二戰結束後,美軍在沖繩及西南太平洋地區積存大量剩餘物資待售,嘉道理兄弟透過其人脈網絡,與美國Foreign Liquidation Commission (FLC) 取得聯繫,希望採購這些物資以協助香港重建。美方規定交易必須由美國與香港政府直接進行,或透過政府認可機構辦理。為滿足此條件,採購委員會在港成立,嘉道理父子洋行為成員之一。
嘉道理兄弟擔任中間人角色,羅蘭士和賀理士分別在香港和上海協調各方、檢查貨品質量並促成付款。如同許多政府間交易,過程涉及大量談判與協調,進展緩慢。羅蘭士曾寫信給賀理士表示:「我們感激你所做的一切,儘管有時看似吃力不討好,但我深信此事終將帶來正面成果。」
當向美國政府付款出現延誤時,賀理士擔任擔保人以確保交易順利進行。FLC上海專員Johnson將軍曾說:「若嘉道理提供擔保,對我而言足夠可靠。」,證明了嘉道理家族乃值得信賴的合作夥伴。圖片所示為賀理士於1946年,代表香港政府簽署向FLC採購糧食的合同。此後,賀理士還促成了數宗糧食採購交易。
向美軍採購剩餘物資的討論於1945 年 12 月開展。1946年5月,羅蘭士在給賀理士的信中寫道:「整件事進展極其緩慢,但尚未完全無望。我仍期盼能成功。」1946年12月,羅蘭士得知 FLC 已將太平洋島嶼上除船舶與飛機外的所有物資售予中國當局。雖然如此,但可見嘉道理家族在此過程中付出相當的努力。
After the Second World War ended, the US Army had huge surplus stocks in Okinawa and other places in Southwest Pacific available for sale. Having tapped into their personal networks, the Kadoorie brothers established contact with the US Foreign Liquidation Commission (FLC) for the purchase of such supplies for the rehabilitation of Hong Kong. Since any deal would need to be a direct transaction between the US and Hong Kong governments, or with a government-sponsored unit, a Purchasing Commission was formed to satisfy such condition, with the Kadoorie family office being one of the members.
The Kadoorie brothers acted as middlemen with Horace in Shanghai and Lawrence in Hong Kong to connect and coordinate different parties, inspect quality of goods and facilitate payment. As with many other government-to-government deals, extensive negotiations and coordination were involved and things were going slow. Lawrence once wrote to Horace that “we appreciate all you are doing, and though at times it seems a thankless job I have the impression that some good will come out of the whole thing.”
When there was a delay in payment to the US government, Horace acted as a guarantor to secure a purchase. “If Kadoorie gives me a guarantee, it is good enough for me,” General Johnson, FLC Field Commissioner in Shanghai said, proving the Kadoories a trusted partner. The above image shows Horace signing the purchase agreement on behalf of the Hong Kong Government for food supplies from the FLC in 1946. Horace would facilitate several other purchases of food later on.
Discussion on the whole matter started December 1945. In May 1946, Lawrence wrote to Horace, “the whole thing is very slow but not yet dead. I hope it may succeed.” In December 1946, Lawrence learnt that FLC had sold out all supplies on Pacific Islands to the Chinese authorities, save ships and aircrafts. Things did not go as hoped, but the efforts made by the Kadoories in the process stand indicative of their dedication to post-war rehabilitation.
