**rt it to the station. He later surrendered himself to police.

Appearing in court, Saidi pleaded guilty to the charge of illegal possession of liquid petroleum. In mitigation, he asked for leniency, citing financial losses in his business and the responsibility of providing for his family.

However, Prosecutor Chibulire argued that the illegal possession of fuel hampers national development and poses serious risks to lives and property. She therefore requested a stiffer penalty to deter others.

In his ruling, Senior Resident Magistrate Muhammad Chande concurred with the prosecution and ordered Saidi to pay a fine of K1.6 million or, in default, serve a two-year custodial sentence. Additionally, the court ordered that the confiscated 650 litres of petrol be forfeited to the Malawi Government.

Saidi has since paid the fine in full.

Fatal Road Accident Claims One Life in Chileka

A serious road accident occurred in Chileka Today on November 26, 2025 at around 0900hours, resulting in the death of one Female passenger.

The accident involved two vehicles, A Toyota Sienta saloon (BV 3190) driven by Mr. Fayazi Kavalo, 26, and a Toyota Hilux hardbody (MG 230 AP) driven by Mr. Lackson Shumba, 47, Occ .Driver C/O Ministry of Local government private bag 1 Chiradzulu.

According to reports, Mr. Kavalo was driving from Lirangwe to Lunzu with six passengers on board when he attempted to overtake two vehicles at Matindi Veterinary Dip. He collided with the oncoming Toyota Hilux, causing severe head injuries to a female passenger, Mrs. Everett Mbalati, who later succumbed to her injuries at Mlambe Mission Hospital. Three other passengers sustained deep cuts and were referred to Queen Elizabeth Central Hospital.

Both vehicles suffered extensive front-end damage.

However, The Chileka Police are appealing to all road users to adhere to road signs, avoid overspeeding, and refrain from unnecessary overtaking to prevent similar incidents.

Man arrested for illegal possession of liquid petroleum

Police in Mangochi on November 25, 2025 arrested 35-year-old, Mussah Saidi, for possessing 750 litres of liquid petroleum(petrol) without a permit at Ntagaluka village within Mangochi Township.

On the afternoon of the said date, a team of general duties officers conducting patrols within the township received a tip-off from a well-wisher that the suspect, who is an illegal fuel trader, was keeping drums of petrol at his house.

Acting on the information, the officers proceeded to the suspect’s house where they found three drums containing a total of 750 litres of petrol loaded in a 2-ton Toyota Dyna within his compound about to be transported to Makanjira.

Upon noticing police presence, the suspect fled the scene, prompting officers to impound the motor vehicle and es**rt it to the station. Saidi later surrendered himself to police.

He will appear before court soon to answer charges related to the illegal possession of petroleum products.

Police in the district continue to warn the public against the illegal transportation and storage of fuel, emphasizing the serious safety hazards and legal consequences associated with such practices.

Police, Member of Parliament urges Chiefs to denounce devisions on AIP

Kawale Police through Community Policing branch on Wednesday, November 19,2025 collaborated with the Parliamentarian of the Area, Hon Juliana Kaduya in fostering peace towards Affordable Input Program (AIP) adminisering.

During the meeting which took place at Kawale Police Station premises, chiefs were the main target stakeholders.
Kawale Police OC, Mr Davie Chiralire Deputy Commissioner of Police (DCP) urged chiefs to be transparent, and shun away corrupt mindset.

Mr Chiralire (DCP) made the call after receiving reports of discontented individuals over the village administrative committee tasked to handle the AIP in the area.

Mr Davie Chiralire (DCP) highlighted the need for chiefs to be exemplary in such government programs as any deviation to such is a breach of the laws of this country and once discovered risks arrests.

Honorable Juliana Kaduya Member for Masintha constituency echoed the OC's sentiments and further asked chiefs to be custodian of peace in their respective areas, including on AIP.

She unveils herself as a member of parliament for everybody in Masintha constituency without looking at party colors, thereby calling chiefs to lead people in one accord.

This meeting, attracted over 200 Chiefs and so far it has settled the grievances among the chiefs and their subjects as an agreement has been made to have a new village administrative committee as a replacement of the former, which will be accepted by all.

Meanwhile, chiefs have welcomed the idea of having a new committed and further promised to do it with speed so that beneficiaries start accessing the subsidised fertilizers which the ministry of Agriculture has already offloaded in the area

OC Kawale urges communities to report security hazards, four Gr***de devices retrieved

Kawale Police Officer In-Charge Mr Davie Chiralire, DCP has commended Area 23 community members over security tips usage.

Police in the area have been conducting various meetings to share security tips, specifically on unexploded explosives devices that were discovered in area 23.

On September 4 this year, the Station organized a football bonanza at Chiuzira ground as a tool to bring awareness to Area 23 residents following incidents where explosives were discovered at a graveyard and some were being offered for sale to scrap metal dealers.

It is from this background that villagers at Khundi 1 on November 17, 2025 sought indulgence of Kawale Police after seeing strange objects, Gr***de devices being carried by a young child.

Mr Davie Chilalire, together with Explosive eperts from National Police Headquarters Counter Terrorism and Explosives Branch visited the scene and retrieved four (4) explosive devices that were in a field.

So far, police findings have discovered that the devices have the capacity to explode and cause injury. The Officer in Charge, therefore, advised that such items must be treated as dangerous weapons. If ever any person sees any suspicious metallic objects, they should not touch them but inform police.

He however, assured the communities of it's committiment to ensure peace and safety in the area as investigations are still underway to find source and clear any remaining items.

3 Mozambican nationals jailed for possessing raw ivory

The Mangochi Senior Resident Magistrate’s Court on November 17, 2025 convicted and sentenced three Mozambican nationals Shoriano Juwao Bizwick, 31, Nelson Bala, 36, and Ziti Rajabu, 34, to seven years’ imprisonment with hard labour each for being found in possession of five pieces of elephant ivory at Namwera Trading Centre in Mangochi.

During court proceedings, the Station Prosecution Officer (SPO), Inspector Amos Mwase, told the court that on June 28, 2024, Namwera Police detectives received a tip-off from community members that the convicts were offering pieces of elephant ivory for sale at Namwera Trading Centre.

Acting on the information, the officers in collaboration with the Wildlife Crime Investigation Unit rushed to the scene and arrested the trio. They were found with five pieces of elephant ivory weighing 12 kilograms, wrapped in a sack and carried on their motorcycle.

Appearing before court, all three pleaded not guilty, prompting the State to parade five witnesses who proved the case beyond reasonable doubt.

In mitigation, the convicts asked for leniency, citing family responsibilities. However, Prosecutor Mwase reminded the court that the offence is serious in nature as it undermines the protection of endangered wildlife and harms efforts to preserve the environment. He therefore prayed for stiffer penalties.

In his ruling, Senior Resident Magistrate Muhammad Chande concurred with the State’s submissions and sentenced each of them to seven years imprisonment with hard labour as a deterrent to would-be offenders.

All convicts come from Nyerere village, Mandimba district in Mozambique.

Police, Chiefs pledges hell for criminals at Kang'oma

Police in Kawale have promised a crime crackdown, strong partnerships and crime free environment, a move possible with local leaders active participation.

The Officer-In-Charge (OC) for the Station, Mr Davie Chiralire, Deputy Commissioner of Police on Sunday, November 16,2025 made the pledge with a call for chiefs to take a leading role in crime fight.

During the meeting, Mr Davie Chiralire (DCP) underscored the need for chiefs involvement in crime prevention strategies.

He pointed out various tips that once instituted can significantly create a no go zone for criminals who usually take advantage of unpatriotic behavior of some villagers. He urged chiefs to lead in preventing serious crimes like murder, mob justice and breaking offences. He also encouraged implementation of different initiatives including the 'know your neighbor concept', neighborhood watch teams and information sharing and reporting suspicious individuals.

The OC, Mr Davie Chiralire (DCP) further highlighted the importance of security tightening as a backbone in development.

"Development follows a place where there is low or no crime prevalence, so let's make Kang'oma a crime free area by tightening security to attract such development," said Chilalire.

The Officer-In-Charge, further called upon
political leaders in the area to consider having projects that will create jobs which will consequently improve economic muscle of then locals citing that this can propel reduction in theft and suicidal cases among the youths.

Mr Chiralire emphasized the need to detest from mob justice, but rather encouraged people in the area to embrace the rule of law by bringing to police any criminal suspect.

Furthermore Mr Davie Chiralire urged villagers to be environmental friendly by among others be in the forefront in improving ground cover through tree planting which he said helps to avate natural disasters that befall man kind during rainy season.

He however hailed Senior Chief Tsabango for the cordial relationship existing with police in the area

Senior Chief Tsabango welcomed the entourage from Kawale Police who expressed his gratitude for the meeting citing as timely and transformative. He echoed the OC's sentiments and further ordered adherence by every chief.

Senior Chief Tsabango warned the chiefs against dubious sale of land, he stressed much on this behavior where chiefs are involved in the sell of already sold land to other unsuspected buyers which bring tension in the area.

The meeting held at Senior Chief Tsabango headquarters attracted over 500 Senior Chiefs, Group Village Heads and Village Heads under Tsabango who promised to carry out the tips and activate the same

Rumphi District Council hands over K304 million Mphompha maternity wing

Rumphi District Council has on Thursday handed over a K304 million maternity wing at Mphompha Health Centre in Traditional Authority Chiwenene, in the district.

Speaking at the handover ceremony, Chief Preventive Health Officer, Sam Chirwa, who represented Director of Health Services said the facility will ease pressure on the district hospital and also bring critical maternal services closer to the people.

“There are about 25 child births every month from Mphompha and the surrounding. That means all those people have a chance to deliver their babies closer to home and with all the required maternal care,” Chirwa said.

Acting Traditional Authority Chivwenene has said the new marker wing at Mphompa Health Centre will improve maternal healthcare among women of childbearing age and reduce risks of maternal deaths in the area.

He further said the distance to Rumphi District Hospital which is 39 kilometres away made it difficult for pregnant women to access decent maternal healthcare which led to many of them delivering at home and risking both the life of the unborn baby and the mother during childbirth.

He also said that his area will put in place bylaws that ensure that pregnant women deliver at the facility and that errant pregnant women who disregard the laws will be punished to ensure that mothers and their babies are protected.

He has also pledged to ensure that the facility is well taken of and vandalism free in order for his people to benefit from the it for a long time.

Rumphi District Council Chairperson, Alfred Butao assured the people in the area that the council will continue serving them by bringing various development projects to the area.

The facility has been financed by Worldwide Bank through performance based grant under Governance to Enable Service Delivery (GESD) which contributed K217 million while K87 million was drawn from District Development Fund (DDF).

Man jailed 15 years for having sexual in*******se with minor

The Mangochi Senior Resident Magistrate’s Court on November 11, 2025, convicted and sentenced 21-year-old Daudi Lastoni to 15 years imprisonment with hard labour for having sexual in*******se with a 7-year-old girl, contrary to Section 138 of the Penal Code.

During court proceedings, the Station Prosecution Officer (SPO), Inspector Amos Mwase, told the court that the convict had been a tenant of the victim’s parents at Makawa Trading Centre and had become well trusted by the family.

On July 18, 2025, the victim’s mother asked Lastoni to move into her house and look after her three children, including the victim, while she was hospitalized due to pregnancy complications.

During the night, the convict took advantage of the situation and sexually assaulted the girl several times while her siblings were asleep. The following morning, he instructed her to clean herself at the lake after she soiled herself. Neighbours who saw her struggling to walk and in great pain questioned her, and she revealed what had happened.

The matter was reported to police, and the victim was referred to Koche Community Hospital, where medical examination confirmed that she had been defiled and was suffering from fistula.

In court, the convict pleaded not guilty, and the state paraded three witnesses who proved the case beyond reasonable doubt.

In his submission, Inspector Mwase pleaded for a stiff sentence, describing the convict’s conduct as inhuman and intolerable in society.

Passing sentence, Senior Resident Magistrate Muhammad Chande concurred with the state and handed down a 15-year jail term.

IT NEVER RAINS BUT POURS TO FORMER DPP STEVEN KAYUNI.

"Do unto others as you would wish them do unto you" is what's happening now as people have started having a taste of their own medicine. An example to this biblical saying is Steven Kayuni who was the Director of Public Prosecution during the Tonse government administration.

Kayuni faces lawsuit from two different people in what is being described as of the misuse of powers he had as DPP in the past regime.

One of the people who has resorted to summon Kayuni is Prophet Shepherd Bushiri of the Enlightened Christian Gathering (ECG). Bushiri alleges that the death of her daughter Islaella Bushiri was as a result of her being denied travel access to go to Kenya for medical treatment.

Bushiri said that her daughter died as a result of an injunction which had been issued by Kayuni which made her to be detained at the airport for days.

When everyone was digesting this news from Bushiri and waited for the court processes to begin. Boom, Norman Chisale comes out demanding the head of Kayuni.

Chisale who is now Deputy Minister of Homeland Security has instructed his lawyers to open a case against the embattled former DPP. Chisale accused Kayuni of preventing him from accessing his money to pay for school fees of her daughter at Kamuzu Academy when his account was freezed by government.

This reminds everyone of the need to do good and never take opportunity to misuse the powers that you have because what goes around comes around. People now do not know whether these are the only cases that the former DPP will face because of the uncontrollable power he enjoyed at a certain time.

LIKE MOTHER LIKE DAUGHTER, CHIRWA DEBUTS PARLY.

Mwanza West Parliamentarian Maureen Chitsulo Chirwa who is daughter to the late Joyce Chitsulo has expressed her profound honour and gratitude to people of Mwanza West for entrusting her with a huge task of leading the way in developing their constituency.

In her maiden speech on Friday before the house of records was adjourned to next week, Chirwa who captivated the interests of Malawi Congress Party enthusiasts (MCP) in the area expressed her deep desire to serve her people better saying that time is now when the youth have to be in fore front to bring development in their area.

Chirwa has also thanked former President Dr Lazarus Chakwera and other MCP faithfuls for trusting her to be the candidate for the constituency despite many other notable names showing interest to contest for the same position. She cited that this is a sign that the party cherishes what her late mother did for the area and wanted her to continue with the development.

The win for Hon. Chirwa does not only benefit the people of her constituency, but as the country strives to advocate for youth empowerment and women activism, this is a major boost as it will elevate the confidence of many youth in the country to stand up and compete for positions that have for long been occupied by the old generation.

As a role model to school drop outs, early and unplanned pregnancy victims, she steps into the August House carrying a message of hope to those hopeless that with passion and dedication, everything is possible. Hon. Chirwa took up the challenge when the world had turned up against her, losing her mother, the one she had been looking up to, but she never allowed the circumstances that surrounded her define her destiny. She stood up, took the challenge and contested for the legislative position. Even though the odds were against her, she emerged victorious.
