Sumatra and Kalimantan, as well as the other islands outside Java, had a very different colonial history from Java. These areas were governed by the Dutch Colonial Government indirectly, through their local rulers. Essentially, they were parts of a Dutch colonial mandala kingdom. Without the Basic Law, Cultivation System and Liberal Policy, the role of the Chindos in these areas was different from their role in Java as well as from one another.

Indonesia’s Other History Part IV: The Java Colony
The Dutch East Indies Company was a business empire, not a political one. The 1602 company charter tasked the company with building and maintaining a trade monopoly from the Cape of Good Hope (southern tip of Africa) to the Indies. The so-called governmental powers given to the company were only those necessary to achieve this goal. The rights did not include those given, for example to the Spanish and Portuguese conquistadores, to claim new territory in the name of the monarch.

Upon his return from his first trip to the Indies in 1610, Jan Pieterszoon Coen (4thGovernor General of the Dutch East Indies) submitted a report to the companys Board of Directors describing trade possibilities in the Indies. His vision was of an empire, not political based on territorial conquest, but a private business empire based on control of supply chains – a multinational corporation MNC.
