Woman sentenced to 160 hours of community service for illegal water connection
The Mangochi Senior Resident Magistrate’s Court has convicted and sentenced Florence Bwanali, 44, to 160 hours of community service for illegal connection of water to her house. She will be required to sweep the court premises for not more than eight hours a day.
The court heard through the Station Prosecution Officer, Inspector Amos Mwase that, on November 2, 2025 a team from Southern Region Water Board under the Mangochi Scheme was conducting an inspection exercise targeting illegal water connections.
During the exercise, while in Mtalimanja location, the team discovered that the convict had replaced a tap with a plug that had been used to close the outlet of the water supply after her water was disconnected due to outstanding bills. The matter was reported to Police, and the team uprooted the pipe that was supplying the illegal connection.
Appearing in court, Bwanali pleaded guilty and asked for leniency, citing family responsibilities.
In his submission, Inspector Mwase highlighted that illegal water connections do not only result in loss of revenue to government and utility providers, but also negatively affect the community by putting pressure on the water supply system, contributing to shortages, and undermining fair service delivery. He added that such conduct is deliberate, dishonest, and threatens the sustainability of a vital public resource. The state therefore prayed for a stiffer punishment to deter similar behaviour.
Passing sentence, Senior Resident Magistrate Muhammad Chande concurred with the State. He initially sentenced her to four months imprisonment with hard labour, but suspended the custodial sentence to 160 hours of community service to be served at the same court.
Meanwhile, the convict has already started serving her sentence under the supervision of court officials.
Bwanali hails from Mtalimanja Village, Traditional Authority Mponda in Mangochi.
