OPERATIONAL FRAMEWORK
Haiti is located in the Caribbean. It is located in the western part of the island that it shares with the Dominican Republic. Independent since 1804, it was considered the pearl of the Antilles. As a result of numerous Coups d'Etat and bad governance, it has become one of the poorest countries in the hemisphere.
Indeed, in the 2009 report of the United Nations Development Program, it ranks 149th out of 182 countries in terms of the human development index. More than 80% of the population is found below the poverty line.
50% of the population live on less than a dollar a day. This underprivileged social layer of the population does not have access to basic services and goods such as education, health, housing, etc. In the metropolitan region of the South is one of the departments, where the town of jacmel is located. According to an analysis, agricultural production has decreased considerably, the population is increasing, deforestation accelerates erosion. Many families have had to abandon their region to expand the slums of the populous quarters of Jacmel without any work. Poverty, unemployment, structural adjustment mean that a large part of the population is excluded from the labor market while the prices of products continue to rise. Families thus lose their purchasing powers, and an infinite number of children find themselves in poverty, without education, and on the verge of juvenile delinquency.
The majority of these children are orphans and without supervision and protection. The latest estimate refers to the number of 1,500,000 children in Haiti who do not have access to education, however after the free school program of the presidency we do not know what the exact number of these children is.
