The annual Wine and Dine Festival will return in October with opening hours extended until midnight, the Tourism Board said.

That is one more hour than in the past, with organisers saying they hope visitors would be able to enjoy the most out of the event at the Central harbourfront from October 23 to 26.

Themed “Remix. Best of All Worlds”, organisers said visitors can enjoy Cantonese cuisine at a tasting room that boasts five chefs from Hong Kong and abroad, along with more than 300 booths offering delicacies from more than 30 countries and regions.

Wine and food pairing will also be available on site, which guests can curate their food combinations just by following a simple colour-coded system that couples up five key flavours with five distinct grape varieties.

Tickets will go on sale online from October 2.

Hong Kong is raising the minimum pay for the city's foreign domestic helpers by 2.2 percent to HK$5,100 a month.

Their food allowance (applicable to employers who do not provide their helpers with food free of charge), meanwhile, will remain unchanged at no less than HK$1,236 per month.

The new rates will apply to all contracts signed from Tuesday (September 30).

Police charged three close aides of a popular actor and politician with culpable homicide and negligence, after a stampede at his rally in southern India killed at least 40 people, officials said.

Some 27,000 people thronged a public road in Tamil Nadu state on Saturday, in the hope of seeing the politician, known by the single name of Vijay.

However, panic broke out and triggered a deadly crush.

Police filed a case against three senior members of Vijay's party, whom they identified as Bussy Anand, GR Nirmal Kumar and VP Mathiyazhagan.

All three have been charged with "culpable homicide not amounting to murder" and negligent conduct endangering human life.

Witnesses cited hours of delays, insufficient police presence and people falling from a tree branch onto the audience as reasons contributing to the crush.

"I am at a loss for words to express the pain my heart endures," the 51-year-old star said in a statement on Sunday.

"This is indeed an irreparable loss for us," he said, adding that he would pay two million rupees (HK$175,000) to each of the victims' families as compensation.

At least four people were killed and several others wounded Sunday after a shooter targeted a Mormon church in Michigan, authorities said, in the latest deadly tragedy that US President Donald Trump called part of a national "epidemic of violence."

Police in the northern US state said the shooter first rammed the church with his vehicle before opening fire with an assault rifle, and then set the building aflame.

The attacker was killed by police in the parking lot eight minutes after the first emergency call came in, Grand Blanc Police Chief William Renye told a press conference.

Investigators will search the shooter's home and phone records in search of a motive, he added.

This shooting marks the 324th mass shooting in the US in 2025, according to the Gun Violence Archive, which tracks such incidents and describes a mass shooting as one in which four or more people are shot or killed, not including the shooter.

Lawmakers passed the Basic Housing Units bill on Friday, making it mandatory for owners of subdivided flats to register their properties and meet relevant standards.

These include a minimum floor area of eight square metres, a separate toilet and at least a window for each unit.

Homeowners can register their units starting in March.

Those who complete the registration within the one-year period given to owners of subdivided flats will be granted a grace period of 36 months to carry out rectification and apply for accreditation, giving them a total of 48 months.

Secretary for Housing Winnie Ho said that as landlords have 48 months to bring their flats up to the required standard, this would prevent flats being taken off the market at once and causing rents to spike.

Ho added that as the government continues to increase the supply of public housing units, the demand for subdivided flats will fall in the longer run.

US President Donald Trump signed an executive order on Thursday declaring that his plan to sell TikTok's US operations to American and global investors will address the national security requirements in a 2024 law.

The new US company will be valued at around US$14 billion, Vice President JD Vance said, putting a price tag on the popular short video app far below some analyst estimates.

Trump has delayed enforcement of the law that bans the app unless its Chinese owners sell it until December 16 amid efforts to extract TikTok's US assets from the global platform, line up American and other investors and win approval from the Chinese government.

The publication of the executive order shows Trump is making progress on the sale of TikTok's US assets, but numerous details need to be worked out, including who will own the new company's most important asset, its recommendation algorithm.

Health Secretary Lo Chung-mau says a task group is now looking at the financial aspects of proposals made by the three universities pitching for Hong Kong's third medical school.

He also said meetings had been held with Baptist University, Polytechnic University, and the University of Science and Technology.

A final recommendation will be sent to the Chief Executive by the end of the year.

China set its first absolute targets for reducing greenhouse gas emissions on Wednesday while the United States continues to focus on fossil fuels.

The announcement was made by President Xi Jinping via video to the United Nations climate summit, attended by around 120 nations.

Under the new plan, China will reduce economy-wide greenhouse gas emissions by 7 to 10 percent by 2035, from peak levels.

Xi said that these targets align with the Paris Agreement and require significant domestic effort and a supportive international environment to achieve.

The president noted that while some countries resist this trend, the international community should maintain its focus on sustainability.

The observatory cancelled the Signal Number One at 11.20am on Thursday, as Ragasa weakens and moves further away from Hong Kong.

Instead, the forecaster issued the Strong Monsoon Signal.

It said that due to the combined effects of Ragasa and the ridge of high pressure, there would still be occasional strong winds offshore and on high ground, as well as occasional squally showers and thunderstorms all over Hong Kong.

It added that seas would be rough with swells, and people should stay away from shorelines and refrain from engaging in water sports.

Hong Kong's top typhoon warning will be downgraded at 1.20pm, the observatory said on Wednesday, after being in force for 10 hours, 40 minutes – the second-longest on record.

Only Typhoon York, which struck the city in 1999, resulted in a T10 that lasted longer – by just 20 minutes.

"With Ragasa moving towards the coast of western Guangdong, its associated hurricane force winds will also depart from Hong Kong gradually," the observatory said.

The Hong Kong Observatory issued the Hurricane Signal No. 10 at 2.40am on Wednesday as one of the most powerful typhoons of 2025 approached Hong Kong, bringing hurricane-force winds to the territory.

Super Typhoon Ragasa is expected to pass within 100 kilometres to the south of the territory later on Wednesday morning.

The observatory warned that the storm poses a "considerable threat to Hong Kong."

"The Hurricane Signal, No. 10 will remain in force for some time," it said in a statement.
