Audit Report: Unearned Salaries Paid to Former DZOSEC Headmaster
The Ghana Audit Service has conducted a payroll investigation at Dzodze-Penyi Senior High School (DZOSEC) in the Volta Region, uncovering significant irregularities. The audit revealed that the former headmaster, Mr. Prince Koffi Adiabo (also known as Edward Allan Agbeti or Edward Agbeti), allegedly received unearned salaries totaling GH¢184,096.94 between January 2023 and April 2025.

Key Findings:
- Fake Academic Certificates: Mr. Adiabo allegedly used fake academic certificates to secure his appointment as headmaster.
-Questionable Documentation: The audit report indicates that Mr. Adiabo was appointed into the Ghana Education Service using questionable documentation.
- Impersonation: Mr. Adiabo may have engaged in impersonation, using different names, including Edward Allan Agbeti and Edward Agbeti, which are also linked to a teacher at Mafi Avedo EP Primary.

Recommendations:
The Ghana Audit Service has urged authorities to take the following actions:
- Apply Sanctions: Implement the sanctions outlined in Section 82 (a-e) of Act 1023 without delay.
- Revoke Appointments: Revoke any existing appointments held by Mr. Adiabo.
- Refer to Police: Refer the matter to the Ghana Police Service for further investigation.
- Recover Unearned Salaries: Ensure full recovery of the GH¢184,096.94 into the Auditor-General's Recoveries Account.

The case has been officially flagged and submitted to relevant authorities, and a criminal investigation is expected to follow.
