GECOM Rejects Phone Lodging But Warns: No Photos of Ballots

The Guyana Elections Commission (GECOM) has voted against a proposal to require voters to lodge their phones before voting, but strongly warned that taking photos of ballots is illegal and punishable by law.

The decision came during a Commission meeting where Chairman Justice Claudette Singh sided with government-nominated commissioners. However, longstanding Commissioner Vincent Alexander, who supported the phone ban, raised concerns over vote buying and coercion, citing past instances of voters being paid to prove how they voted via photos.

Alexander argued that banning phones in booths would protect the secrecy and integrity of the vote, but his proposal was overruled.

GECOM emphasized that under the Representation of the People Act, it is an offence to show, photograph, or disclose oneโ€™s vote, or to offer inducements for voting a certain way. Offenders face fines and up to six monthsโ€™ imprisonment.

Meanwhile, opposition party APNU has called for stronger enforcement and widespread public education to preserve electoral secrecy and voter independence.

Georgetown, Guyana - In a strong show of unity and democratic commitment, the Ethnic Relations Commission (ERC) hosted its Code of Conduct Signing Ceremony on Tuesday, August 5, 2025, at the Arthur Chung Conference Centre (ACCC). The event brought together political parties contesting the 2025 General and Regional Elections, along with representatives of the diplomatic corps, elections observers, and the media.

Political parties present at the signing included the Alliance For Change (AFC), Assembly for Liberty and Prosperity (ALP), The Peopleโ€™s Progressive Party/Civic (PPP/C) and We Invest in Nationhood (WIN).

The event commenced with interfaith prayers for peace, at elections, from religious leaders representing the Christian, Hindu and Islamic faiths within Guyana.

The signing ceremony reaffirmed the ERCโ€™s constitutional mandate to promote ethnic harmony, safeguard national unity, and support peaceful democratic processes. Leaders and representatives of participating political parties formally signed the Code of Conduct, pledging to uphold mutual respect, reject divisive rhetoric, and prioritize national interest throughout the election period.

Delivering opening remarks at the ceremony, Chairman of the ERC, Shaikh Moeenul Hack, underscored the importance of responsible leadership and national solidarity. He stated, inter alia, โ€œLet us also reaffirm that the political space in Guyana must never be reduced to hostility or intimidation. It must remain one of dignity, responsibility, and decency, where all citizens feel safe to participate and express themselves without fear. The Code of Conduct, in this sense, is not just a pledge made to the ERC; it is a promise to the people of Guyana, a vow to conduct campaigns peacefully, to reject hate speech and divisive rhetoric, and to put the national interest before partisan ambition.โ€

The Chairman noted that the primary objective of the Code of Conductโ€™s signing is to ensure that the rule of law is upheld. โ€œIt affirms that all political parties must conduct themselves in accordance with the Laws of Guyana and must actively appeal to their supporters to do the same,โ€ he said.

He posited further that while imperfections exist in all democracies, โ€œthat reality must not be exploited to sow discord, but rather, must be met with political maturity and restraint.โ€ He called on political leaders to set the tone and asserted that the true strength of a democracy is not merely tested at the ballot box, but in how its leaders conduct themselves before, during and after elections. To that end, Shaikh Hack appealed to all the political parties to choose the path of civility, maturity and collective responsibility.

Following the formal signing of the Code of Conduct, the political parties were also given the opportunity to provide remarks and unanimously echoed sentiments of commitment and adherence to the principles outlined in the document.

The signing ceremony concluded with the Commission expressing appreciation to the political parties and called on all stakeholdersโ€™ commitment to monitoring and supporting efforts that promote peace, inclusivity, and respect during the elections and beyond.

The ERC reaffirms its commitment to promoting harmony and good relations amongst all peoples of Guyana.

August 5th, 2025- The Ministry of Housing and Water, through the Central Housing and Planning Authority (CH&PA), is taking a strong stance against illegal land use and encroachments on road reserves and drainage reserves. Recently, the CH&PA issued a formal Notice of Contravention to a business, sending a clear warning to others operating outside the law.

The notice was served to the business owners, who, either personally or through agents, were found to have unauthorizedly, unlawfully and illegally occupied the road reserves and drainage reserves by concreting areas adjacent to the western lane of the Mandela-Eccles four-lane highway, in violation of the Town and Country Planning Act, Chapter 20:01. In addition, the agency has begun the process of dismantling the unauthorized, unlawful and illegal structure.

The actions taken by the CH&PA convey a strong message. The Notice requires owners to "immediately remove all encumbrances," including poured concrete, construction materials, machinery, and equipment, from the road and drainage reserves.โ€

Furthermore, the Notice stipulates that all "construction and operational activities" must occur "within the bounds of the said property" and should not "pose or create any hindrance to the free flow of traffic along the Mandelaโ€“Eccles four-lane highway."
The business in question received its approval for a business plan from the Central Housing and Planning Authority in December 2023. However, according to the approved report, access is from an internal access road west of the site and not from the highway.

This decisive measure underscores the commitment of the Ministry and the Central Housing and Planning Authority to enforce the law and ensure that public infrastructure remains accessible and unobstructed. The CH&PA's initiative serves as an important reminder for all businesses and property owners to operate within the legal framework of the country's planning and development regulations.

The Ministry of Housing and Water is making it clear that illegal encroachments on public reserves and infrastructure will not be tolerated, and legal action will be taken to ensure compliance. This is a significant step towards maintaining order, safety, and the proper development of public spaces for the benefit of all citizens.

A 'Missing Person' report was filed with the Police for two schoolgirls, Aneeza Bangatt, age 13, and Shavine Russell, age 15, both of whom are students of Soesdyke Secondary School, as well as residents of Supply, East Bank Demerara.

Both girls, Aneeza and Shavine, are described as slim built, four feet seven inches in height, with shoulder-length hair and brown in complexion.

These two girls have known each other since they attended the same school. They left home on 4th August 2025, at about 10:30 hrs, for an unknown destination in a Black Toyota 192 bearing registration number PJJ 1933. They have not returned since, and a report was made to the Police on 4th August 2025 at 19:36hrs.

FROM ATTORNEY GENERAL AND MINISTER OF LEGAL AFFAIRS, HON MOHABIR ANIL NANDLALL, SC:

It is with deep sadness that I learnt of the passing of Mr. Cecil Dhurjon, S.C., former Chief Parliamentary Counsel of Guyana. He was two months short of his 97th birthday.

Mr. Dhurjon was one of the chief architects of Guyanaโ€™s post independent legislative landscape. He was certainly the longest serving Chief Parliamentary Counsel of Guyana and arguably the entire Commonwealth.
Mr. Dhurjon served Guyana with unmatched dedication for over four decades as Chief Parliamentary Counsel and in the drafting department of the Attorney General Chambers for over six decades.

He served under every Attorney General of Guyana, including, yours truly between 2011- 2015. He resigned at age 90! It will be near impossible in the foreseeable future for any other to surpass the number of legislation he would have worked on in his remarkably long career.

For his remarkable contribution to legislative drafting he was appropriately conferred with silk in the 1980s. The legacy of his work will endure for generations to come.

Personally, on behalf of the Attorney General Chamberโ€™s and Ministry of Legal Affairs and on behalf of the Government of Guyana, I extend heartfelt condolences to his wife, Mrs. Ananda Dhurjon, who serves as a consultant to the office of the Chief Parliamentary Counsel within the Ministry of Legal Affairs, his son Siand Dhurjon, Attorney at Law, his other children, grandchildren, great grandchildren, relatives and colleagues.

May his soul rest in peace.
