Hundreds of Non-State Civil Apparatus (ASN) or Casual Daily Workers (THL) in the Padang Panjang City government held a demonstration in the yard of the local City Hall, Tuesday (11/19/2024).
In the peaceful demonstration, the demonstrators conveyed a number of demands to the Padang Panjang City government cq Acting Mayor.
The field coordinator (Korlap) for the demonstration, Roni Akbar, in his speech which was followed by cheers from the demonstration participants, conveyed 4 (four) demands.
"Reject Outsourcing, Make Us Government Employees with Work Agreements (PPPK), Reject Dismissal as of January 1, 2025, and Continue Allocating Budget for THL in the 2025 APBD," Roni explained in detail.
Likewise, the Head of the Padang Panjang City Non-ASN Forum, Riki Satria, said that there are 1,400 THL people in the Padang Panjang City government.
"The details are that 1,200 people have entered the BKN database and 200 people have not entered the BKN database," he said.
Riki said that several months ago the Padang Panjang city government conducted socialization that on December 1, 2024, some Non ASN or THL would be sent home in response to ASN Law number 20 of 2023 and some would be outsourced through an outsourcing mechanism or to a third party.
"This is a form of injustice for us, while Non ASN in other regions are fighting to be appointed as PPPK," he stressed.
Riki again mentioned that there are 1200 Non ASN people in the Padang Panjang city government who are registered with the BKN and according to the law should be prioritized to be appointed as PPPK. This means that the Padang Panjang city government should prioritize Non ASN who have entered the database to be appointed as PPPK.
"Strangely, the Padang Panjang City Government submitted to the central government only 71 people out of 1200 people. So, because it is not in accordance with our wishes, that's why today we are holding a peaceful demonstration," he concluded.
Acting Mayor of Padang Panjang, Sonny Budaya Putra, who was present with Acting Regional Secretary Winarno and a number of other OPD leaders, responded to the demands of the demonstration participants, saying that the Padang Panjang city government had no intention of laying off non-ASN.
"We will continue to fight for Non ASN to be appointed as PPPK, of course in accordance with applicable laws and regulations," said Sonny.
After hearing the statement from the Acting Mayor, the demonstration participants then asked to convey their aspirations inside the City Hall building.
After deliberation, it was finally agreed that 3 non-ASN representatives from each OPD would enter the City Hall building to have an audience with the Acting Mayor.
