Nagalit na ang mastermind ng Flood Control dahil ramdam na nila ang panganib kapag napunta sa kamay ni “Fayetteville” ang mas malalim na imbestigasyon. Kaya todo ingay, todo drama, at todo panic mode ngayon ang mga sanay magkontrol ng galaw sa Senado. Kapag usapang bilyon-bilyong proyekto na ang hinahalungkat, biglang nagkakagulo ang mga dati’y kampante at palaging may script na handa. 😂🤣

Hindi na kasi simpleng politika ito usapang pananagutan na ng mga taong matagal nang nagpapanggap na malinis habang nilulunod sa baha ang taumbayan at nilulunod naman sa kickback ang kaban ng bayan. Kaya kapag may bantang warrant at may posibilidad na mabuwag ang kanilang hanay, natural lang na manginig ang mga haligi ng “Flood Control Empire.”

Ang masakit para sa kanila, unti-unti nang nabubunyag kung sino talaga ang takot sa tunay na imbestigasyon. Kung wala kang tinatago, bakit parang takot na takot mawalan ng kontrol? Bakit parang nagkukumahog protektahan ang mga alyado? Ang taong walang atraso, hindi kinakabahan sa katotohanan. Pero ang mga sanay makinabang sa sistema, siguradong mababahala kapag nagsimula nang gumalaw ang hustisya.

MANILA, Philippines — Senator Panfilo “Ping” Lacson said two looming plunder cases against members of the Senate majority bloc could dramatically alter the balance of power in the chamber and potentially strengthen the influence of the minority bloc within the coming weeks.

Speaking during an interview on ANC’s Headstart on Thursday, May 28, Lacson hinted that legal developments involving majority senators may soon trigger major political repercussions inside the Senate.

“Give it 24 to 48 hours, baka ma-issue ng warrant,” Lacson said, referring to the possible issuance of warrants in connection with the reported plunder complaints.

According to Lacson, the possible legal troubles facing some senators could weaken the current majority coalition and open the door for the minority bloc to gain de facto control over key Senate committees and legislative proceedings.

The senator explained that while the minority bloc may not yet have enough numbers to replace the Senate President, shifts in alliances and the possible absence of certain senators could significantly affect the Senate’s internal dynamics.

Lacson did not identify the senators allegedly facing the plunder complaints, but his remarks further fueled speculation over deepening tensions and instability within the Upper Chamber.

The issue comes amid continuing political friction between the Senate majority and minority blocs following recent controversies involving proposed amendments to Senate rules, remote participation in sessions, and leadership disputes inside the chamber.

As of press time, there has been no official confirmation regarding the alleged plunder cases or the possible issuance of warrants mentioned by Lacson.

The so called “minority walkout” was not a badge of courage, but a glaring display of political arrogance wrapped in theatrical drama. Instead of standing their ground, defending their arguments with dignity, and facing the deliberation head-on, they chose the easier route abandoning the session and paralyzing the proceedings through spectacle.

True statesmanship is measured not by dramatic exits, but by the strength of conviction inside the halls of debate. Great leaders confront opposition with composure, intellect, and accountability. Walking out only projected an image of senators unwilling to endure scrutiny when the tide no longer favored them.

History remembers legendary walkouts because they carried the burden of principle and the voice of a nation yearning for justice. But not every staged departure deserves to be etched beside historic acts of bravery. Some are merely political performances designed for headlines, social media applause, and manufactured sympathy.

The Senate is not a theater stage where tantrums become triumphs. It is an institution where elected officials are expected to debate, legislate, and uphold democratic responsibility regardless of disagreement.

If they truly believed in their position, they should have remained in the chamber and fought with reason, not retreat with resentment. Because in politics, abandoning the battlefield rarely looks heroic it often looks like surrender dressed in arrogance. 🤣

Alam ba talaga ng lahat kung sino ang tunay na nagbabayad ng utang ng Pilipinas sa World Bank?

Ang totoong sagot: ang sambayanang Pilipino pa rin.

Hindi man ito direktang sinisingil sa bawat mamamayan, pero binabayaran ito sa pamamagitan ng:

• buwis na kinakaltas sa sweldo ng mga empleyado,
• buwis na binabayaran ng mga negosyo,
• VAT sa mga bilihin at serbisyo,
• excise tax sa gasolina, sigarilyo, alak, at iba pa,
• at iba pang government revenues na ginagamit pambayad sa principal at interes ng utang ng bansa.

Kapag umutang ang gobyerno sa World Bank, hindi ito personal na utang ng presidente o ng mga opisyal. Nagiging obligasyon ito ng buong bansa. Kaya kahit sino pa ang maupong administrasyon sa susunod, tuloy pa rin ang pagbabayad gamit ang pera mula sa kaban ng bayan at ang kaban ng bayan ay nanggagaling din sa bulsa ng mga taxpayers.

Ngunit mahalaga ring maunawaan na hindi lahat ng utang ay masama.

Sa maraming pagkakataon, ginagamit ang mga loan para sa:

• infrastructure projects,
• mga paaralan at ospital,
• disaster response at relief operations,
• agrikultura at irrigation,
• flood control projects,
• renewable energy programs,
• at iba pang proyektong makakatulong sa ekonomiya.

Ang pinakamahalagang tanong ay: saan talaga napupunta ang pera, at epektibo ba ang paggamit nito?

Dahil kung ang utang ay napupunta sa mga proyektong nagbibigay ng trabaho, negosyo, at pangmatagalang kaunlaran, posible itong bumalik sa ekonomiya sa pamamagitan ng mas malaking kita ng bansa.

Pero kung may korapsyon, overpricing, ghost projects, o maling paggamit ng pondo, ang ordinaryong Pilipino ang unang naaapektuhan sa pamamagitan ng mas mataas na buwis, pagtaas ng presyo ng bilihin, at dagdag na utang na ipapamana pa sa susunod na henerasyon.

Sa kasalukuyan, patuloy pa ring nangungutang ang Pilipinas sa iba’t ibang international lenders gaya ng World Bank upang suportahan ang fiscal programs, infrastructure development, at economic reforms ng pamahalaan.

Sa simpleng paliwanag:

Kapag umutang ang gobyerno, ang taumbayan pa rin ang nagiging “silent investors” na walang ibang pagpipilian kundi tumulong sa pagbabayad sa pamamagitan ng kanilang buwis, trabaho, at kontribusyon sa ekonomiya ng bansa.

Ang mas mahalagang tanong ngayon ay hindi kung nasaktan ang damdamin ng isang opisyal, kundi kung may nilabag bang malinaw na probisyon ng batas na may sapat na batayan sa ilalim ng ating Konstitusyon at umiiral na jurisprudence.

Hindi porke’t matapang magsalita ang isang abogado ay agad na itong maituturing na kriminal. Ang freedom of expression ay protektado ng ating Saligang Batas, lalo na kung ang pahayag ay may kaugnayan sa usaping pampubliko at laban sa mga opisyal ng gobyerno. Sa ilalim ng Article III, Section 4 ng 1987 Philippine Constitution, malinaw na “No law shall be passed abridging the freedom of speech, of expression, or of the press.” Ang mga public officials ay inaasahang may mas mataas na tolerance sa matitinding batikos dahil bahagi ito ng demokratikong diskurso.

Kung ang nais ipasok ay Cybercrime Prevention Act of 2012 o Republic Act No. 10175, kailangan munang patunayan na may malinaw na elemento ng krimen gaya ng tunay na pagbabanta, unlawful act, o incitement na may agarang panganib sa kaayusan. Hindi sapat ang simpleng pagmumura o maaanghang na salita upang awtomatikong maging cybercrime. Ang batas ay hindi dapat ginagamit bilang sandata laban sa kritisismo, kundi bilang pananggalang laban sa tunay na kriminalidad.

Nakakapagtaka rin na tila mas mabilis pang pagtuunan ng pansin ang emosyon ng isang opisyal kaysa sa mas mabibigat na suliraning kinakaharap ng bayan. Ang isang matatag na lider sa law enforcement ay hindi dapat madaling matinag sa maaanghang na salita. Ang tunay na sukatan ng pamumuno ay hindi kung paano gumanti sa kritiko, kundi kung paano pairalin ang batas nang patas, may dignidad, at walang bahid ng personal na motibo.

Si Atty. Harold Respicio ay isang abogado na may karapatang magsalita, magpahayag ng disgusto, at magtanong laban sa mga aksyon ng gobyerno, lalo na kung naniniwala siyang may abuso o overreach sa paggamit ng kapangyarihan. Ang demokrasya ay hindi nabubuhay sa katahimikan kundi sa malayang palitan ng opinyon kahit pa ito’y matalim, mapanuligsa, at hindi komportable sa pandinig ng mga nasa poder.
