MEMORANDUM
To,
Her Excellency the Hon’ble President of India
Visitor, Aligarh Muslim University
Rashtrapati Bhavan
New Delhi – 110004
Through: The District Magistrate, Aligarh
Subject: Memorandum seeking intervention for protection of University land, restoration of correct revenue records, and impartial inquiry into alleged alteration of revenue entries and attempt of forcible possession of University land.
Respected Madam,
We, the stakeholders of Aligarh Muslim University (AMU), seek your urgent intervention in a matter concerning valuable land historically possessed by the University since 13 June 1925. It is a matter of grave concern that the revenue records appear to have been altered clandestinely around 1992, resulting in a change in mutation without any apparent Government order or other lawful document authorising such alteration.
The University thereafter approached the competent authority before the office of the Sub-Divisional Magistrate (SDM) for correction of the revenue records. While the matter was still pending before his office, the personal presence of the SDM at the site during an apparent attempt to take forcible possession of the land raises serious questions regarding due process, administrative propriety and the principles of natural justice. This was a second such attempt to take forcible possession of the University’s land, a similar incident having occurred in April 2025.
The manner in which the Nagar Ayukt, Aligarh, Shri Prem Prakash Meena, projected the commercial value of the land as approximately ₹500 crore, despite the land belonging to an institution of national importance, also warrants careful examination. The concern is further heightened by the narrative that major construction activities, including a stadium, school and police station are proposed, to the State Government, on the land. In these circumstances, it is imperative that the entire matter is dealt with strictly in accordance with law, with complete transparency and without allowing any commercial or extraneous considerations to influence the process.
We place on record our appreciation of the prompt intervention of the District Magistrate, Aligarh, who has directed speedy disposal of the matter by the SDM.
We humbly request you to kindly take cognizance of the matter and cause the appropriate authorities to ensure that:
1. The University’s request for correction of the revenue records is judiciously and expeditiously disposed of.
2. The circumstances surrounding the alleged alteration of the revenue records are independently and impartially investigated and guilty punished.
3. The legality of the actions taken on 20 August 2026 is duly inquired.
4. Responsibility is fixed wherever any illegality, abuse of authority, procedural impropriety or manipulation of official records is established.
We earnestly request your kind intervention to ensure protection of the University’s lawful possession of its property and to uphold transparency, due process and the rule of law in the matter.
Yours faithfully,
Stakeholders of Aligarh Muslim University
