The Land Guarantee Scheme, announced as the sixth guarantee by the Siddaramaiah-led Karnataka government, was projected as a historic move to provide official land ownership rights to lakhs of poor families living in tandas, hadis, hattis, and slum settlements. Nearly eight months after the announcement, serious questions are being raised about its actual implementation on the ground. The scheme promised conversion of inhabited settlements into revenue villages and distribution of title deeds under the “Occupant is the Owner” principle. The government had set an ambitious target of providing land rights to 1,10,000 families within six months. However, according to available information, the scheme remains largely confined to announcements and circulars, with little visible ex*****on.

A Revenue Department notification dated December 24 and instructions to complete the task by February indicate urgency on paper, but ground-level realities tell a different story. Local residents in areas like Mahatma Gandhi Nagar Slum, Mahalakshmi Layout Assembly constituency, claim they are still waiting for promised documents.
The BJP has sharply criticised the Siddaramaiah government, accusing it of appeasement politics, empty guarantees, and administrative failure, linking land-related unrest such as the Kogilu controversy to flawed policy ex*****on. The comparison with Devaraj Urs, who actually distributed land to the poor, has further intensified the debate.
