District.This appeal was premised on the low capacity of the existing Hospital in terms of infrastructure and service delivery.
Consequently, the project was awarded and site was handed over to the contractor.However, after possession if the site by the contractor,it was detected that, the site was sloppy and swampy and needed to be re-engineered to accommodate the project.Hence the need for the "Cut and Fill" sub contract.It should however be noted that this was not envisaged at the design stage of the project and was not part of the original contract.The contractor therefore made representations to the Agenda 111 project Management Unit at the Presidency for consideration of the"Cut and Fill"aspect of the project for actual construction to commence.This was approved by the Presidency although at an additional cost to the project and work commenced on the reengineering of the site.It must be further indicated that the ground condition was such that,soil test had to be run to determine the bearing capacity of the soil.This test has been run and work on the "Cut and Fill"is expected to continue soonest.
It is therefore mischievous on the part of anyone to suggest that the project has been abandoned.
Ladies and Gentlemen,I want to assure you that, Government is indeed concerned and recognizes the health needs of the citizenry in the Municipality and that is why this initiative by the government must be supported by all.It is therefore disingenuous that in spite of the government's proactiveness to improve the health sector.The Minority Members of the Parliamentary Select Committee on Health are doing everything possible to throw dust into the eyes of the people just intending to score cheap political points.I want to assure you that the government would not be disrupted by this mischievous machinations and would remain focused to ensure that the project progresses and is completed for the betterment of all in the Municipality.TBC
