Subject: Complaint regarding substandard road asphalting work under PMGSY (2023-24) from Kulkunda to Nalwar, Chittapur Taluk.
Details of Project:Project Name: Improvements and asphalting to Road from Kulkunda to Nalwar, Chittapur Taluk.
Scheme: Pradhan Mantri Gram Sadak Yojana (PMGSY).
Estimated Cost: Approximately ₹6.5 Crore.
Contractor Name: Shankar.
Key Grievances:
Improper Base Preparation: The contractor is not removing the old, damaged road surface before starting new work. Instead, material is being laid directly over the existing worn-out road.
Substandard Material & Thickness: Only 6 inches of "murrum" and 40mm metal (kankar) are being used, which is insufficient for the heavy traffic this road handles.
Negligence of Drainage: Existing damaged culverts (CDs) are not being replaced or repaired, which will lead to waterlogging and rapid road deterioration.
Heavy Traffic Requirements: This road serves 100-150 tractors and heavy mining vehicles daily. The current work quality will not withstand this load, leading to a waste of public funds.
Collusion Allegation: There is a strong suspicion of collusion between the contractor and supervising officials, as substandard work is being allowed to proceed without correction.
Request: We request an immediate inspection by a State Quality Monitor (SQM) or National Quality Monitor (NQM) to verify these claims and ensure the work meets PMGSY technical standards. We also demand strict action, including the best suspension of responsible officials and blacklisting of the contractor if found guilty.
