Between 1996 and 1998, under the leadership of former GNPC boss , the GNPC entered into financial deals to protect itself against changes in oil prices. Unfortunately, the deals failed and caused a huge debt.

French bank later took GNPC to a London court and won about $47 million against Ghana.

When the came to power in 2001, they found out that Ghana’s drill ship had been seized in Oman because of the debt.

Former Energy Minister and his deputy said Ghana had little chance of winning the case, so the government decided to settle the matter out of court.

The drill ship was later sold to for $24 million.

The sale later became controversial during the in 2013 because:

• Some state institutions said they had no records showing how the remaining $3.5 million was used.

• Critics claimed the sale was done without the full approval of the GNPC board.

• K.T. Hammond also testified that he personally received a cheque for the $3.5 million balance, which caused public debate over whether the money was properly paid into the state account.

1: Ghana Telecom: Perhaps the most significant divestiture, 70% of Ghana Telecom was sold to Vodafone in 2008 for $900 million.

2: Airport Residential Area Property: This became one of the administration’s most talked-about “property scandals.” A multi-million-dollar hotel building located near the President’s private residence was reportedly purchased by his son, Chief John Addo Kufuor.

3: Government Bungalows and Lands: Properties in Ridge, Cantonments, and East Legon were reportedly sold to government officials and private individuals. Former NPP Chairman Jake Obetsebi-Lamptey famously attempted to purchase the state bungalow he occupied.

4: West Africa Mills Company: Part of the state’s stake in WAMCO, a cocoa processing company in Takoradi, was divested during this period.

5: Ghana Airways Assets: Various assets belonging to the national carrier including aircraft parts, land, and office buildings were auctioned or sold to offset the company’s massive debts.
